Abstract

Latar belakang masalah dalam penelitian ini berawal dari penting dan mendasarnya persoalan birokrasi pendidikan dalam memperbaiki kebijakan pendidikan nasional, yang tujuannya lebih sebagai investasi masa depan. Sejak era Orde Baru sampai di zaman reformasi saat ini nampaknya birokrasi pendidikan nasional kita masih belum menampakkan pembaruannya. Birokrasi pendidikan kita masih rumit, berputar-putar, sekian kursi sekian meja, yang menghabiskan waktu, uang, tenaga, pikiran, dan perasaan untuk bersabar, hanya untuk mengurus kelulusan, mendaftarkan diri mendapat beasiswa, dan lain sebagainya. Birokrasi pendidikan tidak memberikan proses kemajuan pelayanan pendidikan yang pro perubahan dan mudah dipahami oleh masyarakat sipil, tapi hanya dipahami masyarakat kelas atas, kelas orang kantong tebal. Solusi yang dapat diupayakan untuk mengurangi kesemrawutan birokrasi yang ada tersebut adalah dengan Menempatkan tenaga profesional pada dinas pendidikan, Segera membentuk dan memfungsikan dewan sekolah, dan Melibatkan peran serta masyarakat luas dalam mengawasi pelaksanaan pendidikan.

Abstract

This research was basically based on qualitative study. It was the second conflict in Sampang, the rampage which exploded between some people who trying to block the Tajul Muluk’s followers and preventing them from going back to the Pondok Pesantren (Islamic Boarding House) of YAPPI in Bangil, Pasuruan. The data in this study was collected using three sorts of data collection techniques: interview, document analysis, and observation. It was done by using the conflict analysis method, from which the writer found out that this second incident appeared in Sampang is manifestation of latent conflict accumulation which is actually personal conflict complicated by some religious issues. The conflict is to be resolved by using both bureaucracy and cultural approaches.

Abstract

This article examines the doctrine of marriage in Wetu Telu society inBayan, North Lombok. According to the community marriage is carried outby three steps: perondongan, mepadik lamar, and selarian which is finishedwith some rituals, such as menjojok, memulang, sejati, pemuput selabar,akad nikah, sorong serah, nyongkolan, and balik onos nae. The marriageritual is led in accordance with Islamic teachings by the Head of Office ofReligious Affairs. In spite of referring to Islamic sharia, the Wetu Telu also strongly holdsthe teaching of their ancestors which is more identical with Siva-Buddhistteaching. After a long process of acculturation with Hinduism, the latertakes a part in marriage process within the Wetu Telu. Therefore, the mar-riage concept carried out by the Wetu Telu is a combination of Siva-Budhist (as the religion of indigenous people) and Balinese Hinduism carried out byBalinese kingdom which had been mixed with Islamic teachings that laterbecome local tradition. This local tradition then does create social stratification, marriage procedures and marriage procession. The local wisdom of marriage among the Wetu Telu has a potential role to strengthen religiousharmony in multicultural society.

Abstract

The destruction of Sanggar Candi Busono (Sapta Dharma) in Rembang, Central Java in 2015 has shown a disharmony relationship between the adherents of Sapta Darma and those who refused it. This article describes the results of conflict analysis through the elements of conflict and chronological analysis of the vandalism of Sanggar Candi Busono (Sapta Dharma) in Blandok, Plawangan Village, Kragan Rembang. This study uses descriptive analysis method of qualitative data collected through interviews, observations, and document review. The findings of this study are that the construction of Sanggar Candi Busono (Sapta Dharma) becomes a trigger for unharmonious relationship between adherents of Sapta Darma and the local residents. Besides there are differences in reference to the regulations by the two parties in which the Sapta Darma referred to the Joint Regulations of Minister of Home Affairs and Minister of Culture and Tourism No. 43 of 2009 and No. 41 of 2009. While the religious scholars, community leaders and Blandok pleople rejected on the basis of Joint Regulations of the Minister of Religious Affairs and Minister of Home Affairs No. 9 of 2006 and No. 8 of 2006. The chronological conflict also denoted that the Rembang government has initiated conflict resolution effort by issuing the regulations of the use of Sanggar Candi Busono only for meeting activities but not functioned as a place of worship. It can be also used as a learning center for the followers of Sapta Darma and community in Blandok and surrounding areas.
