Abstract

Leadership and ethics play a crucial role in public administration, especially in the contemporary era of complex and diverse challenges. This article outlines the key role of leadership in addressing the various issues faced by the public sector, including difficult decision-making, management of limited resources, and increasingly complex public services. In addition, strong ethics in leadership are key to maintaining public trust and ensuring transparency in public administration. As such, this article attempts to detail how effective and ethical leadership can help leaders in the public sector navigate the ever-evolving challenges of this contemporary era.

Abstract

Most of the people in the Sebakul village don't care about the dangers of covid 19 that are hitting their village. In various generations, people are rarely seen wearing masks. This is a special note for the government in paying attention to its people. For example, what is happening now, where weddings are very vulnerable to the circulation of this virus? And as if he doesn't care about his health, it is necessary to take action or research that the level of knowledge must be wider. In order to comply with the regulations that should be from the central government, it is safe for the community. it is necessary to carry out creative programs that can take community sympathizers to their awareness of the dangers of the spread of Covid 19, for example by conducting awareness training on the spread of Covid 19, conducting counseling to villages. Automatically it will be more effective in inhibiting the spread of the Covid 19 virus.

Abstract

The impact of the Covid 19 pandemic outbreak in Indonesia in general has affected all sectors of people's lives, one of which is community services. People are restricted from carrying out activities in public spaces, and limiting office operating licenses, as well as limiting employees who enter the office, only 50% of the number of employees are allowed, making public services, experience obstacles, The purpose of the study was to find out innovative and collaborative local governance during the Covid 19 pandemic obstacles and efforts to overcome these obstacles. The method used is descriptive qualitative with an inductive approach. Results and conclusions. Before the Covid 19 Pandemic outbreak, services were carried out face-to-face, but with the Covid 19 pandemic outbreak, services were changed by using online applications connected to the internet network, services in the form of on-line can be said to be successful, because there is public satisfaction with these services. as for the obstacles that occur are in the form of networks, inadequate facilities and limited Human Resources.

Abstract

This study examines education policy in Indonesia within the context of digital transformation and governance challenges. Education is positioned as a strategic sector in national development, playing a vital role in improving human resource quality and supporting economic growth. However, despite strong regulatory frameworks and substantial government commitment, the implementation of education policy still faces significant challenges, including disparities in infrastructure, unequal access between regions, and low digital competency among educators. The study highlights a persistent gap between policy formulation and implementation, which is influenced by leadership, institutional capacity, and stakeholder involvement. This research employs a qualitative approach using a literature review method, analyzing data from academic journals, policy documents, and relevant literature. The findings reveal that digital transformation offers significant opportunities to enhance accessibility, flexibility, and learning quality through technology integration. However, it also poses risks such as widening the digital divide if not managed through inclusive and adaptive policies. SWOT analysis indicates that Indonesia’s education policy has strong potential but requires strategic interventions, including strengthening digital infrastructure, improving teacher competencies, and enhancing governance systems. The study proposes policy recommendations based on SWOT strategies, emphasizing the importance of integrating technology with curriculum and management systems, strengthening multi-stakeholder collaboration, implementing context-based policies, and ensuring data-driven decision-making. In addition, efforts to reduce digital inequality, enhance leadership capacity, and promote inclusive digital literacy programs are crucial for sustainable reform. Overall, education policy in Indonesia must shift toward a more adaptive, collaborative, and implementation-oriented approach to effectively address global challenges and achieve equitable, high-quality, and sustainable education.
