Abstract

This study aimed to determine the crime rate in the Municipality of Diplahan, Zamboanga Sibugay in the calendar years 2013-2015 and 2016-2018. Specifically, this study described the index and non-index crimes prior to and during the implementation of the project double barrel and whether significant differences existed on the crime profiles prior to and during the project. It also aimed to identify the experiences encountered by the imple-menters of the project under CMC 16 2. 2016. Archived data were taken from police blotters and crime statistics given by the PNP Personnel in Diplahan Police Station and employed the qualita-tive design using in-depth interview to generate and explore the experiences of the PNP Personnel and Barangay Captains before and during the implementation of the project. Thematic analysis was then applied to generate codes and themes that described the experiences of the participant-interviewees. Findings re-vealed the decrease in index crimes, which include serious of-fenses like murder, theft, and robbery, suggests an improvement in public safety. The heightened police presence and visibility likely acted as a deterrent to violent and property crimes, con-tributing to a more secure environment in public areas. There is a need for a multifaceted approach to improving law enforce-ment's effectiveness and ethical standards in addressing drug-related crimes. Integration of advanced technologies and en-hanced coordination among agencies to improve operations and monitoring capabilities and collaboration with external organi-zations focuses on rehabilitation and prevention, while inde-pendent oversight mechanisms and regular reviews are also needed to ensure accountability, transparency, and continuous improvement of policies and drug related operations. Stronger collaboration between police, local governments, NGOs, and health organizations is also necessary to reinforce community-based rehabilitation efforts and preventive measures. Providing mental health support for officers is equally important, as it im-proves their well-being, reduces burnout, and fosters ethical de-cision-making under high-pressure situations. Comprehensive training for officers is vital to prepare them for the complexities of the drug campaign, improving operational effectiveness and promoting accountability within the force.

Abstract

This study aimed to examine the relationship between emotional intelligence and aggressive behaviors among Philippine National Po-lice (PNP) frontliners during the COVID-19 pandemic. The respond-ents included 180 police officers from the Dipolog and Dapitan City Police Stations. Utilizing a descriptive-correlational research design and a quantitative approach, data were gathered through a question-naire checklist and analyzed using frequency counting, percentages, weighted mean, standard deviation, the Mann-Whitney test, Kruskal-Wallis test, and Spearman Rank Order Correlation Coefficient.The findings revealed that police officers exhibited high levels of emo-tional intelligence, including self-awareness, emotion regulation, self-motivation, social awareness, social skills, and receptivity. Emotional intelligence was unaffected by age, sex, or years of experience. Mean-while, the officers demonstrated rare physical aggression but moder-ate levels of verbal, emotional, and hostile aggression, resulting in an overall moderate level of aggression. Aggressive behaviors showed no significant differences based on age or years of experience but var-ied significantly by sex. It means that women often score higher in social awareness and empathy, while men excel in self-confidence or emotion regulation. Moreover, the study identified a marginal but significant positive relationship between emotional intelligence and aggressive behaviors at a medium level. The findings suggest that law enforcement officers should enhance their ability to monitor and manage emotions in themselves and others to guide their actions effectively. It is recommended that police stations in Dipolog and Dapitan establish partnerships with health and social care providers to support staff well-being, manage risks, and address aggressive be-havior incidents through prevention, protection, and treatment strat-egies.

Abstract

Human behavior appeared to be influenced by lunar phase. Crimes still committed despite the government efforts to prevent and suppress it. Some authors claimed that the moon of the solar system affect the human body and the planet earth. The term lunacy derived from the idea that the lunar cycles affect human behavior and it is a widely believed phenomenon that a full moon can increase criminal behavior. This study aimed to determine the relationship between lunar phases and crimes committed in the two cities of Dipolog and Dapitan. Documentary analysis and unstructured interviews were conducted to gather information. The data were taken from the reported crimes in the two police stations. Statistical tools used were frequency count and chi-square test of both difference and relationships respectively. The most common index crimes were theft, physical injury and threat. Whereas, non-index crimes were malicious mischief and violations to RA 7610 and RA 9262. Results revealed that most of the index crimes happened during the first quarter and during new moon phase. Non-index crimes on the other hand, happened at any lunar phase. The occurrence of index and non-index crimes are likely to be influenced by the lunar phases. Philippine National Police might set-up additional preventive measures to prevent would be criminals from committing theft, physical injury and threat. Police presence be increased more during first quarter and new moon phases to prevent occurrence of crime as well as implement intensive community policing program to protect the community from untoward crime incidence.

Abstract

This study aimed to determine the extent of the Philippine National Police Operation initiatives in the promotion of peace and order in Iligan City as a basis for policy recommendation. This study made use of a non-experimental quantitative research design utilizing the descriptive correlational technique, frequency count, percentage, mean and standard deviation, paired t-test, and Pearson-r correlations. The respondents exhibited a high level of response that the Philippine National Police always performed the police operational procedure initiatives in the promotion of peace and order. The finding showed that overall, there was a significant relationship between the frequency of implementation of police operations and the crime rate in terms of Index and non-index crime. Further studies are warranted.

