Abstract

Community empowerment has ample opportunity for accomplishment in the decentralization era and through the implementation of regional and special autonomy in Papua. This research analyzes the influence of community empowerment on community participation in village development in the Jayapura Regency and establishes a model for community empowerment and participation in regional development, using the quantitative approach. Primary data is collected from respondents through questionnaires, interview guides, and on-site observation. Respondents are chosen using the cluster sampling technique (with two or more respondents) to determine sample areas (districts and villages), and respondents from sample villages are chosen using the proportional random sampling technique. Field data is processed and analyzed using the structural path analysis technique and the qualitative-descriptive analysis. According to research findings: (1) participation in village development is influenced by community empowerment, which is shaped by conducive situation, community capacity, and community protection (2) the participatory dimensions in village development are planning, implementation, utilization, and maintenance, and evaluation is partially determined by the significant influence from conducive situation and community capacity. It is our hope that this review on community empowerment and participation in development can contribute to transforming community members into the main agents of development, therefore leading to a development that is “from, by, and for” the community.

Abstract

This study aims to reconstruct a model of strengthening social capital to expand opportunities for employment for Papuans, which have been difficult to obtain in Manokwari District. The approach used is grounded theory based on phenomena by applying it in the form of concepts, categories and propositions as a means of construction, reconstruction and elaboration in a social process, with a constructivism paradigm model and emphasizing more on the emic approach. Methods of observation, interviews and documentation. The main instrument is the researcher himself with the help of: a tape recorder notebook, and a camera. The validity of the data was tested using the technique, source, and time triangulation method. Data analysis used descriptive narrative analysis. Research findings show, among others; there is an imbalance of knowledge and understanding of the meaning of belief; there is a tendency for indigenous Papuans to prefer working in the formal sector rather than in the informal sector; the collaboration of social capital and other capital in the process of expanding employment opportunities; indigenous Papuans have no trust in each other, are suspicious of each other, feel inferior; a sense of injustice; the government in empowering no follow-up; the MRPB and LMA should have collaborated with the Otsus faction, Regional Apparatus Organizations (OPD), TNI/Polri, and the private sector; Obstacles to Perda and Perdasus. The strategy to strengthen the structuring of the model within the framework of understanding social relations and the meaning of affirmative action as protection for the basic rights of indigenous Papuans does not yet have a strategy that looks specifically for expanding employment opportunities for indigenous Papuans both in the informal and formal sectors based on local wisdom in the Law -Special Autonomy Act.

Abstract

As an effort to advance Papuan human resources, the Special Autonomy Law regulates education and culture. One form of concern for the future of Papuan human resources, especially attention in the education sector, was also shown by the Jayapura City Government through the Port Numbay Men's Special Education Program (PKP3N) in collaboration with the Universitas Kristen Satya Wacana (UKSW) Salatiga. The provision of scholarships through PKP3N since 2013 until now has shown a fairly good performance despite the challenges and obstacles faced. This sociological condition in the field of Higher Education does not have to be a prolonged problem, but a solution must be sought. Therefore, it is necessary to create a model that is considered appropriate in answering various problems of higher education within the Jayapura City Government. Specifically, the purpose of this research is to explain the implementation of the policy of the scholarship award in the Higher Education Sector implemented by the Jayapura City Government, identify the factors that support and hinder the process of implementing the policy of the scholarship award in the Higher Education Sector for Port Numbay students. at UKSW Salatiga, and strategically evaluating the success of implementing the Special Autonomy Fund scholarship award for the Higher Education Sector within the Jayapura City Government. This study was designed with a qualitative method. Data was collected through structured interviews with policy makers (Jayapura City Government and Jayapura City Regional Secretary) and policy recipients (19 students of UKSW Salatiga). Unstructured interviews were also addressed to policy implementers and several community members. The findings of this study mainly focus on the need for socialization to executive officials, Technical OPD and Community Leaders as well as a form of attention and motivation to policy recipients as a form of follow-up for the success of policy implementation.

Abstract

This study aims to understand the relationship between motivation and work discipline with the productivity of local government officials in Papua. The background of this study is driven by the reality of low productivity among civil servants, as reflected in the weak effectiveness and efficiency of public services and regional development. The approach used is qualitative with field methods, through observation, in-depth interviews, and documentation to uncover the dynamics of civil servants' behavior in the context of local culture and organizational structure. Analysis is conducted inductively and contextually, with the researcher as the primary instrument. The research results indicate that the low motivation and work discipline of civil servants are caused by various internal and external factors, such as weak leadership, unproductive work culture, co-opted organizational value systems, and inadequate facilities and organizational structures. There are also cliques within the organization and false loyalty to leaders, which undermine commitment to institutional goals. This situation is exacerbated by a politically biased recruitment and promotion system, as well as inadequate work facilities and infrastructure. As a result, employee morale, sense of responsibility, and productivity are low. This study underscores the importance of comprehensive civil service reform in Papua, including improvements to the motivation system, enhanced discipline, and organizational restructuring of the government to make it more professional and results-oriented.

Abstract

This study examines the challenges in the digitization of personnel services within the management system of the State Civil Apparatus in Keerom Regency. This study identifies several key barriers, including limited digital infrastructure, insufficient internet connectivity, a lack of technological devices, low competency among civil servants in utilizing information and communication technology, as well as cultural resistance to digital transformation. A descriptive qualitative approach is employed through the methods of field observation, in-depth interviews, and analysis of policy documents. The research findings indicate that the efforts for digitalization are not evenly distributed across all work units, as the digital system remains centralized in the main personnel unit, while the supporting units still rely on manual processes. Furthermore, the lack of standardized application processes and data results in low efficiency and accountability in services. This study presents strategic steps to address the identified issues, including the enhancement of infrastructure, the improvement of digital competencies among civil servants through ongoing training, and the encouragement of a workplace culture that embraces digital technology. The results of this study contribute to the development of a model for accelerating the digitalization of civil servants at the regional level to enhance the quality of public services that are responsive, integrated, and sustainable. The significance of this study lies in its localized focus on a 3T (frontier, outermost, underdeveloped) region, providing a nuanced understanding of digital transformation challenges often overlooked in centralized policy-making.
