Abstract

Public service is one manifestation of the function of the state apparatus as a public servant, public service is intended for the welfare of society or citizens. Professional public service means public service characterized by accountability and responsibility from service providers (government officials). This research aims to find out how mobile library services are at the Archives and Libraries Office of Trenggalek Regency. The research method used in this study is a qualitative descriptive method and data collection techniques through observation, in-depth interviews with informants, and documentation. The results of the study show that mobile library services at the Trenggalek Regency Archives and Libraries Service are good. This is influenced by several factors that affect services with the lack of available facilities and infrastructure, especially books that are not updated according to the needs of the community as well as the lack of use of technology so that during a pandemic, the mobile library program could not run.

Abstract

Dalam usaha untuk mencapai keterukuran kinerja Aparatur Sipil Negara, pemerintah telah mengeluarkan Peraturan Pemerintah Nomor 30 Tahun 2019 tentang Penilaian Kinerja Pegawai Negeri Sipil. Akan tetapi, melakukan proses penilaian kinerja Aparatur Sipil Negara tidak mudah dilakukan, karena selain Aparatur Sipil Negara yang tersebar di berbagai instansi, pencatatan dan pelaporannya belum dimudahkan melalui penggunaan teknologi. Untuk memudahkan dalam penilaian kinerja individu, Pemerintah Kabupaten Nganjuk khusunya Sekertariat Daerah Kabupaten Nganjuk mengimplementasikan TIK untuk mendukung proses penilaian kinerja Aparatur Sipil Negara dengan menggunakan Sistem Informasi E-Kinerja. Adapun penelitian ini bertujuan untuk mengetahui bagaimana penerapan e-kinerja di Sekretariat Kabupaten Nganjuk, dengan menggunakan pendekatan kualitatif yang memusatkan pada deskripsi data berupa kalimat-kalimat mendalam yang berasal dari informan bagian Protokol dan Komunikasi Pimpinan, Sekretariat Daerah Kabupaten Nganjuk. Hasil penelitian ini adalah proses penerapan e-kinerja berjalan dengan baik mulai dari diadakannya sosialisasi hingga fasilitas penunjang meskipun ada sedikit hambatan terkait jaringan dan aplikasi error.

Abstract

The Social Assistance Program is assistance originating from the Ministry of Social Affairs of the Republic of Indonesia which is then provided to the community based on Integrated Social Welfare Data (DTKS). The purpose of this research is to find out how effective the implementation of the Social Assistance program is in meeting the needs of people affected by COVID-19 in Malang City. Factors that hinder the implementation of social assistance programs. The theory used in this research is the theory of program effectiveness by Budiani using 4 indicators (Program Objectives, Program Socialization, Target Accuracy, Program Monitoring). This problem was answered by the researcher using a qualitative method with a descriptive approach. This study used data collection techniques in the form of observation, documentation and then analyzes according to the problem to be investigated by the researcher. The results of this study indicated that the effectiveness of social assistance against COVID 19 in Malang City is seen from 4 indicators (Program Objectives, Program Socialization, Target Accuracy, Program Monitoring) which are not yet effective. The inhibiting factor in this study was the validation and the program that was issued suddenly.

Abstract

The increase in population in Malang City can encourage the implementation of good population data recording, this is because population data is very important in planning and development in the evaluation stage. The purpose of this research is to analyze the policies of the population service and civil registration in the administrative services for data collection on Covid-19 social assistance recipients in Malang City. This research is a descriptive research with a qualitative approach. The population administration policy in this study is focused on administrative services for the data collection of Covid-19 Social Assistance Receipts in Malang City. The results of this study indicate that there is a policy of centralizing the management of resident identification cards, the first step to progress in the city government of Malang, especially in the field of administrative services for data collection on Covid-19 Social Assistance Recipients in Malang City so that they try to make other policies that have concrete data.

Abstract

The Indonesian government has obligations, one of which is public services in an effort to meet the needs of the community, provide fair services, and improve the welfare of citizens. Quality services play an important role in building public trust in government, especially at levels of government that are closer to the community, such as urban villages. The ideal condition in the implementation of good governance and public services is the fulfillment of all aspects that become service standards effectively, efficiently, and oriented towards community satisfaction. In Kelurahan Blabak, Kecamatan Pesantren Kota Kediri, various public services that are often provided face challenges in terms of quality and responsiveness. This research method uses a qualitative approach that describes improving the quality of public services through good governance with the theory of strategy from Osborne and Plastrik which consists of; Core Strategy, Consequences Strategy, Customer Strategy, Control Strategy, Culture Strategy. The results showed that the strategy of improving the quality of public services through good governance in Blabak Village, Pesantren Subdistrict, Kediri City is running quite well.
