Abstract

The Waste Bank is an effort to control pollution in the Citarum River. The development of the program needs to be monitored to see its sustainability. This study aims to examine the development of the Waste Bank around the Citarum River, in this case in the Bojongsoang and Dayeuhkolot Districts. The research method used a survey of the waste banks in the two districts. The research subject is the management of each Waste Bank. The results show that until 2018 there is a tendency for the number of Waste Banks to increase. However, the number of Waste Banks has decreased since 2019, even the number of Waste Banks in only one location is active in 2020.

Abstract

The transformation of public governance through digitalization has positioned e-Procurement as a key component in the implementation of e-Government. As a technology-based procurement system, e-Procurement not only enhances procurement efficiency and effectiveness but also strengthens public accountability and transparency. This study aims to map the global scholarly development and dynamics of e-Procurement using a bibliometric approach. The data were drawn from 1,322 scientific publications indexed in the Scopus database during the period 2010–2024 and analyzed using VOSviewer software. The analysis identified five main thematic clusters reflecting the evolution of research directions: digital business efficiency, transparent governance, utilization of data analytics and artificial intelligence, challenges in technology adoption, and the integration of digital innovations such as blockchain. The findings reveal a shift in research focus from technical aspects toward strategic technological integration and multidisciplinary approaches. This study concludes that e-Procurement has evolved into an instrument of digital governance reform that is adaptive, innovative, and collaborative. Therefore, strengthening institutional capacity, enhancing cross-sector and cross-country synergy, and developing data-driven policies are essential to support sustainable and inclusive e-Procurement implementation. Abstract

The government holds the responsibility of delivering public services that are effective, efficient, and adaptive to contemporary developments. The utilization of information and communication technology (ICT) has given rise to the practice of digital government. Bogor City is among the regions that have implemented digital service transformation through the Pakuan Prima platform, managed by the Department of Population and Civil Registration (Disdukcapil). This study aims to analyze the implementation of digital governance transformation through Pakuan Prima services and to examine the extent to which the principles of agile governance are reflected in its practice. A quantitative approach was employed using a survey method, involving 100 respondents drawn from a total population of 9,670 users. Data were analyzed using Structural Equation Modeling–Partial Least Square (SEM-PLS). The findings reveal that digital governance transformation through Pakuan Prima achieved an average score of 4.09 (categorized as good), the e-services variable scored 4.22 (very good), while the agile governance variable recorded 4.04 (good). Statistically, digital governance transformation has a significant effect on e-services, e-services significantly influence agile governance, and digital governance transformation indirectly impacts agile governance through e-services. These results underscore that the implementation of digital transformation enhances the quality of public services and supports a form of governance that is more agile, responsive, and citizen-oriented.
