Abstract

 This study examines the implementation of circular economy practices and their contribution to social innovation and strengthening the local economy in Bone Regency, South Sulawesi. The research was motivated by the high volume of agricultural and fishery waste that has not been optimally managed, as well as the potential of inorganic materials that can be reused as products with commercial value. This study employs a qualitative approach with a case study design, involving 15 informants comprising micro-entrepreneurs, village officials, community leaders, youth groups, and community facilitators. Data were collected through in-depth interviews, observations, and document reviews, and analyzed using the interactive model of Miles and Huberman. The research findings revealed six main themes: utilization of agricultural and fishery waste, reuse of inorganic materials, community collaboration, environmental education, regulatory support, and institutional challenges. The results show that circular economy practices in Bone evolve through, supported by local institutions and cultural values of cooperation. These practices diversify income, raise environmental awareness, and create a more inclusive social ecosystem, though challenges remain in digital marketing and institutional capacity. The study highlights the importance of multi-stakeholder collaboration and adaptive policy support to sustain the circular economy at the local level and demonstrates its potential as a replicable model for other rural areas in Indonesia.

Abstract

Fiscal decentralization has been a key element of Indonesia’s regional autonomy policy, aiming to distribute authority and resources from the central to local governments to foster equitable development. Despite substantial increases in fiscal transfers through mechanisms such as the General Allocation Fund (DAU) and Special Allocation Fund (DAK), underdeveloped regions in South Sulawesi continue to face persistent development gaps in infrastructure, public services, and socioeconomic outcomes. This study aims to examine the implementation of fiscal decentralization policies and their impact on the development of underdeveloped districts in South Sulawesi, focusing on the interplay between fiscal transfers, local governance capacity, and geographic constraints. Using a qualitative library research method, data were collected from government regulations, official reports, statistical data, and scholarly literature, and analyzed through content analysis to identify key themes related to policy objectives, implementation, and development outcomes. The findings reveal that while fund allocation and disbursement rates are generally high, the developmental impact is constrained by weak budget planning, limited technical capacity, poor inter-agency coordination, and the dominance of routine expenditures over capital investments. Geographic challenges, particularly in remote and island districts, further inflate development costs and delay project completion. The study concludes that fiscal decentralization in South Sulawesi requires comprehensive reform, including differentiated allocation formulas, performance-based incentives, enhanced technical assistance, and stronger accountability mechanisms. Such measures are essential to ensure that fiscal decentralization achieves its intended goal of promoting inclusive, equitable, and sustainable regional development.

Abstract

The objective of this study is to inform the government about the significance of digitalization literacy and information transparency. The researcher has selected a title that emphasizes the Village Government Strategy through Digital Education to Enhance Information Transparency and Digitalization Literacy, addressing the challenges posed by the demographic bonus. The aim of this title is to equip human resources at the village level with innovative skills and prepare them for the challenges anticipated by 2045. The researcher has employed a qualitative descriptive research method, incorporating a literature review and various news reports pertinent to the Village Government Strategy through Digital Education to Enhance Information Transparency and Digitalization Literacy in addressing the demographic bonus challenges. The primary objectives of this study include providing transparent information to village communities, streamlining administrative management processes, and promoting a digital mindset and literacy among communities to foster innovation and ensure the sustainability of rural areas.

Abstract

Strengthening mark economy results creation-based community is issue strategic in policy administration public, especially in context development sustainable and economic creative Although regulations national has confess importance advancement culture and economy creative, implementation policy administrative at the level area Still face various challenges, especially in integration protection right communal, facilitation business and distribution benefit fair economy. Research​ This aim analyze design and implementation policy administration in strengthen mark economy results creation-based community with use approach qualitative through studies policy and design studies multi-level case. Data obtained through interview in depth analysis document policies and observations limited, then analyzed use technique analysis thematic. Framework analysis integrates theory Public Value, Collaborative Governance, and New Public Governance. Research Results show that strengthening mark economy Not Enough done through approach sectoral and administrative conventional but rather need reconstruction design creation - oriented policies​ mark public, institutionalization of governance collaborative, as well as guaranteed justice distribution benefit economy. The gap between regulatory norms and practice implementation becomes obstacle main in optimization potential economy culture. Therefore that, reformulation policy administration need put community as actor main through mechanism participatory, integration protection right communal, as well as strengthening capacity institutional. This study contributes to development literature administration public with confirm importance multidimensional approach to governance​ economy culture-based community.
