Abstract

Background: Defense budgeting plays a critical role in shaping a nation's strategic and military capabilities, reflecting its global positioning and priorities. It is influenced by a complex intersection of global politics, security concerns, and economic factors. Understanding these dynamics is crucial for guiding national policies and strategies.Purpose: This study aims to analyze the intricate factors shaping military expenditures globally, with a focus on understanding the role of Gross Domestic Product (GDP) growth, geopolitical tensions, and international political dynamics.Design/methodology/approach: The research employs a systematic literature review (SLR) guided by the PRISMA protocol to synthesize insights from existing studies. Utilizes Scopus-indexed journals to ensure the quality and reliability of the literature.Findings/Results: The findings highlight GDP growth as a central determinant of military expenditure, influenced by geopolitical interdependencies and regional dynamics. Theoretical frameworks, such as "Realist Theory" and "Neoclassical Theory," frequently appear in the literature, emphasizing the interplay between economic and defense paradigms. Conclusion: Defense budgeting is shaped by multidimensional factors, requiring further research with broader data sources and regional focus.Originality/value (State of the art): This study provides a systematic synthesis of defense expenditure dynamics, bridging gaps in economic and geopolitical perspectives. Abstract

Abstrak Indonesia pada tahun 2020 - 2021 mengalami pandemi Covid-19. Tidak hanya di Indonesia, pandemi Covid-19 juga dialami hampir seluruh negara di dunia. Pandemi ini akibat adanya penyebaran virus corona, virus ini menyerang sistem pernafasan dan menimbulkan masalah kesehatan. Pemerintah telah menerapkan berbagai kebijakan guna melindungi bangsa Indonesia dan mewujudkan pertahanan negara. Kebijakan pemerintah yang pertama dikeluarkan yaitu Pembatasan Sosial Berskala Besar (PSBB) dengan melalui Peraturan Pemerintah. Kepemimpinan strategis merupakan kemampuan seorang pemimpin untuk berfikir secara strategis dengan tujuan menciptakan perubahan yang lebih baik. Penerapan kepemimpinan strategis akan berpengaruh ada langkah strategis yang diambil oleh pemimpin. Pemerintah menujukkan langkah strategis berupa mengeluarkan kebijakan untuk mencegah penularan Covid-19, jaminan ketersediaan kebutuan pokok, serta jaminan kesehatan. Kebijakan tersebut berdampak positif terhadap angka kasus positif Covid-19 yang menurun. Jika pemerintah terus mengambil dan menerapkan langkah strategis maka penyelesian pandemi Covid-19 di Indonesia dapat diatasi dengan tepat dan cepat. Abstract

The safety of shipping and the resilience of maritime infrastructure are affected by the accuracy of the early warning system against extreme weather. The use of Geospatial Intelligence (GEOINT) acts as an integrative framework that combines remote sensing data, spatial analysis, and the interpretation of geographic information for the increasing need for technology-based early detection in the face of increasingly complex marine climate dynamics, both for civilian and national defense interests. The purpose of this research is to analyze the development of global research over the past 25 years on this topic, as well as relate it to maritime infrastructure defense and resilience policies. The methodology used is bibliometric with a quantitative analysis approach to Scopus and Google Scholar publication data, as well as visualization using VOSviewer. The analysis includes the mapping of keyword trends, thematic clusters, institutional actors, and the evolution of research related to GEOINT, remote sensing, and maritime early warning systems. The results show significant improvements in the topic of satellite utilization (MODIS, Sentinel) and the integration of GEOINT big data and spatial analytics for early warning systems, but research on its application in the context of maritime defense policy is still limited. These findings provide strategic direction for the development of GEOINT as a data-driven policy support instrument that supports national shipping resilience and military preparedness in strategic maritime areas. The study also recommends a cross-sectoral research agenda that is more adaptive to the threat of extreme marine weather.