Abstract

This study aimed to evaluate the food budget allowance of inmates in Dapitan and Dipolog City jail and determine the inmates body mass index as one of the indicators in assessing the nutrition of person whether he/she is malnourished or not. The study employed a mix of quantitative and qualitative approaches in carrying out the results of the study. Quantitative method was used to describe the inmate’s profile as to age, gender, number of years in jail, types of food served and body mass index. While qualitative method was used to determine the budget allocation of inmates and medical records of inmates. An information sheet was created and distributed to the inmates who were the primary respondents in order to gather quantitative data. In addition, unstructured interview was also conducted to the warden during site visit. Random sampling method was used. Descriptive statistics were used in presenting, analyzing and interpreting the data of the study. Most of the inmates incarcerated are within the age ranging from 42-51 years old, while most of the inmates are incarcerated for a period ranging from 2 to 4 years. There are very few inmates with medical history like ulcer, diabetes, mayoma and high blood. Beef or pork tinola with sayote and rice is the commonly meals serve to the inmates. Majority of the inmates are within normal weight. Monitoring of those inmates with medical history to prevent from any possible complications.

Abstract

This study aimed to determine the level of implementation of safekeeping practices in the Bureau of Jail Management and Penology in Ipil District Jail and Ipil Women’s Dormitory Jail of Zamboanga Sibugay during calendar year 2018-2019. This study made use of non-experimental quantitative research design utilizing descriptive, frequency count, percentage and mean. It also utilized modified questionnaire in gathering the result. There were 127 inmates and 50 Bureau of Jail Management and Penology personnel utilized as respondents of the study. The main statistical tools used were frequency count, percentage, mean computation, t-test, analysis of variance and Pearson r Product Moment Coefficient of Correlation. The study revealed that there were more male inmates as compared to the females. Majority of the index crimes committed by the inmates were murder while on the non-index crimes, majority were charged against possession of illegal drugs. The security practices were always implemented by the two Jail under study which included the following: Commitment Order and Segregation of Prisoners or Detainees, Reception Procedures, and Disciplinary Boards and Punishable Acts of Inmates, Treatment of Inmates with Special Needs, Custody, Security and Control Emergency Plans, Movement and Transfer of Prisoners and Detainees, Rights, Privileges and Miscellaneous Provisions, and Inmates Welfare and Development Functions. There was no significant difference between the Bureau of Jail Management and Penology and inmate’s ratings on the implementation of commitment order and segregation of inmates or detainees. However, there was a significant difference between the Bureau of Jail Management and Penology and inmates’ rating on the rest of the safekeeping practices. Indeed, there was a significant relationship between the safekeeping practices and the level of Implementation of these practices. The researcher recommends that the Bureau of Jail Management and Penology implementation of safekeeping practices be continued and sustained.

Abstract

This study aimed to determine the relationship between weather conditions as to wet and dry as recorded in the Department of Science and Technology (DOST) – Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Weather Forecast Station and the crimes committed in Pagadian City in calendar years 2014-2018. Weather conditions as to wet and dry were correlated to crimes against person and property that was committed in Pagadain City. It employed a quantitative descriptive correlational method of research using the data of crime occurrences recorded in the Philippine National Police Pagadian City Station and the rainfall data from Department of Science and Technology (DOST) – Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Weather Forecast Station in the city statistically treated using frequency count, mean, paired sample t-test, and chi-square test. Findings of the study revealed that physical injuries were profiled the highest in crimes against persons, followed by murder, homicide, and rape. At the same time, theft cases were dominantly registered for crimes against properties, followed by robbery, carnapping, and cattle rustling. The average distribution of murder, homicide, and physical injuries during the wet season outnumbered the cases during the dry season, except for rape cases that were higher during the dry season. Likewise, robbery, theft, carnapping, and cattle rustling were higher during the wet season than the dry season. The average distribution differences of crimes committed between the wet and the dry seasons tested at a 0.05 level of significance were not significant. The relationship between crimes against persons and the weather conditions was not significant. The relationship between crimes against properties and the weather conditions was also not significant. Moreover, crimes against persons and properties in the city do not depend on weather conditions. Murder, homicide, physical injuries, rape, robbery, theft, carnapping, cattle rustling, and the like could happen in the city regardless of whether it is wet or dry weather conditions, and there is a need to implement the crime prevention programs designed by the researcher.

Abstract

This study aimed to determine the level of implementation and awareness of the juvenile restorative justice program in Tangub City during calendar year 2018-2019. This study made use of non-experimental quantitative research design utilizing descriptive, frequency count, percentage and mean. On the level of implementation of the program, the community respondents exhibited low level of response while the Philippine National Police and the CSWD exhibited a high level of responses. On the level of awareness, the respondents also exhibited a high level of response. It is recommended that the implementers may include or emphasize the community's active participation in juvenile restorative programs. This will encourage them to get involved and recognize the importance of their engagement, maybe resulting in fewer minor-related offenses. The implementers may look into the process on the way the programs are implemented. This will encourage them to examine probable flaws in the execution of the juvenile restorative justice program in order to make adjustments to the overall process of implementation, which could lead to the program's overall success. The implementers may consider looking into the victim's need for reformation and rehabilitation, as well as their family's general engagement. This is critical to ensure that the victims and their families believe the government is on their side, because if the implementers neglect this, retaliation may ensue. Further studies are warranted.
