Abstract

Tulian ini bertujuan memberikan gambaran kondisi ketahanan energi di wilayah perbatasanIndonesia, khususnya antara Provinsi Nusa Tenggara Timur (NTT) dengan Negara Timor Leste(NTL). Metode penelitian yang digunakan adalah dengan melakukan diskusi, tinjauan literatur dandeskripsi kuantitatif menggunakan berbagai sumber data sekunder. Masalah yang harusdiperhatikan terutama dari indikator aksesabilitas, yaitu rasio elektrifikasi yang masih rendah,diantaranya jumlah keluarga pengguna listrik PLN, jumlah keluarga pengguna listrik Non PLN,dan penerangan di jalan utama desa/kelurahan. Selain itu, masalah keberlanjutan penyediaan listrikmuncul, terutama di Kabupaten Kupang, dan Alor, serta masalah ketersediaan listrik, khususnyadi Kabupaten Timor Tengah Utara. Kabupaten Belu memiliki kondisi ketahanan energi yang jauhlebih baik.

Abstract

Currently Tax is one of the main sources of state revenue. It can be seen from the 2015 APBNP posture and the 2017 State Budget of the Republic of Indonesia Therefore, from year to year the government continues to work to optimize state revenue. Income Tax Article 23 is a type of tax, which is a non-oil and gas income tax included in the income tax section, income tax 23 is imposed on dividends, royalties, technical services, other services. One indicator of tax revenue is the level of taxpayer compliance. Which includes the level of tax compliance is compliance in paying taxes and compliance in reporting taxes. Taxpayer compliance is an important factor in realizing tax revenue targets. The higher the level of tax compliance the higher the level of tax revenue. The purpose of this study is to (1) The purpose of this study is to know tingakat compliance reporting Article 23 Income Tax in KPP Pratama Jakarta Pulogadung. (2) The author also can know the realization of taxpayer income tax Article 23, than the target. The method used in this paper is a field study method in which the author directly observes the performance poses from KPP pratama pulogadung by doing question and answer and observation and method of study libraries Methods of data collection directed to search data and information by reading and studying books and regulations relating to this LPKL duty. The results of the discussion indicate that (1) Problem solving of taxpayer compliance in reporting tax return period of Article 23 can already be said to be very compliant (85% -100%) where in 2015 the level of compliance is 86.00% and year 2016 88.00% .Key Words: Income Tax Article 23, taxpayer, receipt

Abstract

Many government policies at the micro level of the region have not been able to be realized. Need to answer the various needs of the development of border areas that have been very urgent from various strategic problems that exist. This paper is to view border area management in Priority Sites. The methodology undertaken is by conducting normative studies, in which strategic issues of Priority Locations (Lokpri) are obtained through literature studies. The purpose of establishing Lokpri's policy review strategy is to produce a border area development plan that can be a common reference for all stakeholders.Keywords: Priority Location (Lokpri), State Border Area, Spatial Plan (RTRW)

Abstract

In building the power of the nation, there are two main factors that must be considered, namely economic and defense factors. The ups and downs of the defense budget generally have an impact on the national economy, while the economy and defense are the main components in building the strength of a nation. The general objective from this research is to look at the picture of the effect of the threat level of Indonesia's strategic environment on defense budget policy and its effect on the national economy. From the study show that the effect of the defense budget on the economy is still very small. But indirectly, it can still keep the demand and production process, and eliminate potential threats to disturbances on aggregate demand and supply, although the potential threat from the strategic environment shows an upward trend. Increased defense budgets do not lead to a reduction in other welfare budgets such as the education budget. However, increased threats must be considered because the education process can be disrupted. Therefore, the determination of defense budget, education budget, and other welfare budget must be taken into account in a balanced manner so as to give effect of low cost opportunity. Abstract

