Abstract

Istora Gelora Bung Karno (sebelumnya dikenal sebagai Istora Senayan) merupakan sebuah stadion indoor dengan kapasitas 7.180 kursi yang digunakan untuk berbagai acara olahraga dan kegiatan publik lainnya. Sebagai fasilitas dengan kapasitas besar, sistem evakuasi yang efektif sangat penting untuk memastikan keselamatan pengunjung, terutama dalam kondisi darurat. Tragedi yang terjadi di Stadion Kanjuruhan, Malang, yang menyebabkan banyaknya korban jiwa akibat kekacauan dalam proses evakuasi, menyoroti pentingnya perencanaan evakuasi yang tepat di fasilitas olahraga. Penelitian ini bertujuan untuk mengkaji jalur dan waktu evakuasi penonton di Gedung Istora Senayan, Jakarta, dengan menggunakan metode observasi lapangan dan simulasi aplikasi Pathfinder. Hasil observasi menunjukkan bahwa sebagian besar sarana evakuasi telah memenuhi standar yang berlaku, meskipun masih ada beberapa isu terkait perawatan material. Sementara itu, hasil simulasi menunjukkan bahwa waktu evakuasi di Gedung Istora belum memenuhi standar waktu evakuasi yang ditetapkan. Penelitian ini menggunakan analisis deskriptif naratif untuk menggambarkan hasil simulasi dan observasi. Temuan penelitian ini diharapkan dapat menjadi bahan evaluasi untuk perbaikan sistem evakuasi yang lebih efektif, guna mengurangi risiko korban jiwa dalam kondisi darurat pada fasilitas olahraga dan gedung publik lainnya.

Abstract

This research is intended to find out and analyze the signing of authentic deeds which were done briefly with/or not reading the deed outside the Notary's office hours and also to find out and analyze the validity of deeds whose signing was done briefly with/or not reading the deed outside of hours notary office. This research uses a normative juridical approach, namely solving facts that constitute legal problems. Research that discusses problems is based on statutory regulations or literature related to these problems. The approach used in this research is a statutory approach and a conceptual approach. This research uses 2 (two) theories, namely the theory of authority and the theory of legal certainty. Problems occur when the Notary is negligent or underestimates the signing process which without realizing it can have legal impacts on the Notary and/or the parties binding themselves in the Deed. Notaries are given the authority by attribution to make authentic deeds and read the deed before it is signed by the presenters. The main purpose of reading the deed is to make corrections and clarifications to the deed made to provide legal certainty to the parties.Keywords: Deed; Notary; Signing; Working.

Abstract

PT. XYZ is one of the companies engaged in the palm oil processing industry which often experiences high occupational accident caused by an inadequate K3 management system (SMK3), this case if left unchecked can be detrimental to the company decreased productivity as well as material losses. Costs that must be incurred by the company for each work accident case that occurs are quite large, namely RP. 59.555.539.00 in 2018. By looking at potential hazard and handling work accidents that have not been going well, this company requires hazard identification assessment of risk and Opportunities (HIARO) is one of the latest methods based on ISO 45001. The concept of HIARO takes into account the management of work, social factors (including workload, work hours) leadership, culture in the organization. The result of the study using the HIARO method of the sterilizer station after data processing for January-December 2018 total accident of 34 cases, for a total Frequency Rate value of 1167,56, for the value of Severity Rate of losses workdays of 26 days in 2018, for a total Severity Rate of 0,94. For Boiler station the total accident is 32 case, for a total Frequency Rate value of 995,86, for the value of Severity Rate of lost workdays is 42 days in 2018, for a total Severity Rate of 1,5. This figure shows that K3 Management is not good, so the writer gives a proposal that is to provide special PPE for Sterilizer and Boiler stations such as, Earplug, Handy Talkie, Heat Resistant Glove, Coverall Nomex, Doing Five Minute For Safety.
