Abstract

Gambling via the internet (internet gambling) usually occurs because of placing bets on sports or casino activities via the internet. Online gambling perpetrators can be convicted based on Article 27 paragraph (2) jo. Article 45 paragraph (2) of Law Number 19 Year 2016 concerning Information and Electronic Transactions. Online games are actually the whole process both the stakes, the game and the collection of money through the internet. The practice of online gambling is done by doing transactions in the form of selling chips which are then offered and bought by other people or certain agents to be sold / transferred to other interested poker accounts. These pins and chips will be sold for a certain price in cash (cash) in cash (rupiah). Information and Electronic Transactions precisely in Article 27 paragraph (2) and for the regulation of criminal acts is regulated in Article 45 of the Information Act and the electronic transaction. Law enforcement by the judge against the perpetrators of online soccer gambling crime in Medan District Court decision No. 870 / Pid.B / 2018 / PN.Mdn is by applying criminal sanctions against the makers of gambling criminal acts. Juridical obstacle in proving the crime of gambling is the lack of countermeasures made by the law enforcement authorities themselves, the law enforcers still use the old regulations to condemn the crimes against the perpetrators of this online gambling, while there are special regulations that regulate the crime of online gambling.

Abstract

This community service activity addresses the topic “The Influence of Technology on Community Behavior in Engaging in Online Gambling in Perk. Bukit Lawang Village, Bahorok Subdistrict, Langkat Regency, North Sumatra Province.” The target audience for the legal counseling provided in this community service activity was the residents of Perk. Bukit Lawang Village, Bahorok Subdistrict, Langkat Regency, North Sumatra Province. This legal counseling aimed to educate the community about the dangers of engaging in online gambling. The community service activity was conducted at the Hall of the Perk. Bukit Lawang Village Office on Wednesday, January 21, 2026, from 9:00 a.m. to 12:00 p.m. WIB, with speakers consisting of lecturers from the Faculty of Law, Amir Hamzah University, Medan. The activity was attended by residents of Lubuk Cemara Village, the Subdistrict Head, and the Head of Perk. Bukit Lawang Village, Bahorok Subdistrict. The results of this community service activity indicate that many residents in Perk. Bukit Lawang Village engage in online gambling, predominantly men ranging from young to older age groups. The community expressed significant concern and a lack of knowledge about how to protect their families from online gambling. Therefore, through this socialization activity, it is expected that community understanding will increase in order to avoid and appropriately respond to the growing prevalence of online gambling.

Abstract

Information technology-based lending services are financial service providers that connect lenders and borrowers through electronic systems using the internet. In the era of digital economic development, society continues to innovate in providing credit and lending services, one of which is online loans. In 2016, the Financial Services Authority (OJK) issued Regulation Number POJK 40/2024 and OJK Circular Letter (SE OJK) 19/2023 concerning Information Technology-Based Lending Services. This study is a library research, which aims to collect data and information using materials available in the library. The primary data used are OJK regulations, specifically POJK 40/2024 and SE OJK 19/2023. The research employs a normative juridical approach. Data collection was conducted using documentation methods, which involve searching for and gathering data from various sources related to online loans and the theory of qarḍ. The analysis method used is deductive analysis. The results of the study indicate that the provisions on online loan contracts in OJK Regulation Number POJK 40/2024 and SE OJK 19/2023, particularly in Article 18, include agreements between the platform provider and the lender, and agreements between the lender and the borrower. These OJK regulations comply with Sharia principles because Articles 7, 8, 9, 10, and 11 discuss operational permits, making online loans legally valid and lawful. Therefore, they do not contain elements of fraud (gharar). Articles 19 and 20 discuss electronic documents that explain the contents of online loan agreements, ensuring there is no coercion, as all parties are fully informed about the terms of the agreement.