Central and local governments face various obstacles in realizing National Strategic Activities Center (PKSN) development. This paper aims to review it, by conducting normative studies. We study various literature and regulations issued by the government. Many of the problems in the field that must be considered. They are the absence of concrete minimum requirements related to border services within the city PKSN, the absence of incentives / disincentives to development programs "to-border" in PKSN , not yet the strict regulation on land management and spatial layout of PKSN, and the lack of Government support in terms of preparation of border city infrastructure, causing low attractiveness.Keywords: National Strategic Activities Center (PKSN), State Border Area, Spatial Plan (RTRW)

Abstract

This research is a research using quantitative approach. Quantitative approach or quantitative method can be interpreted as a research method based on positivism philosophy, used to research on a particular population or sample, quantitative or statistical, with the aim to test the hypothesis that has been established. Testing the data hypothesis using a simple Linear Regression technique that shows that there is an influence Training and Developing Human Resources to effectiveness performance of employees at PT Tugu Reasuransi Indonesia. The results showed that 1) Partially, the provision of Training to employees of PT Tugu Reasuransi Indonesia has a strong Relationship with Employee Performance effectiveness, with the Rank Spearman correlation value of 0.668. But the provision of Training does not have a significant effect on the effectiveness of Employee Performance at PT Tugu Reasuransi Indonesia, with t value less than t table (1.289 = 1.467065). 2) Partially, The Development of Human Resources at PT Tugu Reasuransi Indonesia has a very strong relationship with the effectiveness of Employee Performance, with a Rank Spearman correlation value of 0.919. Development of Human Resources also have a significant influence on the effectiveness of employee performance PT Tugu Reasuransi Indonesia, with tvalue greater than ttable (15.009 = 1.467065). 3) Simultaneously, the provision of Training and Development of PT Tugu Reasuransi Indonesia Human Resources has a significant influence on the effectiveness of employee performance, with the calculated Fvalue greater than Ftable (199.950 = 2.39).Key words: The Provision of Training, Developing Human Resources and Performance

Abstract

The purpose of this paper is to review the management of border area functions in accordance with the mandate of Law no. 43 of 2008 on National Territory. This study is based on the Master Plan for State Boundary Management, and the Priority Location Master Plan, which is a common reference for all stakeholders. In this research, as the methodology used is the review literature using qualitative normative method. This means to review the regulations related to the arrangement of spatial function of State Border Area in Maluku Province. Spatial Planning of Border Areas in Maluku Province aims: To create a state defense and security function that ensures the integrity of the territorial sovereignty and order which borders are the State of Timor Leste and the State of Australia; Effective protected areas to protect biodiversity, protected forests, and coastal borders including in small outer islands (PPKT) and; Make border areas that are self-reliant and competitive.Keywords: State Border Area, National Strategic Activities Center (PKSN), Priority Location (Lokpri), Spatial Plan (RTRW)

Abstract

A company certainly has a goal to develop its business, one of them by having a professional human resources and competent in the field. To achieve the company's goals, one of the things employee must do is apply the rules and regulations. In addition to building discipline, the role of a leader is also very important to give confidence to employees in carrying out their duties and pay attention to employees who complete the work exceeds the established standards. The quality of the work becomes an evaluation for the leaders and employees in the division. Abstract

This paper aims to look at various strategic issues which are problems that exist in the Indonesia-Timor Leste border region in East Nusa Tenggara Province, both in the determination and affirmation of border areas, as well as economic, natural resource and environmental issues, conditions infrastructure, and population, social and cultural conditions. This paper uses qualitative methods, through documentation and literature tracing, with the primary source of National Border Management Regulation No. 1/2011 on the Design of State Border Management No. 1/2015 on the 2015-2019 State Border Management Master Plan. Strategic issues in managing border areas are mainly in the aspects of setting and affirming national boundaries and perspectives of enhancing defense and security and law enforcement. While the strategic issues concerning the land border area of Indonesia-Timor Leste in the Province of East Nusa Tenggara mainly regard economic conditions, natural resources and the environment, infrastructure conditions, and population, social and cultural conditions.
