Abstract

 AbstrakDesa Tanah Merah merupakan desa yang terletak di Kecamatan Kupang Tengah, Kabupaten Kupang, Nusa Tenggara Timur. Desa ini secara administratif berbatasan dengan desa Laut, Selatan berbatasan dengan desa Oelpuah, Timur berbatasan dengan desa Oebelo dan Barat berbatasan dengan desa Noelbaki. Jarak desa Tanah Merah dengan Ibu kota Kabupaten Kupang sebagai pusat pemerintahan kurang lebih 20 km. Sementara itu jarak desa Tanah Merah dengan Universitas Nusa Cendana sebagai tempat kerja pelaku kegiatan Pengabdian Kepada Masyarakat 11 km.  Kegiatan sosialisasi dilakukan di Desa Tanah Merah karena di desa ini sering terjadi konflik yang melibatkan antar-warga Tanah Merah dan Oebelo. Ini disebabkan masih adanya dikotomi warga baru (eks Tim-tim) dan warga lokal yang menggiring mereka untuk untuk saling mempertahankan klaim baik itu menyangkut identitas, ras, status tanah maupun tempat tinggal. Itulah sebabnya masyarakat di desa tersebut harus difasilitasi termasuk diedukasi terkait konflik, penyebab konflik, dampak dan solusi atas konflik agar tidak terus-menerus terjadi jurang pemisah antara yang disebut sebagai warga baru dan juga warga lokal. Dikotomi ini sangat penting diitervensi antara lain dengan edukasi dan penanaman kesadaran untuk membangun satu kesamaan identitas kolektif sebagai sesama warga Kabupaten Kupang dan merupakan bagian dari NKRI. Kata kunci: konflik, faktor penyebab konflik, solusi atas konflik; desa

Abstract

The politicization of the bureaucracy cannot be separated from its mutualism character. Regional heads need electoral nutrition from ASN to win their political machine, while ASN needs political networks and closeness to power to build a career in the bureaucracy. This phenomenon will only destroy impartiality, thicken discrimination and KKN-ism in public services, shackle politics in a political remuneration cage and, no less important, reduce the value of democracy. This study method uses a qualitative method, where data is obtained using a literature review. The literature exploration in this study uses data and information sources related to the neutrality of ASN in the context of local elections in various regions and its implications for bureaucracy and democracy. Then the data is classified and analyzed.The results of the study concluded that the principle of ASN neutrality must be a fixed price, especially in the 2020 Regional Election. The ASN Commission as a partner of Bawaslu and the institution was given the authority to supervise ASN neutrality must be proactive, objectively following up on findings of violations in the field. Therefore, there is no reason for the Civil Service Officer (PPK) (regent/mayor/governor) not to impose strict sanctions on a number of ASN Commission recommendations regarding violations of ASN neutrality. The firmness of PPK in imposing sanctions will greatly help minimize “naughty” ASN.

Abstract

ABSTRACTLand conflicts in Indonesia occur in various forms such as land grabbing, unilateral claims, land border issues, and so on. In East Flores Regency (Flotim), East Nusa Tenggara, land conflicts always attract public attention, such as the conflict between PT. Rerolara with the Pulurera Village community in 2019. The conflict was triggered by the issue of the termination of the Hak Guna Usaha (HGU) contract and the abandonment of land by PT. Rerolara so that the people of Pululara Village claim the land is included in Pululara's ulayat rights. However, this action was opposed by PT. Rerolara and several tribes holding ulayat rights have triggered social instability which has led to civil war between residents. Conflicts in Pulurera Village are classified into three types (trilogy) of conflict: data conflicts, conflicts of interest, and relationship conflicts. Ironically again, a compromise point is difficult to create because the arena of conflict does not only involve institutions that are diametrically in conflict (PT Rerolara and the Tukan Tribe Village community) but several ethnic groups (in Boru Village, Nawokote Village) are also affiliated with PT Rerolara so that it seems that there is an intention legitimize the continuation of conflict and land ownership claims in the name of the community's sovereign rights. Keywords: conflict trilogy, customary land, local community, Rerolara, Ulayat

Abstract

This research seeks to see and decrypt the extent to which the implementation of coastal communityempowerment programs in Kupang regency has an impact on community empowerment and welfare.Based on the variables of planning, implementation, utilization of programs and monitoring andevaluation, resulting in the findings that support for PEMP program is moderate. The obstacles tothe implementation of PEMP are the lack of community resources in the implementation of theprogram and the lack of effectiveness in the technical program manager performance. This hasimplications for the weak impact of PEMP program policy in a broader way for the economy andcommunity empowerment of Kupang Regency. Keywords: Policy Implementation, Community Empowerment

