Abstract

Mass  or  public  transportation  system  is  not  yet  fully  accessible  by  the  public.  The  problem  is  not  only related to a fare matter, but is also due to the continuing development of mass transportation system that does  not  meet  the  publics’  real  need  of  mass  transportation.  In  principle,  public  transportation  should openly  allow  all  groups  with  the  society  to  have  access  for  it;  it  should  especially  provide  fairness guarantee for the poor.

Abstract

Every local government in Indonesia seeks to construct a space/place identity. Competition between identities becomes a key element in relation to recognition, differentiation, and commodification in the context of decentralisation’s implementation. This article has studied Mojokerto’s identity development as a part of the territorial administration system with regional autonomy. Policymakers designated Mojokerto as the host of Mojopahit House’s identity. The geographical space of Mojokerto competes in terms of identity, which underwent another comparison and intense competition with other regions’ identities. Why was Mojopahit House determined as the identity of Mojokerto by the government at the national, provincial, and municipal levels? Based on such a question, this paper employed the politico-spatial approach using the qualitative analysis method and interpretive approach. This study found that the policymakers viewed Mojopahit House as the most suitable symbol in the identity competition between regions and autonomous regions. It can be turned into a fundamental icon to project political value, economic value, and/or the place attributes. Mojopahit House has becomes a representative of the local-traditional, global, and political economy identity. To conclude, the development of space identity lies within heritage conservation policy and globalisation pressure.

Abstract

The pedestrian transformation in Surabaya smart city system encountered critical problem for pedestrians because transformation as a public space has reduced citizens’ rights to the city. Dominant forces tend to subordinate street vendors or Pedagang Kaki Lima (PKL), who require public space. The city or urban government produces pedestrians as public spaces to support the ‘Smart City’ concept. This study explores the government’s ability to guarantee citizens’ rights to the city. In addition, this study seeks to observe the process of public space transformation in cities that implement smart city systems and analyze spatial street vendors’ practices in the pedestrian space. This research applies the right to cities and public space from a Marxian spatial perspective. This research is a case study that uses a qualitative method and interpretive analysis. Research findings indicate pedestrians’ paradox due to the government’s dispossession process to protect pedestrians through ‘furniturization’ policies that reduce smart city implementation. In conclusion, there are dynamics of spatial practice and social expression as pedestrian problems. The smart city system’s implementation causes the loss of fulfillment of the poor and street vendors’ needs and rights to participate inclusively in the social and political process in managing the city’s public spaces.

Abstract

This study integrates theoretical and analytical approaches of social ecology, urban growth machine, and urban governments. The aim is to explain forms of contrast collaboration between government (political elite) and private developers (local businesses). Political elite rests on the ideological commitment to collaborate within local individual authorities who see the growth of a city led by the market. City governments work in relatively independent and informal networks that rely on local government bureaucratic structures. The practice of government and private coalition faces social ecology challenges. The development of a city not only creates new economic growth area (within the corridors of independent city’s development) but also generates centers of the social ecology crisis. This study uses qualitative methods and takes the form of case studies. Research results show that the operation of the urban growth machine run by the Surabaya government and the private economic power (developers) have not merely carried out sustainable development, produced various advancements for the city and its population but caused losses to the group that let go of their soil (land) to the developer. The power of the city government is a systemic power that shapes the process of coalition building within the dilemmatic process of making regulations and public policies.Keywords: Urban growth machine, developer, city governments, the policy dilemma

