Abstract

This study aims to analyze the implementation of the policy for issuing the Surat Keterangan Tidak Mampu (SKTM) at the Rukun Tetangga (RT) level in Palangka Village, Jekan Raya District, Palangka Raya City, with a focus on RT. 007, Borneo Street. The Surat Keterangan Tidak Mampu (SKTM) is an official document issued by the local government (RT, village, or district) that certifies an individual or family as economically disadvantaged. This document is commonly required by the community to access social assistance or public services. The process of obtaining the SKTM, however, often faces challenges, such as a lack of understanding among the community about the procedure, limited resources available to the RT officers, and the potential for misuse of the document if verification is not properly conducted. The research uses a qualitative approach with techniques such as interviews, observation, and document.

Abstract

Computer Network Engineering or commonly abbreviated as TKJ is a major in SMK that studies how to assemble computers, basic networks, and hardware components that are in computers. Apart from that, as a TKJ major, you will also learn how to install operating systems (OS), handle problems related to personal computers (PCs), create Local Area Networks (LAN) networks, design websites, and much more. prepare to be able to install computer networks, both computer networks within homes, offices, between offices, between cities, and between countries. FYI, every company needs a computer network. Usually, companies use a LAN-type computer network that functions to connect one computer to another. The result of this PKM activity is an increase in skills and knowledge in using Information Technology such as the application of computer networks to support competency exam activities

Abstract

The aim of the research is to describe and analyze the factors inhibiting the implementation of Regional Regulation Number 16 of 2000 concerning Prohibition, Supervision, Controlling the Distribution and Sale of Alcoholic Drinks in the City of Balikpapan.  This research uses a qualitative approach to describe the problems and research focus. Based on the results of research related to the Evaluation of Balikpapan City Regional Regulation Number 16 of 2000 concerning Prohibition, Supervision, Control, Distribution and Sale of Alcoholic Drinks in Balikpapan City, it can be concluded that the effectiveness of implementation is still hampered by weak law enforcement and illegal practices that are still widespread, the efficiency of implementation requires a more adequate budget allocation and better cooperation between related parties, the scope of the regulations is still being debated by various parties, especially regarding the fundamental value of law and the relevance of the Regional Regulations, the fairness of the implementation of the Regional Regulations needs to be improved to avoid injustice towards business actors outside the area of star hotels in accordance with Rawls' principles of justice, responsiveness of government and society are important to ensure compliance with regulations, and the accuracy of regional regulations requires revision and evaluation through strong public participation to achieve the desired goals. Overall, collaboration between the government, police, business actors and the community is key in facing challenges and increasing the effectiveness of regulations regarding alcoholic drinks in Balikpapan City.

Abstract

This study aims to analyze cross-cultural advertising in Southeast Asia (SEA) between 2019 and 2024, with particular attention to market growth, digital engagement, and cultural adaptation strategies that influence advertising effectiveness. A mixed qualitative-quantitative approach was employed, relying on secondary data from Mordor Intelligence, EMARKETER, and Campaign Asia. Theoretical frameworks from Hofstede’s cultural dimensions, Hall’s high/low context theory, and postcolonial perspectives were applied to interpret advertising practices. Findings indicate that campaigns integrating local languages, regional influencers, and visual storytelling outperform standardized global content. Mobile-first strategies aligned with cultural values increase engagement, while high-context communication enhances message retention. Personalized mobile content and culturally embedded apps strengthen consumer trust and loyalty. The study concludes that cultural adaptation is essential for effective advertising in SEA. Inclusive and culturally attuned strategies foster stronger brand loyalty and higher conversion rates. The insights provide practical guidance for marketers operating in the region’s competitive and diverse digital markets.
