Abstract

This community service program aimed to enhance the professionalism of foreign language teachers in facilitating students’ thinking processes through reading literacy instruction based on metacognitive strategies. The program involved 30 foreign language teachers from junior secondary schools and senior secondary schools/Madrasah Aliyah in Kairatu District, West Seram Regency. The activities were implemented using a participatory approach through a series of stages, including needs analysis, training in metacognitive strategies, development of instructional materials, teaching simulations and classroom implementation, digital reflection, as well as continuous evaluation and improvement. The program was evaluated using a 23-item questionnaire covering seven aspects, and the data were analyzed descriptively using percentages. The results showed that the participants were able to develop instructional materials that could be reused and adapted to their respective school contexts. The average participant satisfaction rate reached 94.49%, with the highest scores recorded for the relevance of the materials to participants’ expectations and program sustainability, both reaching 96.67%, while the novelty aspect reached 92.22%. The novelty of the program lies in the integration of metacognitive strategies, digital reflection, and reading literacy instructional materials within a teacher capacity-building program. The program is recommended for further development through continued implementation assistance, communities of practice, and impact evaluation focusing on students’ reading literacy skills.
