Abstract

Dalam penyelenggaraan sistem otonomi daerah dan desentralisasi, diskursus tentang pola relasi kekuasaan antara Kepala Daerah dan Dewan Perwakilan Rakyat Daerah (DPRD) menjadi kajian menarik. Hal ini mengingat dalam prakteknya, pasang surut hubungan Kepala Daerah dan DPRD dipengaruhi oleh dinamika politik yang berkembang di daerah, seperti halnya yang terjadi dalam konflik Gubernur dan DPRD DKI Jakarta Penetapan APBD Tahun 2015. Konflik antara Gubernur DKI Basuki Tjahaya Purnama dan DPRD menarik untuk diteliti tidak hanya banyak menyita perhatian publik, namun yang lebih penting kasus ini merupakan preseden buruk bagi penyelenggaraan pemerintahan daerah. Beranjak dari hal tersebut penelitian ini bertujuan untuk menganalisa faktor-faktor penyebab terjadinya konflik antara Gubernur dan DPRD DKI Jakarta Dalam Penetapan APBD Tahun 2015, serta untuk memahami pola yang digunakan dalam penyelesaian konflik politik antara Gubernur DPRD DKI Jakarta Dalam Penetapan APBD Tahun 2015. Dalam rangka menjawab permasalahan penelitian, teori yang digunakan menggunakan teori yang dikemukakan Paul M. Collier yang menyebutkan bahwa secara garis besar konflik politik disebabkan oleh dua hal, yakni karena perbedaan kepentingan, dan perebutan sumber daya (resources) yang langka atau sangat terbatas. Sedangkan teori penyelesaian konflik politik yang digunakan teori yang dikemukakan Simon Fisher, yang menyebutkan pola penyelesaian konflik terbagi menjadi tiga cara, yakni negosiasi, mediasi, dan arbitrase. Sesuai dengan tujuan yang ingin dicapai, maka penelitian ini didesain dengan menggunakan metode penelitian kualitatif, dengan pendekatan studi kasus (case study). Dari hasil temuan penelitian menyebutkan bahwa faktor utama penyebab konflik antara Gubernur dan DPRD DKI Jakarta dalam penetapan APBD tahun 2015 adalah faktor pemerintahan daerah yang terbelah (divided local government), dan faktor perbedaan kepentingan politik antara Gubernur dan DPRD DKI Jakarta. Konflik antara Gubernur dan DPRD DKI Jakarta akhirnya menemukan titik temu setelah melalui proses panjang dalam upaya penyelesaiannya. Pola penyelesaian konflik yang digunakan adalah pendekatan mediasi, dengan mengikutsertakan Kementeriaan Dalam Negeri RI dalam penyelesaian konflik tersebut, untuk menemukan titik temu yang saling menguntungkan kedua belah pihak.

Abstract

Political participation means we will talk about the activities or activities of people as citizens in political life. Every citizen is required to participate in the process of making and formulating all state political policies. Students are intelligent individuals who are significant assets for a country. Students' political participation will feel more meaningful because they are considered and know that they are also idealistic and have not been contaminated by various destructive ideas. Therefore, this study aims to determine student political participation and the future of democracy in Indonesia. This study uses a qualitative approach with descriptive methods in analyzing research data. Political participation of students in democracy can be seen by their participation in democratic elections as novice voters, with the participation of students in elections will provide political sensitivity and stimulation to students to be more actively involved in politics, with them being more actively involved in politics will be able to develop social character so that they have independence in determining their desires and are not easily influenced by persuasion and invitations from certain parties. In this study, there is also a need for political education for students. It is not easy to swallow false information that specific individuals do not truly create due to the lack of experience and knowledge in the field of politics in Indonesia.

