Penelitian ini dimaksudkan untuk mengetahui kebijakan penanggulangan deforestasi di Kabupaten Rokan Hilir. Penelitian ini difokuskan pada penanggulangan deforestasi yang terjadi di Kabupaten Rokan Hilir. Deforestasi yang terjadi di Kabupaten Rokan Hilir lebih disebabkan pada kebakaran hutan dan lahan, illegal loging, dan juga perambahan hutan yang dijadikan alih fungsi lahan. Dengan rumusan masalah penelitian yaitu Bagaimana kebijakan penanggulangan deforestasi di Kabupaten Rokan Hilir dan Faktor-faktor apa yang mempengaruhi kebijakan penanggulangan deforestasi di Kabupaten Rokan Hilir. Berdasarkan latar belakang diatas, maka penelitian ini bertujuan untuk mengetahui dan menganalisa kebijakan penanggulangan deforestasi di Kabupaten Rokan Hilir. Metode penelitian adalah kualitatif, dengan jenis penelitian deskriptif yang pengumpulan data dilakukan dengan wawancara serta dokumentasi. Dari hasil penelitian dilapangan menunjukkan Dalam penanggulangan kebakaran hutan dan lahan belum berjalan secara optimal, hal ini terlihat dari upaya penanggulangan seperti pembuatan kanal. Belum semua kecamatan dibuat kanal hanya beberapa saja. Kemudian dalam penanggulangan Illegal loging, masih kurangnya upaya penegakan hukum membuat para pelaku Illegal loging baik itu perusahaan maupun masyarakat masih terus melakukan pembabatan hutan. Kemudian dalam penanggulangan alih fungsi lahan juga belum berjalan secara optimal. Hal ini terlihat dari belum adanya tindakan ataupun sanksi tegas terhadap perusahaan-perusahaan yang melakukan penyerobotan terhadap kawasan hutan dan di alih fungsikan menjadi lahan perkebunan. Adapun faktor-faktor yang mempengaruhi pelaksanaan kebijakan penanggulangan deforestasi di Kabupaten Rokan Hilir, melalui teori implementasi kebijakan, yaitu: Sasaran dan standar kebijakan, Kinerja kebijakan, Sumber daya, Komunikasi antar badan pelaksana, Karakteristik badan pelaksana, Lingkungan ekonomi, sosial dan politik dan Sikap para pelaksana. Dalam penelitian ini penulis menyimpulkan bahwa Pemerintah Kabupaten Rokan Hilir baik itu melalui Dinas Kehutanan belum serius dalam menangani kerusakan hutan (deforestasi) yang terjadi di Kabupaten Rokan Hilir. Akan tetapi sebaiknya Pemerintah Kabupaten Rokan Hilir membuat kebijakan yang terkhusus dalam menangani deforestasi yang ada di Kabupaten Rokan Hilir.

Inisiasi pemekaran Kabupaten Rokan Hulu baik diprakarsai oleh elite yang berkeinginanmembentuk Kabupaten Rokan Darussalam, maupun yang diprakarsai oleh Bupati RokanHulu ?Achmad? diwarnai oleh pertentangan dua pihak yang setuju pemekaran dan yangmenolak pemekaran. Pertentangan bukan karena substansi yang ingin dicapai dalampemekaran. Semua pihak sepakat bahwa pemekaran Kabupaten Rokan Hulu perlu dilakukansupaya terjadi peningkatan kesejahteraan masyarakat, peningkatan kualitas pelayanan, danpercepatan penanganan kesenjangan pembangunan antar wilayah di dalam daerah. Faktorkrusial adalah dimensi kekuasaan dalam upaya pemekaran tidak ditempatkan dalamperspektif konsesus integratif melainkan dalam perspektif konfliktual antagonistik padakondisi keterbelahan masyarakat Rokan Hulu.

Political participation is a citizen activity that acts as individuals intended to influence government decision making. Participation can be individual or collective, organized or spontaneous, peaceful or violent, legal or illegal, effective or ineffective. In general, Political Parties have a role as a means of political communication, the party plays a very important role in an effort to articulate interests or ?political interests? that are hidden or sometimes hidden in society and combine with other political interests (political agrigation) . Second, the Party as a means of political socialization. Political parties also play a role as a means of political socialization (instrument of political socialization). Third, political parties are a means of political recruitment. fourth, is the regulator and manager of conflicts that occur in the community (conflict management). There are several variables that can be used to explain why political participation is important, some of which are; (1) Political trust; (2) socio-economic status; (3) Personality or psychological explanation.

