Abstract

The crime of money laundering poses a serious threat to Indonesia’s economic stability and the integrity of its financial system. Although Law Number 8 of 2010 concerning the Prevention and Eradication of Money Laundering has been enacted, the effectiveness of its implementation continues to face various challenges, such as the complexity of financial transactions, limitations in law enforcement resources, and low public awareness. This study aims to analyze the effectiveness of the mechanisms for preventing and eradicating money laundering from the perspective of Indonesia’s positive law. The research method employed is normative juridical, using a statutory and case analysis approach. The results of the study indicate that although a legal framework is in place, its effectiveness needs to be enhanced through inter-agency coordination, capacity building of human resources, and adaptation to technological developments.

Abstract

Education is a constitutional right of citizens that must be fulfilled by the state, as mandated in Article 31 of the 1945 Constitution of the Republic of Indonesia. One of the policy instruments used by the government to ensure equitable access to higher education is the Indonesia Smart Card for Higher Education (Kartu Indonesia Pintar Kuliah/KIP-K) Program, including the KIP-K Aspirasi scheme, which is distributed through recommendations from members of the House of Representatives (DPR). Although normatively KIP-K Aspirasi aims to expand access to higher education for students from underprivileged families, its implementation across various universities indicates a gap between policy objectives and practices in the field.This study aims to analyze the effectiveness of the KIP-K Aspirasi scholarship distribution policy in Indonesia and to identify supporting factors, inhibiting factors, and policy improvement efforts from the perspective of public policy law. The research method employed is a descriptive qualitative approach based on a literature review, with data sources consisting of laws and regulations, policy documents, and relevant previous research findings. The analysis uses the theoretical framework of public policy implementation and policy effectiveness indicators.The results show that the effectiveness of KIP-K Aspirasi still faces several obstacles, particularly in terms of transparency, targeting accuracy, and the smooth disbursement of funds. In addition, the absence of specific legal regulations governing the KIP-K Aspirasi mechanism raises issues of legal certainty, accountability, and the potential politicization of the policy. Therefore, this study recommends strengthening regulations, increasing transparency, and reinforcing oversight systems so that the KIP-K Aspirasi policy can be implemented more effectively and equitably as an instrument for fulfilling the right to higher education.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi struktur dan fungsi bahasa periklanan yang terdapat di transportasi umum KRL (Kereta Rel Listrik), khususnya di wilayah Jakarta, Bogor, Depok, Tangerang dan Bekasi (Jabodetabek). Lebih khusus, penelitian ini juga bertujuan untuk menggambarkan fungsi bahasa yang terkandung dalam produk iklan di KRL. Menggunakan pendekatan analisis wacana, penelitian ini menekankan pengungkapan struktur dan fungsi bahasa iklan. Data penelitian ini diperoleh melalui dokumentasi dari beberapa jalur komuter. Penelitian ini menemukan bahwa iklan-iklan yang terdapat di KRL berfokus terhadap gambar. Struktur linguistik pendek dan simpel bertujuan untuk memudahkan pembaca dalam memahami iklan. Fungsi bahasa iklan produk dalam KRL adalah fungsi informasi, fungsi persuasif, dan fungsi membangun citra membentuk image produk yang positif di mata calon konsumen. Kesimpulan yang diambil dari penelitian ini adalah bahwa sebagian besar iklan di KRL menampilkan iklan pendek dan cenderung memprioritaskan gambar. Beberapa iklan hanya terdiri dari kalimat sederhana utama. Fungsi bahasa dalam iklan produk di KRL berupaya melibatkan konsumen dan membangun gambar positif pada iklan. Penelitian selanjutkan disarankan untuk menambahkan data yang lebih kuat dan variatif untuk mengeksplorasi lebih baik struktur bahasa dan fungsi yang digunakan dalam iklan KRL.
