<![CDATA[Abstract Ronowijayan Urban Village is one of the Kelurahan in Ponorogo Regency which has the potential to absorb many advantages in the boarding house area, because of its strategic location among several large campuses in Ponorogo. But the existence of this boarding house turned out to be inversely proportional to local regulations made by the Ponorogo Government. Of the 36 boarding house entrepreneurs, only one has an orderly license. As a result of the lack of permits, many boarding house entrepreneurs committed violations that unsettled residents. Either due to negligence of managers and boarding house users. This study uses descriptive qualitative methods, using primary and secondary data sources obtained from observation, interviews and data collection documentation. The results of this study indicate that the level of public understanding, especially boarding house entrepreneurs towards Regulation No. 1 of 2016 on Boarding House Business Licenses is still very low, this is because the socialization of the local government has not targeted all elements of the community. This low level of understanding ultimately affects the implementation of the law. That the implementation of the Regional Regulation in Ronowijayan Village, Ponorogo Regency has not been seen. So it takes the collaboration of various parties to better oversee this regulation both from the local government, local apparatus, the wider community, users and boarding house entrepreneurs. Keywords: Local Regulations, Boarding House Licensing, Implementation Abstrak Kelurahan Ronowijayan merupakan salah satu Kelurahan di Kabupaten Ponorogo yang mempunyai potensi menyerap banyak keuntungan di bidang rumah kos, karena letaknya yang strategis diantara beberapa kampus besar di Ponorogo. Namun adanya rumah kos ini ternyata berbanding terbalik dengan peraturan daerah yang dibuat oleh Pemerintah Ponorogo. Dari 36 pengusaha rumah kos hanya satu yang telah tertib berizin. Akibat dari tidak adanya izin, banyak diantara pengusaha rumah kos tersebut melakukan pelanggaran yang meresahkan warga. Baik disebabkan kelalaian pengelola maupun pengguna rumah kos. Penelitian ini menggunakan metode deskriptif kualitatif, dengan menggunakan sumber data primer dan sekunder yang diperoleh dari observasi, wawancara dan pengambilan data dokumentasi. Hasil dari penelitian ini menunjukkan bahwa tingkat pemahaman masyarakat khususnya pengusaha rumah kos terhadap Perda Nomor 1 Tahun 2016 Tentang izin Usaha Rumah Kos masih sangat rendah, hal ini disebabkan karena sosialisasi pemerintah daerah belum menyasar pada semua elemen masyarakat. Tingkat pemahaman yang rendah ini pada akhirnya berpengaruh terhadap implementasi Perda tersebut. Bahwa pelaksanaan Perda tersebut di Kelurahan Ronowijayan Kabupaten Ponorogo belum terlihat. Maka dibutuhkan kerjasama berbagai pihak untuk lebih mengawal Perda ini baik dari pemerintah daerah, perangkat setempat, masyarakat luas, pengguna dan pengusaha rumah kos.
