Abstract

This study aims to develop policy strategies for the global supply chain of the electric vehicle (EV) industry using a market phenomenology approach, namely by examining the personal experiences of stakeholders in the supply chain regarding vulnerability, adaptability, and accountability in responding to policies. This study employs a qualitative approach by collecting data through in-depth interviews, analysis of policy documents, and secondary data related to trade, investment, and the production capacity of the electric vehicle industry. The study shows that the electric vehicle distribution system remains highly vulnerable due to dependence on critical raw materials, political issues between countries, and reliance on imported goods. Meanwhile, market actors are developing ways to adapt, such as seeking more suppliers, establishing long-term partnerships, and making domestic investments. The research findings also indicate that policies that are more responsive and involve the participation of various stakeholders are more effective than top-down policies that do not take into account the experiences of market actors. This study recommends a phased policy approach that includes measures to mitigate supply risks in the short term, strengthen domestic production capacity in the medium term, as well as the development of long-term policies for sustainable industry and the circular economy.
