Abstract

Development in the land of Papua has been conducted by the government, both physical and non-physical development, but until now still we hear at various occasions about the statements as follows that the government failed to “ Indonesianize” the indigenous Papuans, or “Papuans ohave not felt as part of Indonesia”. Papua has been a part of the Unitary Sate of the Republic of Indonesia for 57 years, but in reality the expression of the above statement is happening and increasing in line with events lately. Of course the situasion is a huge question in ous minds : Why does it happen? The condition should be a torment with maturity and create corrections for improvement, especially a non-physical development approach that is assessed by various parties less concerned if not tobe said to ignore. Some approaches are intentionally expressed as input to local and central stakeholders or anyone living in the land of Papua. These approaches are the records of the task of a community servant, experience, obsevations in various places, discussions and from various references. Intergroup handling approach “ Migrants and indigenous Papuans”. Should prioritize “win-win”, The desired leadership of Papua natives, leadership with “Heart”, Anthropological approach according to local customs/wisdom begins with lifting/empowering what the indigenous Papuans have. Moreover, a religious massage of a pastor in the past uttered : “Whosoever work in this land faithfully, honestly, and lend-an-ear-to, then he will walk from one sign of wonder to others” (Izaak Samuel Kijne, 1947)

Abstract

The special autonomy policy, in additions to being associated with the aim of realizing the walfare of the community, is also to encouraged to promote a wider democratization and public service process, and also to strengthen the capacity and regional responsibility and resolving local problems with all the potential and creativity of region, which is also linked with the aim to maintain and strengthen the unitary State of the Republic of Indonesia. The meaning of “specificity” in the Papua Autonomy Act, contained 3 (three) main policies that constitute the spirit/soul of the Law, first : alignment to indigenous Papuans, creating/giving opportunities for self-development and placing them parallel/equal to other citizens in the frame of the unitary State of the Republic of Indonesia and the citizens of the word. Second : Protection of indigenous Papuans, = recognitions and legal protection of human rights and customery rights. Third : Empowerment of indigenous Papuans, = give the trust that is the manifestation they have: Community from Oriented (orientation to the real needs of local people); Community Based (based on rersources owned by local communities) and Community Managed (managed by local community from planning, implementation , control to the utilization of development outcomes). The remaining time of the implementation of OTSUS is the only 6 years long, it is the momentum to take the measures of strategy that should be taken by stakeholders both in the executive and legislative and cultural institution of indigenous Papuans. The time no longer to blame and feel right about OTSUS, the community will eventually give an assessment and give an answer to that we want to do, let us to do the best for society as our accountability on this blessed land.

Abstract

Regional autonomy has brought impact of the desire to split parts of themselves or in other words, broke away to become the new autonomous region. Regional expansion is not just happening at the provincial level, but also occurred in the district / city level. The number of Regency / City is far more than the number of provincial post-reform 1999. Regional expansion phenomenon was driven by several factors that support among the existing regulations already provide a tremendous opportunity for the proliferation of regional expansion proposals. The procedure is quite easy, and encouraged some of the motives of "hidden" from the local political elites and political elites at the national Regional Expansion has brought negative atupun positive implications for society, local government and central government. The implications of regional expansion, antaralain: social implications of political, social implications of economic, socio-cultural implications, implications for public services, and the implications for economic development.
