Abstract

This comparative study tries to map several aspects concerning finance relation between central and local government in both countries. The main purpose is to compare fiscal implementation through decentralization policy in the two countries, especially the case of vertical fiscal imbalance. The research focuses on vertical imbalance because it is a common problem in various countries around the world. It also occurs in Japan and Indonesia in line with fiscal implementation through decentralization policy. The analysis will be in the inter-related context of decentralization policy and fiscal decentralization.

Abstract

Abstract

The existence of Government Regulation Number 57 of 2022 concerning the Implementation of Higher Education under Other Ministries and LPNK is not only an important legal basis for the STIA LAN Polytechnic but also a shock effect that is quite worrying for the STIA LAN Polytechnic. Therefore, a critical analysis is carried out using the content analysis method in a qualitative approach to provide an idea for finding solutions related to this policy. Based on the results of the analysis with four important aspects, namely the suitability of the study program with the tasks and functions of LAN RI, the suitability with the national priority program from LAN RI to meet the needs of the job market, technical and specific and not overlapping with the existing study programs in PTN and PTS in one region, it was found that the existence of the STIA LAN Polytechnic is continuing with the roadmap that must be taken, namely making adjustments to existing study programs with the tasks and functions of LAN RI.

Abstract

Global competitive and change era not only demand government bereaucracy being more self-introspection, but also capable to enhance government administration system capacity which has quality and ability to complete. Government administration system enhancing strategy must be done in individual, group, organization and management contexts as a sustainability system to in crease competency and ability to solve problem. Implementation of this strategy will be success if supported by outer shifs and inner shifs in the contects of four components said early before.
