Abstract

STP of South Sumatra which is a development of the ATP which has existed since 2006 is located in Bakung Village, Ogan Ilir Regency. STP South Sumatra has a major obstacle in the management of existing agriculturally and livestock businesses that have so far used the PIR (Perkebunan Inti Rakyat) partnership. The purpose of this study is determine the right partnership for the agriculture and livestock business of South Sumatra STP and formulate the management strategy of South Sumatra STP. This research was conducted with a qualitative descriptive method using primary and secondary data collection with the help of questionnaires and interviews with farmers and STP Sumsel. From the results of this study, the contract partnership pattern can be applied in South Sumatra STP because it can guarantee the availability of raw materials for South Sumatra STP farms and guarantee the purchase of agricultural products from partner farmers. From the SWOT analysis, a strategy that can be implemented by South Sumatra STP is contract partnership with farmers, involving professionals, making standard operational procedures, and dynamic management of STP Sumsel institutions.

Abstract

Every regional government in Indonesia has increased its economic competitiveness. The regional government of South Sumatra Province attempts to increase the value of gross regional domestic product (GRDP) in each business sector and fiscal year so that it can prioritize the sector to achieve the economic improvement target. In this study, the the primary leading sectors will be ranked as a policy input to the the Government of South Sumatra Province. Leading sectors must be developed in South Sumatra to support each regional organization's program. The government policy of South Sumatra which is included in the activity programs of the regional apparatus organizations attempts to support and develop the primary leading sectors, namely, the mining and quarrying industry and the secondary sectors are the real estates and the tertiary sectors such as providing accommodation and food as well as drink that were selected in this study because it contributed to the growth significantly. Abstract

The production of chili plants in South Sumatra Province spread in seventeen regencies and cities. However, the Regency / City and South Sumatra Provincial Government do not know the productivity advantages for each region; therefore, further research needed to find out the best productive regencies/cities in producing chili vegetable crops. The method used in this research was a descriptive statistical analysis using regression analysis techniques and cartarsius diagrams. The research variables were the amount of production and productivity. The results show that Ogan Komering Ilir District was the best regency in terms of productivity, so it could use as a local reference for other districts and cities in South Sumatra Province in an attempt to increase the productivity of chili vegetables.
