Abstract

Perubahan iklim, pertumbuhan populasi, risiko kesehatan, tren politik, ekonomi, lingkungan, sosial, perkembangan teknologi dan inovasi di bidang pertanian membuat pergeseran dalam upaya produksi dan distribusi bidang pangan dan pertanian. Kondisi ini menuntut adanya investasi teknologi, infrastruktur, penelitian dan pengembangan, dan peningkatan kapabilitas sumber daya manusia (SDM) yang berkelanjutan. Untuk mengatasi hal tersebut, Perguruan Tinggi Vokasi sebagai lembaga pendidikan perlu membangun sinergi bersama dunia usaha, industri, dan dunia kerja (Dudika) agar mampu mencetak SDM yang memiliki keahlian dan kompetensi yang selaras dengan perkembangan zaman. Salah satu upaya adalah melalui pendekatan Teaching Factory, yang dilakukan melalui pengintegrasian kegiatan pendidikan, penelitian, dan inovasi dengan melibatkan peran aktif industri dan akademisi. Praktik baik pelaksanaan Teaching Factory dilakukan oleh Sekolah Vokasi IPB University. Berdasarkan hasil pengamatan, Sekolah Vokasi IPB University telah mengimplementasikan pendekatan Teaching Factory melalui dua mode operasi, yakni "Dudika ke kelas" dan "Kelas ke Dudika". Hal ini memberikan manfaat dan dampak positif bagi Sekolah Vokasi IPB University sebagai lembaga pendidikan, mahasiswa sebagai peserta didik, dan perusahaan-perusahaan mitra.

Abstract

This study aims to understand how the Developing Countries Partnership (KNB) Scholarship can be used as soft power and improve nation branding that resulted by internationalization of higher education. Using a descriptive approach and utilizing primary and secondary information and data, this research was also enriched by interviews with KNB Scholarship students. The result of this research is that the KNB Scholarship can spread positive views about Indonesia, relations development between countries, and the Indonesian economy promotion by foreign students in their countries. In addition, there are several issues that need to be addressed jointly by cross-stakeholders so that the KNB Scholarship can provide optimal benefits for students, Indonesia’s universities, students' origin countries, and especially for Indonesia.

Abstract

The global competitiveness of Indonesian higher education institutions (HEIs) remains constrained compared to regional peers. This policy paper examines the root causes, strategic priorities, and actionable reforms needed to accelerate HEI internationalization in Indonesia. Employing a mixed-method approach—combining the 5 Whys technique for qualitative root cause analysis and the Analytic Network Process (ANP) for policy prioritization—this study synthesizes evidence from national focus group discussions, expert interviews, and international benchmarking with Singapore, Malaysia, and China. Findings identify three critical barriers: the absence of an integrated national policy framework, restrictive and fragmented academic visa regulations, and insufficient structural incentives for international research collaboration. Among seven policy options, academic visa reform and mid-term funding for collaborative research emerged as the highest priorities. This study makes a novel contribution by integrating root cause diagnostics with quantitative policy prioritization, offering a structured five-strategy roadmap aligned with Indonesia’s 2025–2045 development vision to strengthen regulatory, institutional, and fiscal foundations for sustainable higher education internationalization
