Abstract

Strategi pemberdayaan komponen maritim merupakan salah satu tugas pokok TNI AL, sebagai komponen perkuatan pertahanan dan keamanan di Laut. Salah satu case study yang bisa diangkat dalam pemberdayaan komponen maritim adalah pemberdayaan Selat Lombok. Selat Lombok merupakan salah satu pintu gerbang masuk jalur pelayaran Internasional yang mendapatkan prioritas keamanan maritim (maritime security) dan keselamatan maritim (maritime safety). Pemerintah Indonesia memberikan tugas untuk menjaga keamanan dan keselamatan maritim di Selat Lombok kepada komponen maritim antara lain TNI Angkatan Laut, Bakamla, Polairud, Dishubla, KSOP, Pemda serta institusi lain sebagainya. Untuk melaksanakan tugas tersebut, Pimpinan Angkatan Laut menginginkan agar Lanal di Selat Lombok dapat melaksanakan tugas dan fungsinya dengan optimal ditengah keterbatasan kemampuan yang dimiliki. Maka diperlukan strategi tentang pemberdayaan komponen maritim agar mendukung operasi keamanan laut di Selat Lombok. Penulisan paper ini bertujuan mengidentifikasi dan menentukan strategi pemberdayaan komponen maritim dalam mendukung operasi keamanan laut di Selat Lombok dengan metode pendekatan AHP-SWOT. Hasil analisa mengidentifikasi 26 kriteria dari 4 aspek yaitu Politik, Keamanan, Sosial-Ekonomi dan Teknis. Faktor pemenuhan informasi intelijen, peningkatan kekuatan kapal patroli, peningkatan fasilitas pelabuhan dan fasilitas dukungan administrasi menjadi faktor penentu keberhasilan operasi keamanan laut di Selat Lombok. Dengan segala keterbatasan Pangkalan Angkatan Laut maka strategi W-T (Defensif) menjadi strategi terbaik pada proses sinergitas komponen maritim. Meningkatkan kemampuan informasi intelijen (W-T4) menjadi prioritas rumusan strategi dengan bobot 21% dan skornya adalah 1,557. Secara keseluruhan sinergitas komponen maritim dalam mendukung operasi keamanan laut di Selat Lombok diharapkan dapat meningkatkan stabilitas keamanan maritim di wilayah teritorial Selat Lombok.Kata Kunci: Strategi Pemberdayaan, Komponen Maritim, SWOT.

Abstract

Purpose: This study aimed to bridge the gap between coastal defense management strategies and community resilience by adopting a strategic management perspective. Integrated Coastal Defense (ICD) is conceptualized as a strategic resource, whereas governance, management capacity, and social capital are treated as organizational capabilities influencing resilience outcomes. Methodology: A quantitative approach was employed using Structural Equation Modeling-Partial Least Squares (SEM-PLS). Data were collected from 350 respondents across the North Natuna Sea, Malacca Strait, and Sulawesi Sea, representing stakeholders involved in governance, maritime security, and community-based coastal management in the region. Results: The findings reveal that ICD significantly influenced governance and social capital (? = 0.52, p < 0.001), which in turn enhanced community resilience (? = 0.41, p < 0.01). ICD also has a direct effect on resilience (? = 0.29, p < 0.05), with governance and social capital partially mediating this relationship (? = 0.21, p < 0.01). The model explained 68% of the variance in resilience (R² = 0.68). Conclusions: Community resilience is enhanced when coastal defense strategies are supported by strong governance, effective management, and active stakeholder participation. Limitations: The cross-sectional design and reliance on perception-based data may limit the causal inference and generalizability beyond the Indonesian context. Contributions: This study integrates strategic resource theory and resilience frameworks, demonstrating that coastal defense effectiveness depends on the alignment between infrastructure and governance capabilities.

Abstract

Purpose: This study examines the relationships among government policy, investment, and sustainable competitiveness in Indonesia’s maritime sector, with a particular focus on both direct and mediated effects. Grounded in institutional theory and the Resource-Based View (RBV), the study explains how regulatory frameworks and resource mobilization shape long-term competitiveness outcomes in a developing country context. Methodology: A quantitative approach using Partial Least Squares Structural Equation Modeling (PLS-SEM) was applied to survey data collected from 420 maritime stakeholders, including government agencies, port authorities, shipping companies, investors, and environmental NGOs across key maritime regions. Results: The results demonstrate that government policy significantly influences investment (? = 0.61, p < 0.001) and directly affects sustainable competitiveness (? = 0.34, p < 0.01). Investment also has a strong positive effect on competitiveness (? = 0.47, p < 0.001) and partially mediates the relationship between policy and competitiveness. The model explains substantial variance in investment (65%) and sustainable competitiveness (72%). Conclusion: Government policy plays a dual role as both an investment catalyst and a direct competitiveness driver. Limitations: The study relies on cross-sectional survey data from Indonesia, limiting causal inference and generalizability. Contributions: The findings provide actionable guidance for policymakers in developing countries by demonstrating that regulatory clarity, fiscal incentives, and infrastructure planning must be aligned with targeted investment mechanisms to effectively enhance sustainable competitiveness across economic, environmental, and social dimensions.
