Abstract

Penelitian ini bertujuan untuk menganalisis upaya penataan parkir yang dilakukan oleh pemerintah Kota Surabaya berdasarkan Peraturan Daerah (Perda) Nomor 3 Tahun 2018 tentang Penataan dan pengolahan parkir. Fokus penelitian ini adalah mengidentifikasi faktor-faktor penyebab parkir liar di Kota Surabaya serta mengevaluasi efektivitas penertiban dan pengurangan jumlah parkir liar. Kota Surabaya merupakan pusat perdagangan utama di Jawa Timur yang terus mengembangkan pusat-pusat bisnis baru, sehingga lalu lintas semakin padat seiring dengan pertumbuhan jumlah penduduk yang cepat setiap tahunnya. Salah satu masalah yang muncul adalah masalah parkir. Penyebab utama parkir liar di Surabaya adalah pertumbuhan kendaraan yang tidak seimbang dengan lahan parkir yang tersedia. Setiap tahun, jumlah kendaraan di Surabaya terus meningkat namun lahan parkir yang memadai tidak mengalami peningkatan yang sebanding. Akibatnya, masyarakat cenderung memarkir kendaraan mereka di tempat-tempat terlarang seperti trotoar, yang mengakibatkan kemacetan lalu lintas dan mengganggu pejalan kaki. Selain itu, minimnya kesadaran pengguna kendaraan terhadap aturan parkir juga menjadi faktor utama dalam meningkatkan jumlah parkir liar di kota ini.

Abstract

Students from the D-IV K3 Study Program at the Employment Polytechnic carried out Community Service activities aimed at increasing understanding regarding the implementation of the Occupational Safety and Health Management System (SMK3) based on Government Regulation Number 50 of 2012. This activity was carried out for 40 employees of PT Target Kelola Securindo. The implementation method used is in the form of hybrid Project Based Learning via face-to-face and online via Zoom with lecture and question and answer methods. Based on the pretest and posttest that have been carried out, the results of this Community Service activity are in the form of an increased understanding of PT Target Kelola Securindo employees regarding the implementation of the Occupational Safety and Health Management System (SMK3) based on Government Regulation Number 50 of 2012.

Abstract

This research aims to analyze the relevance and competitiveness of traditional markets in West Sumatra from the perspective of sharia economics, with a focus on digital transformation, merchant innovation, and inherent social-spiritual values. The method used is a Systematic Literature Review (SLR) of 12 selected studies from the 2015–2025 period, which includes field research, case studies, policy studies, and literature supporting sharia economics. The thematic synthesis identifies four main themes: (1) the socio-economic structure and social role of traditional markets; (2) transformation and modernization challenges; (3) actualization of sharia economic value in traders' practices; and (4) the direction of empowerment and repositioning of digital-based markets and sharia cooperatives. The results show that traditional markets are still the backbone of the people's economy, but face pressure from modern markets and global digitalization. Limited digital adaptation, weak sharia institutions, and changes in consumer behavior are the main challenges. Empowerment strategies based on sharia digitalization, the establishment of sharia cooperatives, and strengthening market ethics are suggested so that traditional markets remain relevant, competitive, and socially just in accordance with the principles of sharia maqashid. This study makes a theoretical and practical contribution to the development of local economic policies based on Islamic values.
