Abstract

Improving the quality of education in Indonesia is a priority in creating superior and competitive human resources, including in Jayawijaya Regency which faces challenges in terms of teacher performance. This research aims to analyze the implementation of government policies to support improving the quality of education, especially those related to teacher performance in Jayawijaya. The research method used was descriptive quantitative through a survey of 30 teachers in various schools in Jayawijaya Regency, using a questionnaire that focused on four main indicators: teacher responsibility, government financial support, teacher distribution, and teacher cross-cultural competence. The results of the research show that there are still deficiencies in teachers' responsibilities in teaching, financial support is not yet optimal, teacher distribution is uneven, and low cross-cultural competence, which hinders the learning process. Based on these findings, it is recommended to increase teacher commitment, optimize education budgets, analyze teaching staff needs involving teacher organizations, as well as cross-cultural training for teachers. Through collaboration between the government, community and schools, it is hoped that the quality of education in Jayawijaya Regency can improve significantly. ABSTRAKPeningkatan kualitas pendidikan di Indonesia menjadi prioritas dalam menciptakan sumber daya manusia yang unggul dan berdaya saing, termasuk di Kabupaten Jayawijaya yang menghadapi tantangan dalam hal kinerja guru. Penelitian ini bertujuan menganalisis implementasi kebijakan pemerintah dalam mendukung peningkatan kualitas pendidikan, khususnya yang terkait dengan kinerja guru di Jayawijaya. Metode penelitian yang digunakan adalah deskriptif kuantitatif melalui survei terhadap 30 guru di berbagai sekolah di Kabupaten Jayawijaya, menggunakan kuesioner yang berfokus pada empat indikator utama: tanggung jawab guru, dukungan finansial pemerintah, distribusi guru, dan kompetensi lintas budaya guru. Hasil penelitian menunjukkan bahwa masih terdapat kekurangan dalam tanggung jawab guru dalam mengajar, dukungan finansial yang belum optimal, distribusi guru yang belum merata, dan kompetensi lintas budaya yang rendah, yang menghambat proses pembelajaran. Berdasarkan temuan ini, disarankan adanya peningkatan komitmen guru, optimalisasi anggaran pendidikan, analisis kebutuhan tenaga pengajar yang melibatkan organisasi guru, serta pelatihan lintas budaya untuk guru. Melalui kolaborasi antara pemerintah, masyarakat, dan sekolah, diharapkan kualitas pendidikan di Kabupaten Jayawijaya dapat meningkat secara signifikan.
