Abstract

Pemberlakuan International Ships and Port Facility Security (ISPS )Code 1 Juli 2004 sesuai ketentuan International Maritime Organiztion (IMO), mutlak dilaksanakan di seluruh pelabuhan secara Internasional, demikian juga di pelabuhan Bitungtelah dinyatakan sebagai pelabuhan yang telah comply oleh Direktur Jenderal Perhubungan Laut melalui ?Short Term Statement of Comphance of a Port Facility (SoCPF) ? nomor KL.94/93/ISPS/DV/ST-04 tanggal 01 Juli 2004 di Jakarta,tetap harus melakukan ISPS Code secara penuh bila tidak sertifikat Comply akan dicabut kembali. Hal ini berdasarkan ketentuan IMO (International Maritime Organization), dan bila melewati batas waktu pelabuhan bersangkutan belum diratifikasi maka kapal Indonesia tidak akan diterima / ditolak di pelabuhan asing dan selanjutnya pelabuhan Bitungdilarang dimasuki oleh kapal asing.Pendekatan analisa SWOT pelabuhan Bitungberada pada kwadran I artinya pelabuhan Bitung belum sepenuhnya menerapkan ISPS code yang harus segera dibenahi,dengan demikian pelabuhan Bitung, dari aspek keamanan pelabuhan berkembang dan diharapkan memberikan kenyamanan,keamanan bagi kapal yang berkunjung.
