This research aimed to find out: (1) Implementation of 7S school culture in shaping the character of law abiding and caring environment; (2) effectiveness of 7S school culture molding the character of student; (3) factors inhibiting the implementation of 7S school culture in shaping the character of student in senior high school Muhammadiyah 1 Karanganyar. This research used qualitative research approach. The type of this research was descriptive-qualitative research (qualitative descriptive research). The data was obtained from informant(s), place(s), event(s) and document(s). Sampling technique in this research was ?purposive sampling? technique. Data collection techniques used to obtain and compile the data in this research was using interviews, observations and document analysis. This research used triangulation data and methods for data validation. The results showed that (1) The implementation of school culture 7S has not been able to run well. It can be seen in the indicators used are not all archieved, especially regarding the program or policy implemented. The policies to be implemented are not yet clear on the intent, content and absence of documents detailing the 7S school culture. (2) Effectiveness 7S school culture in forming the character was not effectively implemented, because the objectives to establish played the rule character and care for the environment has not been reached and there is no significant change before and after 7S school culture applied. (3) Inhibiting factors of the implementation of 7S school culture there are a few things. The inhibiting factors include : a.) Ignorance factor due to lack of socialization; b.) Environmental factor; c) No decree of document that is clear about the 7S school culture; d) No evaluation and follow-up of the implementation of 7S school culture; e) lack of clear objectives of 7S school culture; f) Malfunction of school facilities without a maximum capability.
