Abstract

The national development of the Unitary State of the Republic of Indonesia (NKRI) aims to realize equal distribution of people's welfare throughout the region, including border areas where until now there are still problems related to welfare. The border area essentially has a very vital and strategic meaning, at least when viewed from 3 (three) points of view, namely: defense-security, economic-trade, and socio-cultural. Therefore, a strategy is needed to improve the security of border areas according to the social perspective of development. This study used qualitative descriptive method, with data collection using interviews, observation, and documentation. Data analysis techniques use triangulation. This research shows that the strategy that can be carried out by the Indonesian government in overcoming problems in order to improve border area security according to the social perspective of border development of the Republic of Indonesia (RI) – Democratic Republic of Timor Leste (RDTL) in Atambua, Belu Regency, East Nusa Tenggara Province, among others, through Economic Development, Infrastructure, Human Resource Development, Social Welfare Programs, Diplomacy and Regional Cooperation, Community Empowerment, Cultural and Social Security, Law Enforcement, and Social Security.

Abstract

Pelayanan merupakan salah satu tugas dan fungsi dari profesi Aparatur Sipil Negara (ASN), sebagai abdi negara dan abdi masyarakat ASN memiliki beberapa tugas pokok dan fungsi, salah satunya yakni pelayanan publik. Sejak awal tahun 2021 tepatnya pada bulan Maret Indonesia mulai memasuki fase waspada terhadap pandemi Coronavirus Disease (COVID-19) sehingga menyebabkan perubahan besar-besaran pada seluruh segmen kehidupan. Kota Bandung merupakan Ibu Kota Provinsi Jawa Barat yang tidak luput dari dampak penularan Covid-19, tentunya hal ini menimbulkan perubahan dalam pola interaksi sosial warga masyarakatnya. Dimasa Pandemi Covid-19 sektor Pelayanan Publik utamanya dalam kepengurusan Administrasi Kependudukan di Dinas Kependudukan dan Catatan Sipil Kota Bandung juga mengalami beberapa perubahan yang awalnya melakukan pelayanan langsung (Offline) sekarang dengan adanya dampak Pademi Covid-19 ini tidak sedikit yang kemudian melakukan pelayanan secara tidak langsung atau via daring (Online). Metode penelitian yang digunakan oleh penulis yakni jenis penelitian deskriptif dengan pendekatan kualitatif. Analisis data yang digunakan dalam penelitian ini yaitu Analisis Data Model Miles dan Huberman. Kesimpulan dalam penelitian ini dapat dilihat dari lima dimensi yang penulis gunakan untuk mengukur kualitas pelayanan Administrasi Kependudukan, yaitu dari hasil rata-rata persentase kelima dimensi kualitas jasa menurut Parasuraman et al., (1988), dapat dikatakan bahwa kualitas pelayanan di Dinas Kependudukan dan Catatan Sipil Kota Bandung bekualitas. Meskipun pada dimensi Tangibles (kenampakan fisik) dan Responsiveness (daya tanggap) masih terdapat respon negatif dari masyarakat. Namun tiga dimensi lainnya, yaitu Reability (kehandalan), Assurance (jaminan) dan Emphaty (empati) mendapat respon yang positif dari masyarakat.

Abstract

Service is one of the duties and functions of the profession of the State Civil Servant (ASN), as a state servant and ASN community servant has several main tasks and functions, one of which is public service. Public services become the main face of the Government as the organizer of bureaucracy, good or bad public services from the Government will get a direct assessment by the public as consumers of public services. The Institute of Government of Home Affairs (IPDN) as one of the government agencies to made ASN cadres of Home Affairs government creates a public service innovation through the Smart Campus Data Base (SCDB) application as one of the containers of public services today and services for IPDN academic community interns. SCDB application is the provision of the latest data or databases and electronic information that is integrated online and can be easily accessed in general, especially by the academic community to obtain data and information about IPDN. The research method used is a descriptive type Qualitative research method. The existence of technological changes in the industrial era 4.0 is getting faster, to be able to keep up with the development of this technology IPDN must have a database where all data or information related to IPDN can be accessed directly through SCDB, the constraints in the human resources admin data manager from each unit/part in IPDN, especially in the field of informatics engineering as the person in charge of data input, IPDN needs for good cooperation for the integration of data in IPDN can run optimally to provide smoothness of the general public and academic community in accessing various information needed through the Smart Campus Data Base (SCDB) Application.
