Abstract

USO (Universal Service Obligation) merupakan bagian dari kewajiban Pemerintah dalam memberikan pelayanan universal di bidang telekomunikasi dan informatika kepada publik.Kewajiban pelayanan tersebut dilakukan untuk mengurangi kesenjangan komunikasi akses dan digital di daerah khususnya daerah pedesaan, tertinggal, dan terluar serta terdepan, yang secara ekonomi sulit dilakukan oleh penyelenggara telekomunikasi komersial. Program Layanan USO selama ini diawali dengan layanan dasar (voice) hingga layanan data (internet).Hingga saat ini, berdasarkan hasil monitoring evaluasi perkembangan layanan USO, dari sisi anggaran, realisasi rata-rata per tahun sampai dengan 2014 adalah 41%. Hal tersebut menunjukkan belum efektifnya pelayanan USO. Esensi utama rancang ulang adalah tetap melanjutkan program eksisting namun merubah mekanismenya, yaitu tidak lagi bersifat ?top down? dari pusat ke daerah tetapi dari daerah ke pusat yang juga disesuaikan dengan kebutuhan daerah, Pemerintah menyiapkan rancangan utama (Grand Design) Program USO dengan asumsi bahwa UU No.36 Tahun 1999 diganti dengan UU Telekomunikasi yang baru atau UU Konvergensi. Potensi yang mungkin dilakukan lewat perangkat PT Telekomunikasi Indonesia Tbk yang mampu menjadi motor pengerak melanjutkan USO dengan mengembangkan kembali FWA-CDMA yang pernah jaya hingga tahun 2015. FWA-CDMA mampu menjawab kebutuhan USO di daerah tertinggal, terluar dan terdepan Negara Indonesia ini karena PT Telkom memiliki infrastruktur telekomunikasi di setiap kecamatan di daerah-daerah tertinggal dan terluar serta terdepan itu. FWA-CDMA dapat di hubungkan langsung ke stasiun sentral telepon terdekat dan base station atau radio pemancarnya dapat dipasang di daerah tersebut dengan memakai pembatasan kode area telepon setempat tapi dapat bergerak dilingkungan daerah itu. Abstract

This research focuses on capital contributions in reducing multidimensional poverty to the recipients of entrepreneurial social assistance. This study uses a qualitative approach with the phenomenological method to explore the subjective experience of seven participants who recipient the Entrepreneurship Social Assistance Program carried out by the Indonesian Ministry of Social Affairs through the Galih Pakuan Bogor Center, in Bojonggede District, Bogor Regency. This study aims to analyze how the contribution of each converted capital form can reduce the dimensions of multidimensional poverty to recipients of social entrepreneurial assistance. The findings of this study indicate that capital transformation contributes to alleviating multidimensional poverty to recipients of entrepreneurial social assistance in the economic, health, education and living standards. Interaction of various forms of capital (economic, social, embodied, objectified, and digital) can optimize the management of entrepreneurial social assistance to increase business income and sustainability. Economic capital contributes to help the education costs of family members. Social capital strengthens networks to get access to health services, reach consumers and social support for meeting basic needs and decent residence assistance. Digital capital contributes to providing information, strengthening social capital and increasing knowledge. The implications of this finding indicate that programs and policies in tackling poverty requires the integrative development of various forms of capital in the recipient of social entrepreneurial assistance. This study provides a theoretical contribution by enriching literature related to the conversion of capital in the context of multidimensional poverty and offers practical insights for the development of programs and policies for more effective poverty alleviation.

Abstract

This article deals with fundamental question of how to develop village is based on sufficient knowledge. In order to answer this question, Research Cluster on Rural Issues has conducted digital baseline survey on village resources, potential for rural development in the hamlet of Karang Tengah. One of the findings is the fact that 88.3% of the land has been alienated to outsiders. The finding is explored through extensive discussions on social class theories related to social capital and social poverty as well. Alienated social class is a concept developed from the highly imbalance of outsiders’ domination to the insiders. As the result, community has been lack of its fundamental essence namely land. Main conclusions are related to the need of real knowledge through the use of digital survey for a quick answer.
