Abstract

Capacity building of local government apparatus is a strategic step in facing increasingly complex public service challenges. A competent and professional apparatus is needed to support responsive, transparent, and quality services. This research aims to explore strategies to increase the capacity of the apparatus through training approaches, bureaucratic reform, utilisation of information and communication technology, and multi-stakeholder collaboration. The research method used is qualitative with a descriptive approach, involving in-depth interviews, documentation studies, and observation. The results show that competency-based training programmes, adaptive bureaucratic reforms, digital infrastructure development, and participatory approaches are key factors in improving apparatus capacity. However, challenges such as budget constraints, resistance to change, and competency gaps between agencies are still obstacles that need to be overcome. This study recommends the importance of consistent policy support, strengthening cross-sectoral cooperation, and periodic evaluation to ensure the sustainability of the apparatus capacity building programme. With the right strategy, it is expected that optimal public services and good governance can be achieved.

Abstract

Classic problems in public services such as complicated procedures and low user satisfaction require a strategy update that is oriented to the needs of the community. This study aims to formulate a strategy for developing user-based public services at the Population and Civil Registration Office of Sintang Regency through a qualitative approach. Using in-depth interviews and document studies, this study found that bureaucratic reform and organizational culture have a significant influence on service quality. Implementation of the values of service ethics, accountability, and public responsibility are key factors. Public service development strategies will be effective if they are designed integratively-involving organizational structure, technology, human resources, and institutional values together. Service strategies cannot stand alone without the support of cross-field coordination, simplification of regulations, and data-based evaluation. The conclusion confirms that the success of public service development lies in changing the work culture of the apparatus that focuses on user satisfaction and procedural efficiency. It is expected that service providers can develop a roadmap, increase human resource capacity, strengthen participatory evaluation systems, develop user-friendly digital applications, simplify service structures and procedures adaptively, instill a work culture of public services, increase public digital literacy, ensure the sustainability of service innovation.

Abstract

This study analyses the factors that influence the improvement of apparatus capacity in the digital era at the Sintang Regency Regional Secretariat through a qualitative approach with an interpretative framework. Digital transformation in bureaucracy is understood not only as the application of technology, but as a social and institutional process that involves changes in competence, policy, organisational culture, leadership, and supporting infrastructure. The results show that the digital competence of the apparatus is the most dominant factor, which includes technical skills, data literacy, and adaptation to technology-based work systems. However, the level of competence is still uneven across departments. The results show that the effectiveness of capacity building is greatly influenced by human resource development policies that are integrated with the digital transformation agenda, an organisational culture that supports innovation, and visionary and transformational leadership. On the other hand, the availability and equitable distribution of information technology infrastructure are key prerequisites for the optimal use of technology by civil servants. These factors interact with each other and determine the success of capacity building in the context of government digitalisation. This study concludes that increasing the capacity of state apparatus in the digital era requires a holistic approach that integrates individual competencies, organisational policies, bureaucratic culture, leadership, and technological infrastructure. Without comprehensive integration, digital transformation has the potential to produce partial and unsustainable impacts. These findings contribute theoretically to the development of public administration studies and have practical implications for the formulation of strategies to strengthen the civil service in the digital age. It is hoped that increasing the capacity of the civil service in the digital era at the Sintang Regency Secretariat can only be achieved effectively if all supporting elements of individual competencies, organisational policies, bureaucratic culture and leadership, and technological infrastructure are strengthened simultaneously and in an integrated manner, so that they can become a strategic basis for directing the digital transformation of government towards adaptive, innovative and sustainable governance.
