Abstract

Professionalism is a pivotal strategy for advancing organizational efficacy, particularly within institutions like the Police. This analysis employs a descriptive approach to delve into the Republic of Indonesia's Police strategy for augmenting professionalism, primarily achieved by bolstering inter-agency collaboration and fortifying human resources. This approach aligns with the overarching goals outlined in the National Police's Grand Strategy, emphasizing the augmentation of both the quality and quantity of personnel. The concerted effort to enhance professionalism is substantiated by a commitment to allocate sufficient budgetary resources and provide state-of-the-art facilities and infrastructure. The multifaceted strategy hinges on cultivating a robust synergy within the police force, recognizing that optimal performance and the conduct of its members are intertwined. The efficacy of this professionalism-centric approach is contingent upon various factors, with government backing playing a pivotal role. Support from the government serves as a catalyst for the Police's endeavors, ensuring that the strategy is seamlessly integrated into broader national objectives. Additionally, the revitalization of the National Police further reinforces their commitment to professionalism, manifesting in comprehensive reforms and structural improvements. As the Indonesian National Police navigates this path, the interconnected dynamics of government support and internal revitalization form the linchpin for fostering a culture of professionalism within the organization, thus contributing to overall organizational excellence.

Abstract

Law enforcement, encompassing various facets, constitutes a professional domain. The attainment of the title police officer mandates individuals to undergo comprehensive training and education, acquiring intellectual, theoretical, and technical proficiency. Upon completion, they integrate into a structured organization, adhering to specific disciplines and a code of ethics outlined by the profession itself. Crucially, a commitment to public service is a fundamental tenet upheld by all members of the police profession. This study employs an empirical juridical approach to investigate the legal principles governing the Indonesian National Police (TNI-Polri). The empirical juridical method is employed to analyze the applicable legal frameworks, particularly those pertaining to the TNI-Polri. The endeavor to enhance the professionalism of the Indonesian National Police involves strategic, organizational, and programmatic levels. Challenges encountered in this pursuit include the prevalence of negative public perceptions towards the National Police, as well as constraints related to budgetary limitations and inadequate infrastructure for implementing cooperative strengthening programs.

Abstract

Public distrust is only one example of the result of the poor performance and professionalism of the Police. The research method used by this study is an empirical research method that examines the implementation of strengthening as an effort to realize the professionalism of the Indonesian National Police in a progressive legal perspective with Socio-Legal. The data analysis method used is qualitative analysis which emphasizes more on the deductive and inductive inference processes as well as on the dynamics of the relationship between observed phenomena using scientific logic. The implementation of strengthening the supervision of the Police of the Republic of Indonesia in realizing professionalism is carried out well through their respective ranks and function units. The factors supporting and inhibiting the strengthening of the supervision of the Indonesian National Police are divided into two, namely the driving factor and the inhibiting factor. The driving factors consist of good coordination / cooperation between functional units, Itwasda's limited authority in handling public relations and community support for the existence of Itwasda. Meanwhile, the inhibiting factors consist of non-one-door mechanisms, bureaucratic errors from related functional units, the number of members of the Public Relations sub-section is less than the overall task carried out, inconvenience in handling and taking action against colleagues, people who do not understand the public relations mechanism and the complexity of the investigation process. until the decision is made.

Abstract

Indonesia is in the midst of a journey towards the grand vision of Indonesia Emas 2045, one of the main pillars of which is the stability of security and public order. The purpose of writing this scientific paper is to evaluate the role and challenges in the strategic partnership between the National Police and the community in supporting the vision of Indonesia Emas, as well as to formulate strategies to strengthen the partnership and overcome existing obstacles. The conclusion of this paper is that the role of the National Police in building strategic partnerships with the community is very important to support the vision of Indonesia Emas, but challenges such as lack of trust and ineffective communication need to be overcome. Strengthening partnerships can be done by utilizing opportunities and implementing strategies based on transparency, accountability, and effective communication. The suggestions in this paper are for the National Police to strengthen community-based partnership programs, develop education and training programs, increase collaboration with civil society organizations, implement fair conflict resolution mechanisms, and conduct periodic evaluations and adjustments to strategies to increase the effectiveness of partnerships with the community.
