Abstract

This qualitative research explores the communication barriers that contribute to apathy among students in the"Writing for Media" course at the English Department of Politeknik Negeri Padang. Utilizing in-depth interviews anddirect observations, the study identifies the factors causing disengagement and examines how ineffective communicationdynamics exacerbate apathy. By analyzing the experiences of apathetic students, the research aims to shed light on theunderlying issues hindering their academic participation. Targeted findings will provide valuable insights for educators,facilitating the development of targeted strategies to enhance engagement and improve the learning environment.Furthermore, this research aspires to contribute to the ongoing discourse on educational effectiveness by deepening ourunderstanding of how communication challenges affect student motivation and learning outcomes. By focusing on therelationship between communication barriers and apathy, this study not only seeks to improve academic performance butalso to design inclusive educational strategies that promote student motivation, ultimately leading to a more dynamicclassroom experience.

Abstract

Changes in the development paradigm in the era of democratization and regional autonomy, from centralistic to participatory, provide more opportunities for community involvement at the local level starting from planning, implementation and evaluation. One form of community involvement in tourism is through the development of tourist villages. One of these tourist villages is located in the city of Padang Panjang, West Sumatra, named Kubu Gadang. In the development of tourism, the role of stakeholders consisting of government, society and the private sector will not be separated from it. The key player in the development of Kubu Gadang as a tourist village is the Padang Panjang City Tourism Office, the subject is the Pokdarwis Kubu Gadang community and the Kubu Gadang community because they are actors and hosts in the Kubu Gadang tourist village. The context setter is the District Head of East Padang Panjang and, the Village Head of Kelurahan Ekor Lubuk, and the crowd is the Padang Panjang Archive and Library Office, the media and the Bank. Forms of involvement occur during planning and use of meetings as a medium for engagement.

Abstract

Satu Nagari Satu Event (SNSE) is one of the flagship programs of the Regent of Tanah Datar, aimed at promoting regional tourism through events grounded in local culture and traditional wisdom. The limited effectiveness of culture-based tourism promotion at the local level, along with the uneven participation of villages in the SNSE program, where only 46 out of 75 villages in Tanah Datar Regency have implemented it, indicates challenges in both the policy communication process and the diffusion of innovation at the village level. This study aims to analyze how the policy communication process of the SNSE program unfolds and to identify the supporting and inhibiting factors affecting its effectiveness as a tourism promotion medium in Tanah Datar Regency. The study employs a qualitative method with a descriptive approach and is grounded in Everett M. Rogers’ Diffusion of Innovation theory. Data were collected through in-depth interviews, moderate participant observation, and documentation. Data analysis was conducted through data reduction, data display, and thematic conclusion drawing. The findings reveal that SNSE policy communication operates through two primary patterns: a formal, regulatory channel grounded in Regent Regulation of Tanah Datar No. 22 of 2022, and an informal, participatory channel facilitated through village deliberations and digital media. The innovation adoption process is uneven, with some villages acting as early adopters due to strong resource readiness and social support, while others fall into the late majority or approach the laggard category due to limited capacity and low levels of policy literacy. Nevertheless, the SNSE program has proven effective in increasing community participation, strengthening local identity, and fostering culture-based creative economic growth.