Abstract

There have been many changes from time to time in fish resources in the waters of the South China Sea. These changes are caused by irresponsible people who carry out illegal fishing  or commonly called illegal, unreported and unregulated fishing (IUU-fishing). Handling and eradication of illegal fishing will support the targets needed in economic development programs maritime based. In addition, illegal fishing in an exclusive economic zone, specifically in the South China Sea, not related to fishing will have an impact on losses, moreover more worrying is the matter of the Republic of Indonesia's sovereignty at stake. Not being able to eradicate and provoke illegal means that the dignity and national dignity in the eyes of the international community will be even worse. The government needs to improve and improve the oversight problem that controls fish resources in Indonesian fisheries by foreign vessels and national fishing vessels. In addition, the Ministry of Maritime Affairs and Fisheries needs to formulate steps set out in the rules and eradicate illegal fishing practices. Based on this description, there are two questions that will be answered in this study, namely: (1) What is the policy and coordination system between government institutions in combating illegal fishing in Indonesia's Exclusive Economic Zone, especially in the South China Sea? (2) Why is the practice of illegal fishing in Indonesia's Exclusive Economic Zone, specifically in the South China Sea difficult to overcome, and what are its weaknesses? Where this research uses qualitative methods, which consist of writings either books, journals, or mass media. And can also consist of words and writings from people who are close intact, in other words the data include descriptive data.

Abstract

Implementation of Regional Head General Election (Pemilukada) that meets the quality of democracy is very much determined by the organizer of Pemilukada (Regional KPU), as the institution responsible for the implementation of the General Election itself. Legitimacy of Pemilukada can be damaged if the institution is in favor of one or several contestants, planning is not mature, the implementation of electoral stages is not neat, discriminatory voter registration, vote counting is not transparent and so on, it all depends on the credibility and integrity of the Pemilukada organizer. However, in practice conflicts of interest also often occur, when a KPU member has an emotional bond and / or debt with one candidate pair who has planted a favor or helped him when registering as a KPU candidate member. So often these alignments arise when the implementation of the General Election is held. From here this study intends to deepen the study of the neutrality of the DKI Jakarta Provincial KPU in the Implementation of the 2017 Governor Election, with the main issue of the neutrality of the DKI Jakarta Provincial KPU in the Implementation of the 2017 Governor Election. This research uses a qualitative research method, in which data sources are obtained by using literature and in-depth interviews.

Abstract

The era of regional autonomy not only gave birth to a new government system, but also gave birth to the dynamics of elite circulation in an increasingly complicated area, especially for political party elites. The emergence of the term "local strongmen" or "Bossism" put forward by scholars is the result of the study of regional autonomy practices that need to be studied in depth. Political party elites, can be in the form of individuals such as "strong party parties" or in the form of groups such as oligarchic elites. They play an important role in relation to the allocation of sources of power and to exert influence over party control. Their presence at political parties at the local level can be observed from three political dimensions: (1) How do they get power; (2) How they exercise power; (3) How do they maintain power.

