Abstract

Kaltim presumably experiences an energy paradox, where the energy system is unreliable and unsustainable, despite energy-rich. This study presumes that the paradox is caused by the ‘ill-advised energy policy’ shown by ‘energy-area incompatibility’ that is exacerbated by the ‘energy-rich syndrome’ (a mindset of feeling secure due to energy-abundance leading to a wasteful behavior). This study investigates the indication of the syndrome in Kaltim energy policy by first investigating ‘the incompatibility’ and its impacts by examining Kaltim’s geographical characteristics, energy potential, population-distribution, electricity system, and infrastructure. Also, the impacts of retaining the syndrome through cost analyses. This study finds the incompatibility between energy-sources utilization and geographical characteristics, by conducting a descriptive method with data collection and analyses. Kaltim is forest-dominated with scattered-population, suitable with an off-grid system. However, the electricity development is mostly on-grid, fossil-based designed, explaining the difficulties of electrifying the entire Kaltim, although electricity is surplus. While off-grid should be applied to NRE, the massive use of diesel-gen-sets shows wasteful behavior. By conducting a linear-regression method, this study finds that Kaltim’s electricity consumption (indicating the infrastructure sufficiency) is lower than it should be, given its incredible economic performance. The incompatibility causes infrastructure insufficiency. The cost analysis finds that the massively-used fuel oil is the most expensive. The subsidy would be around 0.003%-0.275% of Kaltim GDRP or 17 billion-1.55 trillion IDR. As the new Capital location, NRE is a must for Kaltim. To conclude, NRE utilization is very low, although its potential is huge, and Kaltim’s forested characteristics suit it. NRE only covers 3% of Kaltim’s electricity, while the potential (hydro alone) is more than 6,900MW. The incompatibility causes an unreliable electricity system, although electricity is surplus. Following Kaltim’s geographical characteristics, NRE should be optimized. This study intends to aware the policy-makers of the syndrome, thereby develop a ‘proper energy policy’.

Abstract

Complex formation of Ni(II) and 1,10-phenanthroline (C12H8N2/Phen) with the addition of dithizone (C13H12N4S/HDz) at the hexane-water interface has been studied by direct measurement spectrophotometry using the centrifugal liquid membrane (CLM) method. Ni(II) ion with Phen formed a cationic complex of Ni(C12H8N2)2 2+ or NiPhen2 2+. That complex dissolved in the aqueous phase and had two UV absorption spectrum maxima wavelengths, λmax 270 and 292 nm. Observation of complex formation was performed variations of pH and ligand concentration. The pH caused protonation that affected the amount of the formed complex. With the variations of ligand concentrations, the greater was the concentration of ligands the greater was the formed complex. Based on the Batch method, the HDz ligand addition into the NiPhen2 2+ cationic complex produced ion association complex of Ni(C13H11N4S)2(C12H8N2) or NiDz2Phen at λmax 403 nm, and was extracted in the organic phase. Measurement results using CLM method showed that NiDz2Phen complex was formed at hexane-water interface with λmax 523 nm. Comparison of Phen with HDz ligand concentrations affected the initial formation rate of NiDz2Phen complex. The greater concentration of Phen ligand increased the initial rate of formation for synergistic complex. The obtained data using CLM method indicated that the synergistic complex formation rate constant of NiDz2Phen at the interface, k was 0.30/s.

Abstract

Natuna is one of the outmost islands in northern Indonesia. Natuna is vital as it delimits Indonesia’s territorial and deposits abundant energy resources. However, Natuna is also vulnerable, as it is adjacent to (and is partly located in) the South China Sea, a flash point in the region. As the sea is rich in natural resources, many countries around the sea are competing to control it, which leads to disputes. This study combines a literature review with interviews and finds that the risk of threats in the Natuna area encourages Indonesia to establish a military base there. The military base plays a role in securing Indonesia’s sovereignty over the Natuna area, including energy resources, an essential resource for the economy and development. This study proposes a new notion of ‘energy resource effects’ that influence the development of the situation and Indonesia’s decision to build a military base in the Natuna area. The energy-security nexus, thus, implies the close relationships between energy and security and how the two affect each other. Finally, this study also offers Indonesia’s perspective on securing its border areas, especially those rich in energy resources.

Abstract

This study reviews the impact of the COVID-19 pandemic on environmental health through the energy sector, based on the close relationship between energy, the economy, and the environment. The lockdown policy to contain the spread of the disease has hampered the global economy. Due to the close relationship between energy and the economy, the decline in global economic growth can be easily indicated by the decrease in world energy consumption. However, this study argues that this situation also opens the opportunity of restoring environmental health. Thus, the objective of the study is to find the opportunity and the lesson that can be learned from the COVID-19 pandemic. This study employs a qualitative method that combines descriptive analysis and literature review. It involves a review, processing, and observation of quantitative data (statistics) and qualitative data. This study finds that the pandemic opens opportunities to relieve the environment damaged by fossil-dominated energy consumption to pursue economic growth. However, this study also finds the challenge to overcome and lesson learned. The challenge is the two-way pressure from demand and prices that renewables must face. The lesson to be learned is mainly to reduce the dependency on fossil energy sources, primarily if it is imported. However, on top of that, the government must be able to seize the opportunities to overcome the challenge. Thus, this study is expected to provide an optimistic view of taking advantage of the blessing in disguise of the pandemic to rehabilitate environmental health through the energy sector.