Abstract

The Covid-19 pandemic which is still hitting various regions in the world, including Indonesia, has encouraged the government to immediately innovate and change policies and provide better public services for the benefit of society at large. besides that, because in the last two decades, the era of the industrial revolution 4.0 has entered, which demands the advancement of data and information systems, including in the public sector. This period gave the government a momentum to increase innovation to improve this sector. This is very complex so that and covers very broad aspects, this process experiences various obstacles and is encouraged to go through this towards adaptation to new habits or better known as the new normal era. This study uses a qualitative method with a descriptive-analytical method. This research shows a best practice in which the Kupang City Government (Pemkot) has carried out various innovations in public sector services such as the use of the SIMPEL application at the Civil Registry Population Service (DISDUKCAPIL) and SIPINTAR at the One-Stop Investment and Services Service (DPMPTSP) Kupang City as well as the QLUE application at the Kupang City Government. This innovation is able to provide a breakthrough in the process of providing public services which must still be carried out in the midst of a pandemic situation which necessitates ASN having to do Work from Home (WFH) and Work from Office (WFO). Even so, there are still several obstacles that need to be considered, especially by the Municipal Government of Kupang.

Abstract

The extension of the village head's term of office from 6 years to 9 years as a result of the revision of Law Number 6 of 2014 concerning Villages in Article 39, cannot be separated from the influence of compromises or political transaction relations between politicians in the DPR and village heads related to the 2024 Election. this is to analyze the decision to extend the term of office of the village head, beyond simply articulating the normative wishes of the village heads, namely as a threat to village democratization. The study method is qualitative, through literature studies, explored using data and information sources related to the extension of the position of the village head through the ratification of the revision of Law No. 6 of 2014 concerning Villages in the context of electoral interests in the 2024 elections and threats to village democratization. Then the data is classified and analyzed. The results of the study concluded that the extension of the village head's term of office to 9 years has the potential to threaten village democratization because it has implications for the tendency to abuse power, one of which is with village funds as the object, there is a saturation of the political psychology of the community, and the circulation of village leadership is jammed due to the increasing narrowing of the people's political evaluation space against the village head.

Abstract

The aim of this research is to determine the role of local government in preserving historical sites in order to optimize local revenue and what factors hinder the preservation of Taman Renungan Bung Karno as a historical site in Ende Regency. This type of research is descriptive with a qualitative approach. The results of the research show that the role of local government in preserving historical sites at Taman Renungan Bung Karno in the aspects of motivator, facilitator and dynamist has not been carried out effectively. The government must be more active in carrying out innovations in promoting tourism and disseminating information regarding the Bung Karno Reflection Park through outreach activities and seminars. The government also needs to provide supporting infrastructure such as bathrooms/toilets which are vital tourist needs, repair damaged park facilities, including tightening supervision in the park.

Abstract

This study was conducted to determine the negotiation strategy of the Madiun City government in the process of relocating street vendors. The government also uses good methods in this relocation process so that the relocation process can run well. This type of qualitative descriptive research uses data analysis techniques by conducting interviews, observations, and documentation by identifying, assessing, and understanding how the form of negotiations carried out by the Madiun city government in the process of relocating street vendors on Jl Dr Soetomo to Jl Rimba Dharma. The results of this study show that the negotiation strategy used by the Madiun City Government is a Win-win Strategy. In this case, the street vendors get benefits, namely: in preparing a place before the relocation process, the government has facilitated a place for street vendors by not charging a penny and making Rimba Dharma one of the culinary centres in Madiun. The benefits obtained by the Government, namely: traffic becomes smooth, flattens the city crowd, the city, and the economy in the city of Madiun.

Abstract

Villages, as the smallest communities, have not escaped the flood of communication technology or what is known as the global village. Demands for change that challenge physical mobility, ideas, methods and ways of working that are faster, more innovative, more effective and efficient force villages to speed up their adaptation. This article aims to describe the innovative steps taken by the Head of Hadakewa Village. This qualitative descriptive research is based on case studies where quantitative and qualitative data are collected from various sources of information and their derivatives, either through direct observation, research or enrichment studies through information from books, journals, electronic media and other relevant reading sources. The results of this research show that the village head is able to innovate by digitalizing the management of the village's superior potential (tourism and fisheries), involving the participation of the community, regional and central government and the private sector. The synergy of this innovation ecosystem is important to be adopted by other villages in Indonesia as an innovative strategy to create prosperous villages.