Abstract

The end of President Suharto's rule in 1998 marked the beginning of a new era in Indonesia's political history. After being controlled by the authoritarian regime of Suharto, a new phase known as reform began to emerge with democracy as its main idea. This era is also known as the initial phase of open democracy with expanded decentralization. However, in the current reform era, problems of democracy have re-emerged. This can be seen in almost every political event, both on a national and regional scale. This means that even though the faucet of democracy has been opened, in substance the democratic process has not been fully realized. In this study, descriptive research methods were used as an effort to describe and interpret democracy and problems of political development in the reform era, including situations and conditions with existing relationships, opinions that developed, consequences or effects that occurred and so on. From the results of the analysis, a simple conclusion can be drawn that the democratic political system in Indonesia has developed over time. However, what needs to be considered in the future is to realize a substantive democracy, where democracy does not provide space for every ruler to abuse power, both in the process of seizing power and in order to maintain power. This is also in line with political and democratic education for the people, so that there will be a much better acceleration of the democratization process.Berakhirnya pemerintahan Presiden Suharto pada tahun 1998 menandai dimulainya era baru dalam sejarah politik di Indonesia. Setelah dikuasai oleh rezim otoriter Suharto, fase baru yang dikenal dengan reformasi mulai tampil dengan demokrasi sebagai gagasan utamanya. Era ini dikenal juga sebagai fase awal dimulainya demokrasi yang terbuka dengan desentralisasi yang semakin diperluas. Namun di era reformasi sekarang ini, permasalahan-permasalahan demokrasi kembali muncul. Hal ini bisa dilihat di hampir setiap perhelatan politik, baik skala nasional maupun daerah.  Artinya, meskipun keran demokrasi telah dibuka, namun secara substansi proses demokrasi belum dapat diwujudkan secara maksimal. Pada penelitian ini, metode penelitian deskriptif digunakan sebagai upaya untuk mendeskripsikan dan menginterpretasikan tentang demokrasi dan masalah-masalah pembangunan politik di era reformasi, mencakup situasi dan kondisi dengan hubungan yang ada, pendapat-pendapat yang berkembang, akibat atau efek yang terjadi dan sebagainya. Dari hasil analisa, dapat diambil suatu kesimpulan sederhana bahwa sistem politik demokrasi di Indonesia telah berkembang dari waktu ke waktu. Namun hal yang perlu diperhatikan ke depan adalah mewujudkan demokrasi yang substansi, di mana demokrasi tidak memberikan ruang bagi setiap penguasa untuk menyalahgunakan kekuasaan, baik dalam proses merebut kekuasaan maupun dalam rangka mempertahankan kekuasaan. Hal tersebut juga berbanding searah dengan pendidikan politik dan demokrasi terhadap rakyat, sehingga akan terjadi percepatan proses demokratisasi yang jauh lebih baik.

Abstract

During the 2019 elections, both the legislative and presidential, a significant number of workers in Jakarta were unable to travel back to their hometowns to exercise their voting rights. Consequently, through this research, the author aims to elucidate the measures undertaken by the Election Commission (KPU), the body responsible for organizing elections, to address the issue of additional voters in the western Cengkareng region. The research methodology employed for this study is qualitative-descriptive. Employing the qualitative-descriptive approach, the research gathered primary data through in-depth interview techniques. Additionally, as supplementary or secondary data, this study acquired information through a literature review, involving the compilation and analysis of books, journals, and articles available on websites. The results of this research expound that through the innovative A5 online system, the West Jakarta KPU endeavored to preemptively tackle the substantial demand for voter relocation. This demand was notably prevalent among citizens possessing electronic IDs (e-KTP) issued from locations outside the city. By implementing the A5 online system, the West Jakarta KPU efficiently managed the inclusion of additional voters during the simultaneous presidential and vice-presidential elections held in 2019.Pada pemilu tahun 2019 baik pemilu legislatif maupun presiden banyak diantara para pekerja di Jakarta yang tidak dapat pulang ke kampung halamannya untuk ikut dalam hak memilih. maka dari itu melalui penelitian ini penulis akan menjelaskan bagaimana upaya yang di lakukan KPU sebagai lembaga penyelenggara pemilu untuk menangani pemilih tambahan di daerah cengka- reng barat. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif. Dengan metode kualitatif deskriptif, penelitian ini mendapatkan data primer me- lalui teknik wawancara mendalam. Kemudian, sebagai data pendukung atau data sekunder, peneletian ini memperoleh data melalui kajian pustaka seperti mem- gumpulkan dan membaca buku, jurnal, dan artikel yang terdapat pada website.dari hasil penelitian ini dapat di jelaskan bahwasannya melalui inovasi A5 online KPU Jakarta barat mengupayakan agar mengantisipasi per- mintaan pindah memilih yang massif karena di ketahui masyarakat pindah memilih ini lebih dominan yang memiliki e-ktp dari luar kota.melalui system A5 online KPU Jakarta barat mampu menangani pemilih tanbahan pada pemilihan umum presiden dan wakil presiden pa- da pemilu serentak tahun 2019.
