Abstract

This study was conducted to see the implementation of environmentally sustainable city development policies which are one of the pillars in the program of SDGs (Sustainable Development Goals) 2030 where local government is placed as the main actor. For the ASEAN regional level, the regional commitments of Regions for the development of environmentally sustainable cities are depicted in the ASEAN Socio-Culture Community Blueprint 2025. The review of this implementation aspect is aimed at identifying developments and challenges faced in the strategic policy of the Palembang City Government as the main implementing actor towards environmentally sustainable cities in the long term, with the Australia- Palembang Project-related the procurement of clean water and sanitation as a case study. In line with these objectives, this study uses qualitative research methods that are exploratory and descriptive in nature, where the depth and context of the data are important. This research results in the finding that the government of Palembang has been considered as an institution that has clear political objectives fully committed in the practice of city diplomacy to involve themselves directly even though it is limited to international cooperation through policy, and balanced communication between government agencies and AUS AID (as an international donor). The City Government is no longer seen as the object of implementing program plans formulated at the central level, but also has the opportunity to formulate a strategic plan or (bottom up) procedure based on the needs of local communities and the suitability of the model with environmentally sustainable city development.

Abstract

The water crisis caused by floods and droughts has become an urgent problem in many regions worldwide. To address these challenges, the provision of empty spaces for rainwater harvesting has been a focus of attention as a potential solution to reduce the adverse impacts of these extreme phenomena. The objective of this study is to explore and propose effective strategies for optimizing the utilization of swamp lands for urban settlements in the Kertapati District of Palembang. The research methodology involves quantitative and qualitative analyses of hydrological data and land use on a property in Bukit Lama IB I, Palembang, South Sumatra, who has implemented the rainwater harvesting system. The hydrological data includes rainfall, roof catchment area, yard area, and rainwater accumulation rates. The results of the study show that the provision of empty spaces for rainwater harvesting can significantly reduce the risks of floods and droughts. When heavy rainfall occurs, this system can retain excess rainwater, thereby reducing surface runoff volume and slowing the flow towards rivers. Additionally, the harvested water can serve as a reserve to cope with drought during the dry season. The research also identifies several critical factors influencing the effectiveness of the rainwater harvesting system, including infrastructure design and surrounding land use. In this context, collaboration between the government, communities, and the private sector becomes crucial in implementing this system widely and sustainably. In conclusion, the provision of empty spaces for rainwater harvesting has proven to be an effective approach in reducing the risks of floods and droughts. Facing increasingly complex climate change, it is essential for communities, governments, and other stakeholders to adopt and implement this system as part of a comprehensive strategy to manage water resources sustainably and protect the environment.

Abstract

This study aims to discuss how the process of self-empowerment experienced by individuals through entrepreneurship. This study uses qualitative methods and descriptive approaches using observation, literature studies, and interviews as instruments. In the process, the author found one of the motivations for the subject to become empowered is he realizes her state of unempowered, afterwards he proceeds to find her potential and also her interests, and then tries to change her state. One of the causes of the subject being unempowered is the economic factor. Results of this study showed that the subject in the study did self-empowerment efforts from the condition of being helpless and independent, the cause of the condition of the subject's powerlessness is economic factors. For this reason, in an effort to overcome this problem, the process of self-empowerment by the subject begins with the awareness stage himself that he could not remain silent and had to help their parents, then the subject takes advantage of the interests and knowledge he has and see the market potential that exists until decided to start a business selling healthy food, besides that the subject was developing business by opening branches and resellers as well as maintaining business by improving product quality starting from product ingredients to the product packaging.