Abstract

Green city is not merely an approach to achieving Sustainable Development Goals (SDGs). Instead, green city is a condition that should preexist to achieve the SDGs. Nevertheless, in many cases, there are gaps in the implementation of green city policies. Therefore, this study aims to evaluate the implementation of green city policy in Surabaya regarding the extent to which this development model has supported the realization of the SDGs set by the United Nations (UN). To answer the research questions, this study uses qualitative methods. Meanwhile, the data collection methods used were in-depth interviews, direct observation, and document analysis. Data analysis was conducted using interpretive methods and thematic analysis, and the perspective used for this study is urban politics. This study eventually finds that implementing the green city policy has supported the achievement of the SDGs in Surabaya, even though it still has many shortcomings. The implementation of a green city has also resulted in the transformation of Surabaya into a modern city that prepares investors and developers to produce the sustainability and feasibility of Surabaya as a pro-environmental city. However, this study also discovers that in order to fully realize a sustainable, humane, and civilized green city, Surabaya still needs to conduct better coordination and collaboration between stakeholders and all elements of society. Keywords: green city, SDGs, Surabaya, urban politics, green capitalism Green city bukan sekadar pendekatan untuk mencapai Sustainable Development Goals (SDGs) atau tujuan pembangunan berkelanjutan. Alih-alih, green city merupakan sebuah kondisi yang harus lebih dulu ada untuk mencapai SDGs. Namun, sering kali terdapat kekosongan dalam implementasi green city. Oleh karenanya, kajian ini hendak mengevaluasi penerapan green city di Kota Surabaya terkait sejauh mana model pembangunan tersebut dapat mendukung pencapaian SDGs yang ditetapkan oleh Perserikatan Bangsa Bangsa (PBB). Untuk menjawab pertanyaan penelitian, penelitian ini menggunakan metode kualitatif. Sementara itu, metode pengumpulan data yang dipakai adalah wawancara mendalam, observasi langsung dan analisis dokumen. Analisis data menerapkan metode interpretif dan analisis tematik, serta perspektif yang digunakan adalah urban politics. Adapun hasil kajian menunjukkan bahwa walau masih memiliki banyak kekurangan, implementasi green city telah mendukung pencapaian SDGs di Surabaya. Implementasi green city juga telah menghasilkan transformasi Surabaya sebagai kota modern yang menyiapkan para investor atau pengembang juga menjadi pelaku untuk memproduksi keberlanjutan dan kelayakan Surabaya sebagai kota yang pro lingkungan. Namun, agar green city yang berkelanjutan, manusiawi, dan beradab sepenuhnya terwujud di Surabaya, masih diperlukan koordinasi dan kolaborasi yang lebih baik antarpemangku kebijakan dan semua elemen masyarakat. Kata-kata kunci: green city, SDGs, Kota Surabaya, politik perkotaan, kapitalisme hijau.

Abstract

The development of sustainable public transportation is important to overcome environmental problems. In various parts of the world, the development of sustainable public transportation has begun to become a concern. Unfortunately, the development in Depok City has not received serious attention, especially from the government as a policy maker. This article will discuss the low political will of stakeholders in Depok City which will be discussed in the perspective of Environmental Politics. This study uses qualitative descriptive method to describe the political will of actors in Depok City in realizing sustainable development, especially in the field of transportation. Data were collected through in-depth interviews, policy studies, literature studies, and observation which were then analyzed qualitatively using descriptive analysis methods. The results show that the Depok City Government has used the term green transportation in its policies. However, these policies have not been implemented properly, so the problem of green public transportation in Depok City has not been resolved to this day.

Abstract

The Generation Z student revolutions in Myanmar that fight for democracy against the military coup in 2021 present challenges that limit the rapidity of the revolution. The research aims to explore Generation Z students’ movements and challenges in anti-coup protests, armed struggle movements, and click movements as well as the impacts on the rapidity of the revolution. The study used a qualitative method by applying the social movement theory and revolutionary concept of Charles Tilly which reveal that Generation Z students are confronted with deaths triggered by violent crackdowns, illegal arrests, and imprisonment, difficulties with the environment and livelihoods, financial matters, weaponry issues, and internet outages in conducting movements against the coup. Challenges, however, simply dragged down the protest movement’s rapidity; armed movements and online click movements are still escalating on their own rapidity. The research concludes that the outcome of the revolutionary movement is unpredictable except the conflict between the military and armed resistance is gradually expanding day by day during a two-and-a-half-year post-coup period.
