Abstract

Tolerance is one of the essential characters to be instilled in a plural society. This study aims to determine the strategy for integrating the value of tolerance into civics learning in inclusive education schools. This research is qualitative descriptive research with interview data collection techniques, observation, and document analysis. The strategy for integrating the value of tolerance in civics learning in inclusive education-provided schools is carried out through the stages of planning, implementing, and evaluating learning. They were designing learning plans for regular and inclusive students and improving teaching competencies in inclusive classes. Implementation of learning is done by providing advice and motivation during learning, taking a dynamic approach with students, forming an attitude of empathy, appreciating the tolerant attitude shown by students, and applying a heterogeneous group learning model. The assessment is carried out by distinguishing the assessment content between students who do not have special needs and students with special needs that are adjusted to their obstacles and abilities.

Abstract

Tujuan artikel ini adalah mendeskripsikan: 1) jaminan aksesibilitas Penyandang Disabilitas dalam peraturan perundang-undangan terkait Pemilu di Indonesia; 2) Pelaksanaan jaminan aksesibilitas Penyandang Disabilitas dalam Pemilu di Indonesia; dan 3) Faktor penghambat pelaksanaan jaminan aksesibilitas Penyandang Disabilitas dalam Pemilu di Indonesia. Metode yang digunakan adalah kajian pustaka dengan analisis model induktif. Jaminan aksesibilitas Penyandang Disabilitas dalam Pemilu di Indonesia antara lain termuat di dalam Undang-Undang Dasar 1945 Pasal 28H ayat (2) dan Pasal 28I ayat (2), Undang-Undang Nomor 8 tahun 2016 tentang Penyandang Disabilitas, Undang-Undang Nomor 10 Tahun 2008 tentang Pemilihan Umum Anggota DPR, DPD, dan DPRD, Undang-Undang Nomor 42 Tahun 2008 tentang Pemilihan Umum Presiden dan Wakil Presiden, dan peraturan pelaksana lain. Peraturan perundang-undangan tersebut mengatur agar penyandang disabilitas diikutsertakan dan difailitasi kemudahan akses baik dalam tahap pendataan, kampanye hingga tahap pelaksanaan Pemilu. Pada kenyataannya pelaksanaan Pemilu di Indonesia belum sepenuhnya terakses oleh Penyandang Disabilitas. Hal ini disebabkan oleh beberapa faktor seperti: 1) Peran keluarga yang belum maksimal; 2) sikap apatis dari Penyandang Disabilitas; 3) Ketidaktanggapan petugas penyelenggara Pemilu.; 4) wilayah Indonesia yang begitu luas sehingga sulit terakomodir dengan baik terutama daerah terpencil; 5) regulasi yang sering berubah yang sering membingungkan rakyat; 6) Penduduk Indonesia yang terlalu banyak menjadikan proses sosialisasi tidak optimal; 7) Media yang tidak terakses bagi Penyandang Disabilitas. Melihat belum tercipta sinergi yang maksimal antara harapan, aturan dan kenyataan menjadikan pemerintah Indonesia perlu segera memperbaiki sistem pelaksanaan Pemilu yang lebih mudah, murah, terjangkau dan tentu saja aksesibel bagi Penyandang Disabilitas. Dengan demikian diharapkan kedepannya akan tercipta suatu demokrasi dalam negara Indonesia yang penuh dengan persamaan dan keadilan bagi seluruh rakyaat Indonesia.

Abstract

The purpose of this article is to describe: 1) the guarantee of accessibility of persons with disabilities in legislation related to elections in Indonesia; 2) Implementation of guarantee of accessibility of persons with disabilities in elections in Indonesia; and 3) Factors inhibiting the implementation of guarantee of accessibility of Persons with Disabilities in Elections in Indonesia. The method used is literature review with inductive model analysis. The accessibility guarantee of Persons with Disabilities in Elections in Indonesia is included in Article 28H paragraph (2) and Article 28I paragraph (2) of the 1945 Constitution, Law Number 8 of 2016 concerning Persons with Disabilities, Law Number 10 of 2008 concerning General Elections of Members of DPR, DPD, and DPRD, Law Number 42 of 2008 concerning General Elections of the President and Vice President, and other implementing regulations. These laws and regulations regulate that persons with disabilities be included and facilitated access to facilities both in the data collection stage, the campaign to the stage of the election implementation. In reality, the implementation of elections in Indonesia has not been fully accessed by persons with disabilities. This is caused by several factors such as: 1) The role of the family that has not been maximized; 2) apathy of persons with disabilities; 3) Unresponsiveness of election administrators; 4) Indonesia's territory is so vast that it is difficult to accommodate properly, especially remote areas; 5) regulations that often change which often confuse the people; 6) Indonesia's population which is too much makes the socialization process not optimal; 7) Unaccessed media for people with disabilities. Seeing that maximum synergy between expectations, rules and reality has not yet been created, the Indonesian government needs to immediately improve the election implementation system which is easier, cheaper, affordable and of course accessible to Persons with Disabilities.
