Abstract

This study aims to examine the effect of sense of responsibility on ethical leadership through the mediating role of moral ownership among Micro, Small, and Medium Enterprise (MSME) managers in Pamekasan Regency. A quantitative approach was employed using Partial Least Square Structural Equation Modeling (PLS-SEM) to analyze data collected from 100 respondents. The results reveal that sense of responsibility significantly influences moral ownership, which in turn mediates its effect on ethical leadership. Theoretically, the findings strengthen the value-based leadership model in the MSME context. Practically, the results provide an initial foundation for fostering ethical leadership development in the MSME sector.

Abstract

Artikel ilmiah ini merupakan hasil penelitian yang membahas tentang Pelabuhan Rakyat sebagai penunjang perekonomian masyarakat pesisir. Pelabuhan merupakan salah satu aktivitas pemanfaatan wilayah pesisir yang cukup signifikan di dalam kehidupan sosial ekonomi masyarakat, terutama bagi masyarakal nelayan. Pembangunan dan pengembangan pelabuhan akan memberikan manfaat positif terhadap kelangsungan sosial ekonomi masyarakat terutama dalam bentuk penyerapan tenaga kerja dan peningkatan pendapatan. Sedangkan metode yang dilakukan dalam penelitian ini adalah Kualitatif Deskriptif. Data-data yang diambil dalam penelitian ini bersifat “kualitatif” yang digunakan untuk melihat fenomena, aktivitas di sekitar pelabuhan ditujukan untuk mewawancarai, mencatat, menguraikan serta melaporkan fakta-fakta dan berbagai peristiwa yang ada di sekitar pelabuhan rakyat yang ada di Desa Lobuk Kecamatan Bluto. Dengan demikian, artikel ini akan mengupas Pelabuhan Rakyat yang terintegrasi dengan perekonomian masyarakat pesisir yang pencaharian utama sebagai nelayan.

Abstract

This research falls within the area of Human Resource Management (HRM), specifically related to talent development and the formation of a work culture that supports business performance. In the context of SMEs in Madura, the urgency of intelligent talent management and a motivational culture is crucial given the limited resources and high demands for competitiveness in the digital economy era. This study aims to analyze the influence of intelligent talent management and a motivational culture on improving SME performance, as well as to identify the strategic contribution of both factors within the framework of strengthening SME human resource capacity. The research method used is a quantitative survey approach, involving 120 SME managers spread across four districts on Madura Island. The data collection instrument was a questionnaire with a Likert scale and was analyzed using multiple linear regression techniques. The results show that intelligent talent management has a positive and significant effect on SME performance, while a motivational culture acts as a reinforcement that can create a conducive work environment for increased productivity. Both variables make a real contribution to building value- and competency-based HR excellence. This study emphasizes the importance of an adaptive, strategic HRM approach based on local potential to improve the sustainability of small and medium enterprises. These findings provide policy implications for local governments and stakeholders in formulating SME development programs based on superior and competitive human resource management.
