Abstract

One of Puslatbang PKASN LAN’s digital services is the library application which started in 2010. This application was developed internally and has been used for more than a decade. This study aims to analyze how effective this application is, the management of the library, and analyze the driving factors as well as the obstacles encountered during use. A descriptive qualitative method was used with data triangulation. Deployment of questionnaires filled by the users to find out the effectiveness of the services and interview conducted with the librarian of Puslatbang PKASN LAN. The results showed that 93.34% of users felt helped by the digital service of the Puslatbang PKASN Library which shows that the level of effectiveness is very high. The supporting factor, as well as the inhibiting factor, is the leadership's commitment to this digitizing library services. Other agencies that are willing to adopt and/or replicate this service should pay attention to some of the things, among others are (1) availability of competent human resources for library administrators such as librarians or other administrators; (2) availability of supporting infrastructure, and (3) leadership policies that support the implementation of digital services.

Abstract

Perkembangan teknologi yang pesat mendorong terjadinya perubahan di berbagai aspek kehidupan. Salah satunya di dunia pendidikan dan pelatihan, di mana model pembelajaran yang sebelumnya banyak dilakukan di dalam kelas (klasikal) atau luar jaringan (luring) menjadi pembelajaran non-klasikal atau di dalam jaringan (daring), terlebih di masa pandemi Covid-19 seperti saat ini. Begitu pula penyelenggaraan pelatihan di instansi pemerintahan, dimana pola pembelajaran mulai menggunakan model pembelajaran e-learning. Penelitian ini menggunakan metode kuantitatif-deskriptif dengan tujuan untuk mengevaluasi bagaimana implementasi model pembelajaran e-learning pada lingkup Pelatihan Dasar Calon Pegawai Negeri Sipil (Latsar CPNS) di Puslatbang PKASN LAN. Hasil studi mengindikasikan bahwa implementasi e-learning cukup efektif digunakan dalam mecapai tujuan pelatihan. Kualitas dan keberlangsungan implementasi e-learning perlu terus ditingkatkan dalam rangka melengkapi pembelajaran klasikal dalam pola pelatihan blended learning di masing-masing jenis pelatihan. Perlu adanya upaya dalam mengoptimalkan e-learning, mulai dari pembenahan/pengembangan model/sistem/aplikasi e-learning yang digunakan, penyelenggaraan pelatihan bagi pengajar/fasilitator pembelajaran, adanya dukungan teknis sistem e-learning, penyesuaian waktu pelaksanaan e-learning, dan perlu adanya penyesuaian dari pembelajaran konvensional menjadi pola pembelajaran e-learning.

Abstract

This article examines the implementation of Akidah Akhlak learning as a method of character education for students at MTs Nurul Hikmah Pasarkemis. The focus of this study is to identify how Akidah Akhlak learning can shape students' character in interactions with parents, teachers, and friends. This study uses a qualitative approach with a case study method, which involves data collection through interviews, observations, and documentation. The results of the study indicate that Akidah Akhlak learning has a positive impact on the formation of students' moral attitudes, such as mutual respect, discipline, and a sense of responsibility towards parents, teachers, and friends. In addition, the implementation of Akidah Akhlak also plays an important role in creating a harmonious school environment and supporting students' personal development. This learning motivates students to care more about the values ​​of goodness taught in religion and strengthens positive social interactions between students and their surroundings. Therefore, this study recommends that Akidah Akhlak learning be strengthened and prioritized in the education curriculum in schools, as an integral part of efforts to build students' character and morality continuously.

Abstract

Public officials as leaders who take care of the interests of many people are bound to have managerial abilities such as planning ability and mobilizing stakeholder ability to achieve organizational goals. This research aims to discover the influence of the ability to formulate plans and mobilize stakeholder in achieving performance targets for public officials in Indonesia. This research used a quantitative approach. The population was all public officials in Indonesia. The sample used was all participants of the Leadership Training in Puslatbang PKASN LAN in 2019. Multiple linear analysis was used to analyze the data. The dependent variable was Performance Target Achievement of Public Officials (PTKPP). The independent variable was Ability to Plan (KMP) and Ability to Mobilize Stakeholder (KMS). The results showed that the R2 value was 0.878. It means that 87.8% of the public official performance targets could be explained by planning and mobilizing stakeholder ability. It also showed that both variables had a positive and significant influence on the achievement of public officials’ performance targets. Further research needs to be conducted to measure and modelize various aspects related to the achievement of public officials’ performance targets beside two variables used in this research, such as human resources, budget, and facilities. Keywords: Public Officials, Planning, Mobilizing, Stakeholder, Performance Abstrak Pejabat publik sebagai seorang pemimpin yang mengurusi kepentingan orang banyak dituntut untuk memiliki kemampuan manajerial, seperti kemampuan menyusun perencanaan dan kemampuan memobilisasi stakeholder dalam rangka pencapaian target kinerjanya. Tujuan penelitian ini adalah untuk mengetahui bagaimana pengaruh kemampuan menyusun perencanaan dan memobilisasi stakeholder terhadap pencapaian target kinerja pejabat publik di Indonesia. Penelitian ini menggunakan pendekatan kuantitatif. Populasi dalam penelitian ini adalah seluruh pejabat publik di Indonesia. Sampel yang digunakan adalah seluruh peserta Pelatihan Kepemimpinan di Puslatbang PKASN LAN pada tahun 2019. Teknik analisis yang digunakan adalah analisis regresi linier berganda. Variabel dependen dalam penelitian ini adalah Pencapaian Target Kinerja Pejabat Publik (PTKPP). Variabel independen adalah Kemampuan Membuat Perencanaan (KMP) dan Kemampuan Memobilisasi Stakeholder (KMS). Hasil penelitian menunjukkan bahwa nilai determinasi (R2) sebesar 0,878 yang berarti bahwa sebesar 87,8% variasi pencapaian target kinerja pejabat publik di Indonesia dapat dijelaskan oleh kemampuan menyusun perencanaan dan kemampuan memobilisasi stakeholder. Hasil penelitian juga menunjukkan bahwa kedua variabel tersebut memiliki pengaruh positif dan siginifikan terhadap pencapaian target kinerja pejabat publik. Penelitian lanjutan perlu dilakukan dengan menambahkan beberapa variabel independen yang berkaitan dengan pencapaian target kinerja pejabat publik, seperti dukungan sumber daya manusia, anggaran, dan sarana dan prasarana.
