Abstract

ABSTRACTThis research aims to formulate the idea of optimizing rural government fund (DD) management, to realize an independent and ability village in South Buton District.  The main focus of this research is first, to analyze the potential and problems of village funds in South Buton District. Second, to formulate a strategic program design for optimizing rural fund management in an effort to create an independent and ability  rural. This study uses two data sources, namely perimer and secondary data Perimer data were obtained from interviews and discussions with DD managers in Batauga and Sampolawa Subdistricts of Buton Selatan District. Data collection took place from December 2018 to February 2019 using interviews and informal discussions. The results of this study are DD Management Strategies in an effort to realize the independence and welfare of rural communities in South Buton ", formulated in 6 (six) strategic programs namely; first, Exploring, studying and developing the local potential of the village both in terms of commodities and the local cultural system of the community. Second, village institutional arrangements and stakeholders involved in managing village funds through increased resources and more modern capacities. Third, Increase the accountability and integrity of managers both village officials and all stakeholders involved (DD technical manager, BUMDes Management, BPMD, LPM, and Assistance). Fourth, Increase village health insurance and participation in management both in the planning process (Preparation of APBDes, Implementation, and monitoring and evaluation). Fifth, Increase partnership and cooperation with other parties, both the private sector and universities / academies / vocation institutions. Sixth, Strengthening the local level regulatory system in particular is related to a more detailed description of the surveillance system specially those who are still weak.
