Abstract

Penelitian ini menganalisis fenomena perbedaan antara nilai awal kontrak dan realisasi pembayaran dalam proyek konstruksi, dengan fokus pada paket-paket proyek yang dikelola oleh Kementerian Keuangan pada tahun 2021. Hasil penelitian menunjukkan adanya kecenderungan banting harga oleh peserta tender untuk memenangkan kontrak, dengan penawaran sekitar 80% dari Harga Perkiraan Sendiri (HPS). Jenis kontrak harga satuan cenderung lebih rentan terhadap adendum dan realisasi pembayarannya lebih besar dibandingkan kontrak lumsum. Meskipun demikian, perlu pendekatan yang holistik untuk memahami apakah realisasi pembayaran yang melebihi nilai kontrak ini merupakan eksploitasi kontrak atau keputusan strategis. Rekomendasi meliputi pengintegrasian data pengadaan, pembayaran, dan kinerja kontrak, serta peningkatan transparansi dan akuntabilitas untuk memastikan manfaat bersama dalam proyek konstruksi yang efisien dan efektif.

Abstract

This paper delves into the design and implementation of digital transformation within the Procurement Unit of the Ministry of Finance of the Republic of Indonesia (UKPBJ Kemenkeu). The study underscores the pivotal role of digital transformation in enhancing efficiency, effectiveness, transparency, accountability, collaboration, and sustainability in the procurement processes of goods and services. The transformation is anchored on four main pillars: changes in work patterns and governance, simplification of business processes, development of empowered human resources, and the implementation of a data-driven approach. These pillars are actualized through five interrelated initiatives that have led to eleven synergistic innovations. The paper concludes that these innovations ensure the effectiveness and efficiency of the digital transformation of procurement, providing sustainable positive impacts for the organization and all stakeholders involved in the procurement of goods and services.

Abstract

Evaluasi kinerja penyedia dalam pengadaan barang/jasa pemerintah merupakan komponen penting dalam tata kelola pengadaan publik di Indonesia. Penelitian ini menganalisis implementasi Sistem Informasi Kinerja Penyedia (SIKaP) melalui studi komparatif dengan praktik terbaik di Amerika Serikat dan Kanada. Hasil studi menunjukkan bahwa dalam 3 tahun terakhir, hanya 13-16% paket pengadaan yang mendapat penilaian formal, serta adanya kesenjangan signifikan antara data SIKaP dan SiRUP yang mencapai puluhan kali lipat. Dibandingkan praktik di Amerika Serikat dan Kanada yang menerapkan evaluasi berkala dan umpan balik dua arah, SIKaP masih memiliki keterbatasan dalam periode penilaian dan mekanisme umpan balik. Studi ini merekomendasikan penyempurnaan SIKaP melalui: (1) integrasi teknologi untuk verifikasi data dan transparansi, (2) penerapan evaluasi berkala dengan mekanisme umpan balik dua arah, dan (3) penguatan kapasitas PPK dalam pelaksanaan penilaian. Implementasi rekomendasi ini diharapkan dapat mendorong terwujudnya sistem evaluasi kinerja penyedia yang lebih efektif dalam mendukung tata kelola pengadaan publik yang transparan dan akuntabel di Indonesia.

Abstract

Digital transformation is essential for modernizing public procurement systems, particularly within the Procurement Unit of the Ministry of Finance of the Republic of Indonesia (UKPBJ Kemenkeu). This paper explores the strategic design and implementation of such transformation, emphasizing its role in fostering efficiency, transparency, and sustainability in procurement processes. A qualitative approach was employed, analyzing the integration of digital tools and strategies across four foundational pillars: changes in work patterns and governance, business process simplification, human resource empowerment, and a data-driven approach. Data were collected through organizational records, interviews, and case studies of the implemented initiatives. The transformation strategy yielded five interrelated initiatives that culminated in eleven synergistic innovations. These initiatives streamlined procurement workflows, enhanced inter-agency collaboration, and improved decision-making through real-time data analysis. The findings highlight the importance of aligning digital transformation with organizational goals and stakeholder needs. Key success factors included leadership commitment, cross-functional collaboration, and adaptive capacity-building efforts. The digital transformation efforts at UKPBJ Kemenkeu have significantly improved the effectiveness and efficiency of procurement processes. These innovations provide sustainable benefits for the organization and its stakeholders, positioning the unit as a model for inclusive and accountable public procurement.

Abstract

Objective This paper examines whether the implemented ASEAN Economic Community AEC 2015 measures have a significant effect on ASEAN industrialization.Design/methodology The examination was performed by comparing the growth of manufacturing indicators before and after the period of the AEC Blueprint implementation. panel data was used to examine the trend of manufacturing development in ten ASEAN countries: Brunei Darussalam, Cambodia, Indonesia, Lao, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. The panel data analysis examined seventeen years data on ten ASEAN countries that reported manufacturing indicators (mnfemp, mnva, rmva), GDP per capita, and population. The AEC Blueprint is implemented in a specific timeline since the year 2008 by ASEAN countries.Results This study found that there are no significant differences in the growth of manufacturing employment and the growth of nominal manufacturing value-added before and after a period of AEC blueprint implementation. Also, the growth of the real manufacturing value-added in the period of AEC blueprint implementation is less than prior AEC era. The findings of this study support studies that criticize the AEC implementation.
