Abstract

This research aims to develop strategies for managing the Floating Market tourism area in Lembang, West Bandung Regency (KBB), focusing on sustainable resource management. Utilizing qualitative methods, data were collected through in-depth interviews with key stakeholders, including the Floating Market tourism manager, worker groups, local residents, and the KBB Tourism and Culture Agency. The research employs SWOT analysis integrated with IFAS-EFAS matrices to develop strategies based on critical issues identified, such as employees earning below the minimum wage (UMR), inadequate contributions to public facilities, limited collaboration with local communities and government, insufficient employee training, and non-transparent recruitment processes. The research results propose several strategies, including adjusting wages to competitive levels, implementing regular employee training programs, and enhancing contributions to public facility improvements. Additionally, the research emphasizes the importance of strengthening collaboration with local communities, government, and relevant agencies, as well as increasing local residents’ involvement in management and ensuring transparency in recruitment process. This research highlights the significance of sustainable tourism development theory in balancing economic, environmental, and social factors for long-term success. By integrating a comprehensive resource management plan, the floating market can preserve the environment, improve public facilities or infrastructure, enhance food security with local products, and undertake other efforts. These initiatives contribute to a resilient tourism model that aligns with regional development goals. Overall, these findings provide a strategic model for similar attractions, demonstrating how to balance growth and sustainability while fostering positive relationships between tourism and local development.

Abstract

The Floating Market holds significant potential to attract tourists, making it essential to integrate a welfare-oriented approach into its management to ensure contributions to regional development. Effective governance and collaboration among stakeholders, including local governments and non-governmental actors, are crucial for balancing tourism growth with sustainability. This study explores the roles of stakeholders in managing Floating Market resources, identifies key challenges, and offers insights for promoting local engagement and enhancing regional welfare through targeted policies. Using a descriptive qualitative approach, the research employs purposive sampling to conduct in-depth interviews with key stakeholders, including Floating Market management, workers, local residents, and representatives from the West Bandung Regency (KBB) Tourism and Culture Agency. Data analysis, using Social Network Analysis (SNA) and stakeholder mapping, identifies roles, relationships, and influence within tourism management. The results highlight critical issues affecting regional welfare, such as a lack of transparency in recruitment, limited training opportunities for workers, low wages, and environmental challenges like traffic congestion and waste management. The study suggests strategies to address these issues, including creating inclusive recruitment processes, implementing routine professional development programs, establishing fair wages, integrating health and employment insurance, improving infrastructure, and promoting sustainable practices. Another key strategy is to enhance the use of local products in the market, supporting local agriculture. Additionally, fostering open communication between management and locals is vital to ensure equitable distribution of tourism benefits. Effective stakeholder management can enhance the socio-economic impacts of tourism, benefiting both the Floating Market and the broader West Bandung Regency.

Abstract

This study aims to evaluate the effectiveness of tourism development in poverty alleviation, focusing on systems and policies implemented in Indonesia. Using a qualitative approach, document analysis was employed to review various policies, case studies, and strategies implemented in several countries/regions. The data used include scholarly articles, regulations, written policies, and notes from stakeholders relevant to tourism development and poverty alleviation. The document analysis results indicate that pro-poor tourism development policies require a holistic and contextual evaluation, considering local conditions, social capital, and impact mapping. This study also explains relevant and contextual evaluation methods for pro-poor tourism related to regional development policies, including evaluation of policy formulation, implementation, and development outcomes. Thus, this research is expected to make a significant contribution to expanding the understanding of tourism development evaluation focused on poverty alleviation and to provide more effective and targeted policy recommendations.
