Abstract

Introduction: Kerosene to Liquified Petroleum Gas (LPG) conversion program as part of the Indonesian government's strategy to reduce kerosene subsidies and improve budget efficiency. Purposes of the Research: Analyze the imperfection of the implementation of the supply, distribution and pricing of liquified petroleum gas cylinders of 3 kilograms, especially related to price abuse by some business actors. Methods of the Research: The type of research in this paper is sociological legal research, which observes the characteristics of community behavior in a region in a certain aspect of social life. Results Originality of the Research: From the research results, three main points can be concluded. First, data analysis shows that there are still differences in the retail prices of 3 Kg LPG Gas, which exceed the Highest Retail Price (HET) set by the government. Furthermore, there are discrepancies in the distribution of 3 Kg LPG Gas to the poor, and sales to those who should not qualify. Despite regulations and sanctions, not all distributors comply with the rules. Second, inhibiting factors in the implementation of 3 Kg LPG Gas sales in Hutaraja Tinggi District, Padang Lawas Regency, involve limitations in human resources, lack of participation from the surrounding community, weak sanctions from the Department of Cooperatives, SMEs, Industry, and Trade of Padang Lawas Regency, lack of awareness from agents and officers, as well as infrastructure problems. Third, efforts that can be made by the Department of Cooperatives, SMEs, Industry, and Trade include coordination with relevant parties, such as distributors, retailers, and LPG gas agents, to ensure smooth distribution. Efforts to collaborate with relevant parties are expected to accelerate the distribution process and address potential obstacles in the field. Additionally, the department can monitor the stock of 3 kg LPG gas in the Hutaraja Tinggi District and monitor the distribution route to ensure the availability of gas evenly. Outreach and education programs for the community are also proposed to ensure the safe and efficient use of LPG gas. Supervision of prices and availability of LPG gas, opening of complaint channels for the public, and the use of information technology are also included in the proposed efforts. Furthermore, the department is expected to collaborate with private parties, including local traders or entrepreneurs, to support the distribution of LPG gas in the area.

Abstract

Salah satu aspek yang harus diperhatikan dalam struktur BPD adalah keterwakilan perempuan dalam hal memilih dan dipilih sesuai instruksi Permendagri dan Perda bahwa keanggotaan BPD harus di isi oleh minimal satu orang perempuan dan proses pemilihannya yang harus dilakukan di forum perempuan pula yang memiliki hak suara. Masalah pokok dalam penelitian ini adalah apakah praktek mengenai keterwakilan perempuan dalam hal memilih dan dipilih telah sesuai dengan aturan yuridis, Penelitian ini di latar belakangi oleh kenyataan bahwa di Desa Suka Jadi Kecamatan Kuala Cenaku Kabupaten Indragiri Hulu dari pemilihan anggota Badan Permusyawaratan Desa (BPD) Keterwakilan Perempuan di Desa Suka Jadi tidak di lakukan di forum perempuan yang hanya di lakukan di forum laki-laki nampaknya memang sudah menjadi kebiasaan dari setiap periodesasi. Mengapa praktek tersebut terjadi, hal tersebutlah yang mendorong dilakukan penelitian ini. Penelitian ini tergolongan penelitian hukum sosiologis. yaitu penelitian yang hendak melihat korelasi antara hukum dan masyarakat dengan adanya kesenjangan antara dass sollen dan das sein. Sedangkan dilihat dari sifatnya, penelitian ini bersifat menggambarkan dari suatu kenyataan secara lengkap, rinci, dan jelas. Penelitian ini dilakukan di wilayah Desa Suka Jadi Kecamatan Kuala Cenaku Kabupaten Indragiri Hulu, sedangkan populasi dan sampel adalah Kepala Desa, Sekretaris Desa, Tokoh Masyarakat Perempuan, Ketua BPD, Ketua Panitia Pemilihan. Sumber data yang digunakan ialah dari data primer, data sekunder dan data tersier dengan teknik pengumpulan data dengan cara melalui wawancara dan kajian kepustakaan. Dari hasil penelitian, ada tiga hal pokok yang dapat yang dapat disimpulkan. Pertama, Mekanisme Pemilihan Anggota BPD Keterwakilan Perempuan Berdasarkan Perda Kabupaten Indragiri Hulu Nomor 3 Tahun 2019 Tentang Badan Permusyawaratan Desa memiliki tahapan yang pertama pemberitahuan berakhirnya masa keanggotaan BPD, pembentukan panitia pemilihan anggota BPD, penjaringan bakal calon anggota BPD Keterwakilan Perempuan, penyaringan dan penetapan calon anggota BPD keterwakilan perempuan. Kedua, Pemilihan BPD Keterwakilan Perempuan di Desa Suka Jadi tidak sesuai dengan Peraturan Daerah Kabupaten Indragiri Hulu Nomor 03 tahun 2019 tentang Badan Permusyawaratan Desa yang dalam teknisnya diatur dalam Perbup Nomor 89 tahun 2019, ketidaksesuaian tersebut terletak pada Tahapan Pemungutan Suara, pada kenyataannya di Desa Suka Jadi efektivitas hukum tidak ditaati yang mana dalam pada pemilihan BPD Keterwakilan perempuan tidak melibatkan forum-forum perempuan dalam pemilihan BPD keterwakilan perempuan. Ketiga, Kendala dalam mekanisme pemilihan anggota BPD keterwakilan perempuan di Desa Suka Jadi Tahun 2020 masih dijumpai adalah Pertama, Kurangnya Sosialisasi, Kebingungan dalam menentukan penetapan wilayah, Kurangnya partisipasi dari warga sekitar, Pendaftaran Bakal Calon Anggota BPD Keterwakilan Perempuan hampir semua bakal calon mendaftarkan diri di menit-menit terakhir.

Abstract

This research delves into the critical role of women within the Village Consultative Body in Siak, Indonesia, with the aim of bolstering their involvement in local community empowerment endeavors. Employing a comprehensive sociological-legal research approach and drawing from a diverse array of data sources—ranging from primary field research to secondary and tertiary literature—the study offers profound insights into the multifaceted dynamics of women's roles within these bodies. Despite strides made in recent years towards gender equality, the study reveals persistent limitations hindering women's full participation in the Village Consultative Body. Cultural norms, deeply ingrained in societal structures, often perpetuate traditional gender roles, constraining women's agency in decision-making processes. Additionally, disparities in education levels and limited access to resources further marginalize women's involvement. However, amidst these challenges, the study illuminates the invaluable contributions of women to community development within the Village Consultative Body. Their participation not only brings diverse perspectives to the decision-making table but also fosters the development of better human resources within the community. In light of these findings, the study advocates for concerted efforts to bolster women's engagement in local governance structures. This includes initiatives aimed at challenging and reshaping entrenched cultural norms that inhibit women's agency, as well as addressing systemic barriers to education and resource access. Furthermore, recognizing the vital role of women in community development, the study underscores the need for targeted interventions to support and empower women within the Village Consultative Body. In conclusion, the research underscores the imperative of addressing the multifaceted challenges faced by women in their pursuit of equality and active participation in local developmental processes. By fostering an environment that values and amplifies women's voices and contributions, local governance structures can become more inclusive, responsive, and effective in addressing the diverse needs of their communities.
