Abstract

Public infrastructure performance should be evaluated not only through operational achievements but also through citizens’ perceptions of public value and institutional responsiveness to service deficiencies. This study examines how perceived public value deficits may be articulated through citizen voice, mediated by institutional oversight, and potentially translated into adaptive responses and subsequent public value reassessment. Employing a qualitative approach, the study integrates a structured review of 30 journal articles identified through Scopus with an illustrative documentary analysis of Indonesia’s Jakarta–Bandung High-Speed Rail (Whoosh). The literature synthesis examines four interconnected dimensions: public value and disvalue, citizen voice and feedback, institutional accountability and legislative oversight, and policy feedback and adaptation. These dimensions inform the development of the Public Value-Voice-Response Feedback Framework (PVVRF). Findings indicate that Whoosh generates recognized benefits in connectivity and travel efficiency while presenting perceived challenges related to affordability and accessibility. Although public evaluations, legislative oversight, and operational adjustments are documented, their causal relationships remain empirically unconfirmed. The findings therefore suggest a partial feedback loop rather than a fully established causal sequence. This study contributes an integrative analytical framework for understanding how public value deficits are expressed, institutionally mediated, and potentially addressed through adaptive public service governance.