The participation of candidates in local elections the democratic party is the dominant of the voteto win the political competition . Various attempts were made to improve the participants' tendencyto choose politics . Implementation of the election for governor and vice governor of Riau Provincein 2013 can not be separated from political activities such as marketing activities undertaken byall partner candidates for governor and vice governor of Riau Province .This study refers to the mapping ( mapping ) use outdoor media conducted by the regional headcandidates in the election of governor and vice governor of Riau Province in 2013 , especially inthe city of Pekanbaru . This study used a qualitative research approach ( qualitative research ) .The data will be used consists of two types of data , namely , the primary data , the data is obtaineddirectly from respondents and observations that have been conducted and secondary data , ie dataobtained from documents related to the study .Based on the results of the study concluded that the outdoor media used by candidates and prospectivecandidates of governor and vice governor of Riau Province in 2013 was in the form of billboards, billboards , banners and banner . Molornya pengesahan APBD Provinsi Riau menarik ditelusuri. Peristiwa ini mengindikasikankuatnya tarik menarik kepentingan antara para pihak, khususnya partai politik yangtermanifestasikan di dalam DPRD dengan pihak eksekutif. Kerasnya tarik menarik kepentingansangat merugikan masyarakat karena APBD merupakan kebijakan pemerintahan daerah gunamemberikan layanan publik yang prima dan juga untuk meningkatkan kesejahteraanmasyarakat. Bagaimana bentuk deliberasi yang dilakukan partai politik dalam kebijakananggaran pemerintahan Provinsi Riau tahun anggaran 2013 perlu ditelusuri lebih jauh.Penelitian deskriptif dengan mewawancarai secara mendalam beberapa pihak dan menganalisisecara kualitatif ini menemukan bahwa partai politik sebagai satu entitas institusi tidak tampakterlibat secara kuat dalam memberikan pertimbangan-pertimbangan mendalam dalampenyusunan anggaran daerah Riau 2013. Peran deliberatif lebih banyak dilakukan oleh kaderpartai yang duduk dalam fraksi di DPRD. Anggaran daerah oleh anggota fraksi DPRD dilihatsebagai ruang untuk menjaga stabilitas hubungan dengan konstituen sekaligus diharapkansebagai upaya membesarkan partai.Kata kunci: deliberasi, partai politik, kepentingan.

Dengue Hemorrhagic Fever, abbreviated as DHF, is an infectious disease caused by the dengue virus which is transmit by the Aedes aegypti mosquito. DHF is often found in tropical areas, one of which is Pekanbaru City. In 2021-2022, the number of dengue fever cases experienced a spike in Pekanbaru City.The aim of this research is to determine the strategy of the Pekanbaru City Health Service in preventing dengue hemorrhagic fever (DHF) in Pekanbaru City. The basis of the research used is a qualitative method with descriptive research type. The research location is the Pekanbaru City Health Service office. Data collection uses interview and documentation techniques. In this research, researchers used the theory put forward by Hadari Nawawi (2017) regarding the strategies of non-profit organizations in the government sector, namely aggressive strategies, conservative strategies and preventive strategies. The results of the research show that the Pekanbaru City Health Service has implemented a strategy to prevent dengue hemorrhagic fever (DHF), but it has not been optimal. In implementing the strategy, the Pekanbaru City Health Service created a dengue prevention strategy in accordance with the implementation of the Indonesian Ministry of Health's policy, the Puskesmas and Jumantik cadres became an extended hand in implementing the strategy, there was additional counseling in the waiting room and training on new programs from the Pekanbaru City Health Center, and the establishment of communication and good coordination from various parties. However, several shortcomings were still found in this research, such as uneven monitoring of mosquito nest eradication (PSN) to residents' homes from Community Health Centers and Jumantik Cadres, lack of health promotion in utilizing technology, limited budget in implementing the strategy, and the need for emphasis at the lowest level so that the strategy is optimal. Strategies are defined as any actions that might be taken in organization to set goal or objectives that have been settled. This research talked about the strategies of battle at 2020 in South tapanuli district regent election in sipirok subdistrict. This research aimed to describe strategies of battle between two candidates pair Muhammad Yusuf Siregar - Roby Agusman Harahap and Dolly Putra Parlindungan Pasaribu - Rasyid Assaf Dongoran in district regent election at 2020 in Sipirok subdistrict. The theory used in this research is Peter Schroder's Offensive and Defensive Politics in order to win by utilizing Pierre Bourdieu's modality. This research used qualitative method and by interviewing, documentation and literature review to collect the data. The resources related to the candidates' strategies in the election of district regent by using the quantitative descriptive approach. The research has shown that in the candidates' strategies of battles in the district regent election in South Tapanuli at 2020 require politic strategies to maximize the modality that they have. The modality in candidates' strategies are consist of social capital, economy capital, culture capital, politic capital. Candidate pair that have well strategies and capable to maximize the modality will be the winner in the political election that is carried out. Keywords : Strategy, Modality, Regent Election.

The management of the people's market aims to form an orderly, safe and comfortable market for the community because the local government as a manager and facilitator manages the people's market in the region, so the creation of a good market is parallel to the management and fulfillment of market facilities and infrastructure carried out so that the survival of the public is fulfilled by providing feedback on regional income. The purpose of this research is to describe the management of Selodang Kelapa Market after relocation by the Trade and Industry Office of Indragiri Hilir Regency in 2022-2024. This research was conducted in Tembilahan, precisely in Tembilahan Kota Village. This research uses a qualitative approach with descriptive methods. In collecting data the author uses interview, observation and documentation techniques. This research uses the theory of government management put forward by Taliziduhu Ndraha, namely government planning, government organization, use of government resources, and government control, and factors that influence market management based on the concept put forward by Steers, namely organizational characteristics, environmental characteristics, worker characteristics, management policies and practices. The results of the study concluded that the management carried out on the Selodang Kelapa Market was not fully optimal because there were still many market facilities that had not been fulfilled, since the relocation in 2021 until now it has not found the right location, with the current location still having temporary status, but in the results of interviews conducted by the Department of Trade and Industry of Indragiri Hilir Regency had an evaluation for future steps, re-planning in 2025 by determining the location and preparing a budget to build a more organized building with supporting facilities so that the market that uses Jalan Yos Sudarso can be moved and reduced so that traders or buyers have decent and conducive facilities.
