Abstract

The study aims to determine the implementation of the Zakat Village Index as a village development framework based on Maslahah consist of economic, education, health, social humanity and dakwah dimensions. The method combines quantitative and qualitative methods using the Zakat Village Index approach. Furthermore, establishing the priority issues and solutions of village development use the Fishbone diagram approach and 5W1H interview with experts. The study reveals that the Zakat Village Index value of 0.49 to be fairly good and considered to get development assistance with the first development priorities are the health dimension, the economic dimension, and the education dimension. While the second priorities are social humanity dimension and da'wah dimension. The development program through empowerment da'i is the recommendation for solution of this study.Penelitian ini dilakukan untuk mengetahui implementasi Indeks Desa Zakat sebagai kerangka pembangunan desa berbasis kemaslahatan yang terdiri dari dimensi ekonomi, pendidikan, kesehatan, sosial kemanusiaan dan dakwah. Metode penelitian yang digunakan memadukan metode kuantitatif dan kualitatif dengan menggunakan pendekatan Indeks Desa Zakat. Selanjutnya penentuan prioritas masalah dan solusi pembangunan desa menggunakan pendekatan diagram Fishbone dan teknik wawancara 5W1H. Hasil penelitian menunjukkan bahwa nilai Indeks Desa Zakat sebesar 0,49 yang berarti cukup baik dan dipertimbangkan untuk mendapatkan bantuan pembangunan. Adapun prioritas pertama pembangunan desa meliputi pembangunan dimensi kesehatan, dimensi ekonomi, dan dimensi pendidikan. Sedangkan prioritas pembangunan kedua meliputi dimensi sosial kemanusiaan dan dakwah. Program pembangunan berbasis zakat melalui da'i pemberdayaan menjadi rekomendasi solusi penelitian ini.

Abstract

The growth of creative economics in Indonesia, especially in research and innovation development, has a potential appointment for improving the growth of Indonesia's economy. Most developing countries including Indonesia have a fundamental problem, namely the lack of availability of state funds and investment for infrastructure development. One form of implementation of limiting the lack of development funds of a country is to use the concept of PPP (Public-Private Partnership). Basically, the concept of PPP is not much different from the concept of sukuk in the Islamic capital market. This research tries to know how the concept of mudaraba sukuk and istisna sukuk can urge the growth of research and development sector. As we know sukuk development has grown rapidly in the world, that becomes sukuk as capital base for financing the project. Therefore, for improving this research and development sector, the writer innovates and creates skim of capital for improving research and development sector in Indonesia.
