Abstract

Implementasi kebijakan adalah metode agar sebuah kebijakan dapat mencapai tujuannya. Disahkannya Undang-undang Nomor 23 Tahun 2014 tentang Pemerintah Daerah maka terjadi peralihan dalam pengelolaan yang berhubungan dengan bidang pendidikan menengah. UU Nomor 23 Tahun 2014 mengamanatkan bahwa kewenangan pengelolaan Pendidikan menengah atas yang sebelumnya dikelola oleh kabupaten/kota diserahkan ke pemerintah provinsi. Berdasarkan data dilapangan, menunjukkan indikasi belum optimalnya implementasi kebijakan pengalihan kewenangan pendidikan menengah atas ke Pemerintah Provinsi di Sumatera Barat. Tujuan penelitian untuk menjelaskan implementasi kebijakan pengalihan kewenangan pendidikan menengah atas ke Pemerintah Provinsi di Sumatera Barat. Penelitian ini menggunakan metode penelotian deskriptif kuantitatif, dengan pendekatan survei. Hasil dari penelitian ini sesuai dengan teori Edward C III bahwa implementasi kebijakan pengalihan kewenangan pendidikan menengah atas ke Pemerintah Provinsi dipengaruhi oleh empat faktor, yaitu komunikasi, sumber daya, sikap pelaksana, dan struktur birokrasi. Hasil penelitian menyatakan bahwa variabel komunikasi, sumber daya, sikap pelaksana, dan struktur birokrasi berhubungan positif dan signifikan terhadap implementasi kebijakan pengalihan kewenangan pendidikan menengah dari Pemerintah Kabupaten atau Kota ke Pemerintah Provinsi di Provinsi Sumatera Barat. Begitu juga secara parsial ditemukan bahwa variabel-variabel tersebut berhubungan positif dan signifikan terhadap implementasi kebijakan pengalihan kewenangan pendidikan menengah dari Pemerintah Kabupaten/Kota ke Pemerintah Provinsi di provinsi Sumatera Barat

Abstract

Evaluation Policy implementation is a process to see how the process of implementing a policy has been implemented or to see whether the process of implementing a policy has been implemented in accordance with predetermined technical or implementation instructions. One of the programs from the government is the BOS program. The background of the BOS program was the increase in fuel prices which resulted in a decrease in people's purchasing power which had a negative impact on poor people's access to Nine Years of Basic Education. This study finds out about the evaluation of the implementation of the school operational assistance program in the state primary school education unit 2019-2020 in Lubuk Basung sub-district. This research uses implementation evaluation theory according to Grindle. This research uses a qualitative approach with a descriptive type. The selection of informants was carried out by using purposive sampling technique. Meanwhile, data analysis was carried out ethically and emotionally. Based on the results of the research that has been carried out, the researcher draws the conclusion that the evaluation of the implementation of the school operational assistance program in the 2019-2020 public elementary school education unit in Lubuk Basung sub-district has been carried out well even

Abstract

As an archipelagic nation, Indonesia is highly vulnerable to natural disasters, both geological and hydrometeorological, making the need for post-disaster policies particularly urgent. Post-disaster rehabilitation and reconstruction go beyond rebuilding physical infrastructure; they also encompass social, economic, and psychological recovery, as well as aspects of sustainable development. However, in practice, post-disaster policies are often mired in project-based political interests, with funding allocation, aid distribution, and prioritization of recovery areas influenced by electoral agendas and political patronage. This shifts policy orientation from meeting the needs of survivors to elite legitimacy, potentially leading to unfair distribution of benefits and marginalization of vulnerable groups. Furthermore, private sector involvement in the reconstruction process is often tainted by short-term economic interests that neglect the humanitarian dimension. Bureaucratic fragmentation, overlapping authority, and weak coordination mechanisms further undermine the effectiveness of recovery policies. These conditions demonstrate that post-disaster policies are not a neutral space, but rather a political arena rife with competing interests. Therefore, principles of good governance such as transparency, accountability, public participation, and independent oversight must be foundational to implementation. This research uses a qualitative approach with a literature review method to examine the dynamics of project politics and public interest in post-disaster policies. The literature analysis allows for the identification of patterns of policy distortion as well as opportunities for governance reform. Thus, this study seeks to provide theoretical and practical contributions to formulating more equitable, inclusive, and sustainable post-disaster policies.

Abstract

This research aims to analyze the role of public policy innovation in accelerating climate change mitigation efforts through adaptive and participatory policy approaches. Using systematic literature review methods and comparative policy analysis, the research examines various innovative practices implemented at the national and local levels, such as market-based instruments, green regulations, and multi‐actor collaboration. The results of the analysis show that public policy innovations that integrate low-carbon technologies, economic incentive mechanisms, and collaborative governance are able to strengthen the effectiveness of mitigation strategies, reduce greenhouse gas emissions, and increase environmental resilience. These findings confirm that the success of accelerating climate change mitigation is greatly influenced by the government's capacity to create policies that are flexible, data-driven, and oriented towards long-term sustainability. The study makes a theoretical contribution by broadening the understanding of the relationship between policy innovation and climate action, while providing practical recommendations for policymakers to adopt innovative approaches that are responsive to social, economic, and ecological dynamics.
