Abstract

This study aims to determine whether the relation variable can moderate the personal cost, professional commitment and ethical environment variables on the interest of Civil Servants of the Sidoarjo Regency Inspectorate to carry out whistleblowing. The sampling technique used is simple random sampling by distributing questionnaires through google form so that it gets 45 respondents. The data analysis technique using the SmartPLS versiob 3. The result of this study indicate that the variables of professional commitment and ethical environment have a significant effect on the interest in doing whistleblowing, but personal cost are stated to have no effect. In moderation retaliation is able to moderate the personal cost and ethical environment variables. Partially, the retaliation variables has a significant effect on the interest of civil servants to carry uot whistleblowing, so we can conclude that there is quasi moderation.
