Abstract

AbstractThe writing entitled Institutional Status of the Situbondo District Government Radio, Suara Rengganis will discuss and discuss the first is the institutional status and the Government Radio of the Situbondo Regency Suara Rengganis until now seen from the applicable laws and regulations and the second discussion discusses the provisions regarding the institutional status of Broadcasting Institutions. Local Public (LPPL) Region based on Government Regulation which talks about the Implementation of the Broadcasting of a Public Broadcasting Institution. So that in this paper the researcher will use the normative juridical research method with the Legislative, Case and Conceptual approach. The comparative approach. Considering that local public broadcasting institutions do not yet exist in Situbondo Regency, the local government urgently needs to establish a local public broadcasting institution station to accelerate and contribute information. This research is expected to be a comprehensive research related to the institutional status of Local Public Broadcasting Institutions The local government of Situbondo Regency and of course for researchers, this research can contribute ideas for academics and of course the administrative governance of LPPL better.Keywords: broadcasting; institutional status; regional autonomyAbstrakPenulisan yang berjudul Status Kelembagaan Radio Pemerintah Kabupaten Situbondo Suara Rengganis ini akan mengupas dan membahas tentang pertama adalah status kelembagaan dan Radio Pemerintah Kabupaten Situbondo Suara Rengganis hingga saat ini dilihat dari peraturan perundang undangan yang berlaku dan pembahsan yang kedua membahas mengenai ketentuan tentang status kelembagaan Lembaga Penyiaran Publik Lokal (LPPL) Daerah berdasarkan Peraturan Pemerintah yang berbicara mengenai Penyelenggaraan tentang  Penyiaran sebuah Lembaga Penyiaran Publik. Sehingga dalam penulisan ini peneliti akan menggunakan metode penelitian yuridis normative dengan pendekatan perundang-undangan, kasus dan konseptual. Mengingat lembaga penyiaran publik lokal belum ada di Kabupaten Situbondo, pemerintah daerah setempat sangat perlu untuk mendirikan satu stasiun lembaga penyiaran publik lokal guna mempercepat dan memberikan kontribusi informasi.Penelitian ini diharapkan dapat menjadi penelitian yang komprehensif terkait dengan status kelembagaa Lembaga Penyiaran Publik Lokal dan berguna bagi Pemerintah Daerah Kabupaten Situbondo dan tentunya bagi peneliti maka penelitian ini bisa memberikan sumbangsih pemikiran bagi akademik dan tentunya tata administratif tentang LPPL dengan lebih baik.

Abstract

The Gresik Special Economic Zone (SEZ), as a strategic energy and petrochemical industrial area, raises complex legal questions regarding the division of licensing authority among the Central Government, the SEZ Authority, and the Local Government (Gresik Regency/East Java Province). This study aims to comprehensively analyze the authority of the Local Government in issuing energy sector permits in the Gresik SEZ, particularly in the context of regional autonomy and the applicable SEZ regulations.The research employs a normative legal research method with a statutory approach, a conceptual approach, and case study analysis. This triangulation of methods allows for a comprehensive examination of both the legal framework and its practical implementation within the SEZ.The findings indicate that the authority of the Local Government in energy licensing within the Gresik SEZ is highly limited. Law No. 39 of 2009 on Special Economic Zones and Government Regulation No. 86 of 2019 on the Gresik SEZ explicitly transfer licensing authority in the energy sector—such as mining business permits (IUP), electricity supply business permits (IUPTL), and environmental permits—to the SEZ Authority and the Central Government. Consequently, the scope of local autonomy in this domain has been substantially diminished. Local governments retain a role only in licensing that is not directly connected to core SEZ business activities and remains administrative or territorial in nature.The study reveals that the reduction of local government authority in the SEZ context poses challenges for balancing regional autonomy with national economic priorities. While centralization of authority aims to streamline investment processes and reinforce the strategic function of the SEZ, it risks marginalizing local government participation in critical decision-making. To address this, the study recommends establishing clear synergy and effective coordination mechanisms between the SEZ Authority, the Central Government, and the Gresik Regency Local Government, particularly in areas of supervision, environmental safeguards, and supporting services.

Abstract

The urgency of this research lies in the substantive gap between the idealised eco-centric legal framework and the reality of development oversight and land cover monitoring in the Nusantara Capital City (NCC), which still lags behind the integrated model of Putrajaya. Therefore, a comparative analysis is needed to strengthen smart city-based and eco-centric environmental governance. The objective of this research is to produce a comparative legal analysis between Indonesia (NCC) and Malaysia (Putrajaya) regarding the development oversight and land cover monitoring model to strengthen the legal framework and environmental governance of NCC. This study uses a normative-juridical approach through a statute approach and legal comparison by analysing primary, secondary, and tertiary legal materials deductively and comparatively-analogically to assess regulatory coherence, institutional integration, and environmental monitoring architecture. The results show that NCC regulations are normatively aligned with the principles of eco-centric environmental law, but their implementation is weak due to fragmentation of authority, lack of integration of customary law, and ineffective coordination. The digital monitoring system remains fragmented and not yet interoperable, in contrast to Putrajaya, which displays institutional consolidation and integrated predictive monitoring. The study's conclusions confirm that the NCC's eco-centric alignment remains declarative and requires an Eco-centric–Legal Integration Framework encompassing regulatory consolidation, institutional restructuring, integration of AI-based real-time monitoring, and institutionalisation of public participation. The study's limitations lie in the lack of long-term implementation data. These findings have implications for strengthening the NCC's legal design and offer an original, comprehensive eco-centric legal integration model for the Indonesian smart city context.
