Abstract

Good governance is an implementation of solid and responsible development management that is in line with the principles of democracy with an efficient market, avoidance of misallocation of investment funds, and prevention of corruption both politically and administratively. Good governance is a concept that is widely discussed in political science and public administration, especially in relation to democracy, civil society, people's participation, human rights, and sustainable community development. In practice, good governance is a form of state and community management that relies on the interests of the people. The Lembang District is included in the agropolitan area and also urban tourism because it has the potential to develop the local economy which can help PAD (The Local Own-source Revenue) the local government of west Bandung. These potentials such as agriculture, plantations, animal husbandry and tourism, both natural and artificial tourism. The Lembang District has a fairly high agricultural sector, especially in vegetable commodities, where vegetable production in Lembang District has been exported to several countries and 70% supports Jakarta retailers, agriculture is spread in almost all villages in Lembang District. The research problem in Lembang District is regarding Disaster Prone. Lembang is one of the sub-districts that is included in the Lembang fault line which starts from Padalarang sub-district to Jatinangor which has a distance of about 29 KM. when viewed from the condition of the soil in the Lembang sub-district, it has loose soil which causes many landslides due to slope instability. This research is important to do to see how to optimize governance in Lembang District, especially in the agricultural and tourism sectors. The optimization study was identified based on the Regional Regulation of West Bandung Regency Number 4 of 2012 concerning the West Bandung Regency Tourism Development Master Plan. This research is expected to provide benefits and new knowledge regarding optimizing governance in Lembang District. Keywords: Good Governance, The Optimization, Urban Planning, Autonomous Region.

Abstract

Penelitian ini bertujuan untuk mengetahui Peran Komunikasi Dinas Komunikasi dan Informatika melalui Program Majalengka Raharja Quick Response. Adapun sub fokus pada penelitian ini dimulai dari Penelitian, Perencanaan, Pelaksanaan, Evaluasi, Pelaporan. Penelitian ini menggunakan metode pendekatan kualitatif, desain penelitian yang digunakan adalah studi deskriptif. Sedangkan untuk teknik penentuan informan menggunakan teknik snowball dengan jumlah informan kunci terdapat 4 dan informan pendukung terdapat 4. Teknik pengumpulan data dengan studi pustaka dan studi lapangan. Teknik analisa data menggunakan model siklus Miles dan Huberman untuk membahas permasalahan penelitian. Hasil Penelitian berupa tahap Perencanaan yang dilakukan di Dinas Komunikasi dan Majalengka melalui Peraturan Daerah atau Peraturan Bupati Majalengka Nomor 6 Tahun 2019 tentang Pedoman Penyelenggaraan Layanan Nomor Tunggal Panggilan Darurat 112, melalui Training of Trainer SDM Call Center 112, melalui sosialisasi, dan melakukan kerjasama dengan penyelenggara jasa call center PT Jasnita Telekomindo. Tahap Pelaksanaan Program Majalengka Raharja Quick Response bagi sebagian masyarakat cukup membantu dalam proses pengaduan kedaruratan. Tahap Evaluasi yang dilakukan Dinas Komunikasi dan Informatika Majalengka dilakukan dalam kurun waktu per 6 (enam) bulan. Tahap Pelaporan pertanggungjawaban dilaksanakan dalam kurun waktu rutin tiap 1 (satu) bulan. Sebagai kesimpulan dari penelitian ini, yaitu peran komunikasi yang dilakukan oleh Dinas Komunikasi dan Informatika Majalengka telah dilakukan secara sistematis/terstruktur dan bertahap untuk menjalankan program Majalengka Raharja Quick Response. Saran dari penelitian ini yaitu, diperlukannya rekruitmen Sumber Daya Manusia atau Staff tambahan yang bertujuan untuk memaksimalkan tim Majalengka Raharja Quick Response serta sosialisasi agar lebih masif mengenai Program Majalengka Raharja Quick Response tersebut. Abstract

The purpose of this research is to discover concepts and strategies for inclusive community empowerment regarding children with disabilities and to discover the extent to which forms of law enforcement fulfill the rights of children with disabilities. This research was carried out descriptively analytically, namely providing existing facts, both in the form of secondary data on government materials and primary legal data. Based on these regulations, the West Bandung Regency Social Service has an important role, namely providing services in the social sector and being a solution to problems in society. The problems that exist in society are quite diverse, especially problems regarding children. This problem is an important concern for the government because cases occurring in children have increased significantly. There are various problems with children, one of which is problems with children with disabilities. In normative juridical terms, the West Bandung Regency Government already has West Bandung Regency Regional Regulation Number 2 of 2022 concerning Respect, Protection and Fulfillment of Disability Rights. Obstacles in law enforcement in fulfilling the rights of children with disabilities can be seen based on supporting infrastructure and facilities, as well as the legal culture of society. Socialization and education should be further optimized by the Social Service and other stakeholders because there is still minimal knowledge, conditions and community participation regarding disabilities. And law enforcement must involve institutions and society.

Abstract

The purpose of this research is to find out the implementation of electricity policy in Bandung City. Implementation translates concepts into real actions that have an impact on everyday life. The theory used in this research is the theory of policy implementation according to George C. Edwards III (1980). There are four factors that determine the success of policy implementation, namely: communication, resources, disposition, bureaucratic structure. The method used in this research is a descriptive method with a qualitative approach. The data collection techniques used are literature study, observation, interviews and documentation. The technique of determining informants using purposive techniques to the Bandung City Transportation Agency Apparatus. The result of this research shows that the implementation of policy related to energy and electricity, in the form of community response study to electricity infrastructure, has not reached an optimal level. The research identifies a number of challenges in the implementation of the policy. Factors identified include communication constraints, including lack of education and gaps in access to technology, resource aspects, including theft of PJU components and complaints of outages despite a large budget, disposition, including lack of incentives for officials and communities who report, and bureaucratic structure, including weaknesses in reporting SOPs and lack of education from the Transportation Agency.

Abstract

Pengetahuan budaya daerah merupakan unsur penting dalam pembentukan jati diri bangsa, khususnya bagi anak Indonesia yang tinggal di luar negeri. Kegiatan Pengabdian Kepada Masyarakat (PKM) ini dilaksanakan di SB-Elshaddai, Malaysia, dengan tujuan untuk meningkatkan pemahaman dan apresiasi mahasiswa terhadap budaya daerah Indonesia. Metode yang digunakan dalam kegiatan ini adalah pendidikan masyarakat dalam bentuk penyuluhan. Materi yang disampaikan meliputi pengenalan alat musik tradisional, seni pertunjukan, dan lagu daerah dari berbagai daerah di Indonesia. Kegiatan dilaksanakan secara interaktif melalui pemanfaatan media visual, praktik seni, dan diskusi kelompok. Hasil kegiatan menunjukkan adanya peningkatan pengetahuan peserta terhadap unsur budaya daerah Indonesia dan keterlibatan aktif dalam setiap sesi. Kegiatan ini memberikan kontribusi positif bagi penguatan jati diri budaya anak Indonesia di luar negeri.
