Abstract

Penelitian bertujuan untuk mengetahui manajemen pelayanan publik di Masa Pandemi Covid 19 Di Tahanan Negara Kelas IIB Pinrang dan mengetahui bentuk pelayanan publik bagi warga binaan pemasyarakatan di masa pandemi Covid 19 Di Tahanan Negara Kelas IIB Pinrang. Rancangan penelitian yang digunakan oleh peneliti adalah menekankan pada penelitian kualitatif. Penelitian ini akan dilakukan Rumah Tahanan Negera Kelas IIB Kab. Pinrang, Provinsi Sulawesi Selatan. Penelitian ini menggunakan instrument wawancara, observasi dan dokumentasi dalam pengumpulan data. Berdasarkan uraian hasil penelitian disimpulkan bahwa pelayanan publik di Rumah Tahanan Negara Kelas IIB Pinrang telah menerapkan aspek-aspek manajemen pelayanan mulai perencanaan, pengorganisasian dan pengendalian yang telah berjalan dengan baik. Dari aspek perencanaan pelayanan telah memiliki sasaran dan indikator yang jelas serta difokuskan pada peningkatan pelayanan kebutuhan warga binaan. Selain itu, dalam perencanaan pelayanan telah ditetapkan standar dan prosedur pelayanan yang jelas dan SDM pemberi layanan yang profesional. Dari aspek pengorganisasian dilakukan pengorganisasian pegawai berdasarkan kemampuan dan keahlian yang dimiliki untuk mengisi masing-masing tugas dan jabatan, membangun kerjasama, sinergitas dan komitmen pelayanan yang tertuang dalam perjanjian kinerja. Adapun dari aspek pengendalian, segala bentuk pelayanan disertai dengan prosedur layanan yang wajib dijalankan baik terkait jangka waktu penyelesaian setiap unsur layanan pemasyarakatan, adanya jaminan pelayanan dan jaminan keamanan. Selain itu dilakukan juga evaluasi kinerja dan pengendalian serta penyelesaian masalah yang ditemukan. Selain telah menerapkan aspek-aspek manajemen seperti tersebut di atas, dalam melaksanakan kegiatan pelayanan Rumah Tahanan Negara Kelas II B Pinrang juga melakukan serangkain inovasi pelayanan public. The aim of this study was 1) To determine the management of public services during the Covid 19 Pandemic in Class IIB Pinrang State Detainees. 2) To find out the form of public service for correctional prisioners during the Covid 19 pandemic in Class IIb Pinrang State Detention. The research design used by researchers emphasized qualitative research. This research was carried out at the Class IIB State Detention Center, Kab. Pinrang, South Sulawesi Province. This study used interview instrument, observation and documentation in data collection. Based on the description of the study result, it is concluded that public service at the Class IIB Pinrang State Detention Center has implemented the aspects of the service management starting from planning, organizing and controlling which ha gone well. In the aspect of service planning, it has clear target and indicator and it is focused on improving service needs of the prisoners. In addition, in service planning, clear service standard and procedure has been estabilished and proffesional service provider human resource. From organization aspect, the organization of employees based on their abilities and expertise to fill each task and position, building cooperation, synergy and service commitment as stated in the performance agreement. As for the control aspect, all forms of service are accompanied by service procedure that must be carried out regarding the time period for completion of each element of correctional services, the existence of service guarantee and security guarantee. Furthermore, performance evaluation and control are also carried out and resolution of problems found. Apart from implementing the management aspects as mentioned above, in carrying out service activities at the Class IIB Pinrang State Detention Center, it is also conducted  a series of public service innovation.
